Comment Response Letter
Dear Mr. Wentland:
We have reviewed your comments from December 17, 2019 and made the necessary revisions.
Please find our responses to the comments below in bold lettering.
County Code Section 17-410 and Virginia Code 62.1-44.15:34 requires the VSMP authority to
act on any VSMP permit by issuing a project approval or denial. This project is denied. The
rationale is given in the comments below. The application may be resubmitted for approval if all
of the items below are satisfactorily addressed. The VSMP application content requirements
can be found in County Code section 17-401.
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code Section 17-405. A SWPPP must
contain (1), a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
1. Provide a completed and signed Registration Form.
A completed and signed Registration Form will be provided.
2. Provide a signed Certification.
A signed Certification will be provided.
B. Pollution Prevention Plan (PPP)
The PPP content requirements can be found in County Code Section 17-404.
1. The PPP is acceptable at this time.

ENGINEERING I DESIGN I TECHNOLOGY
C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a
SWMP. This plan is disapproved, and the reasons are provided in the comments below. The
stormwater management plan content requirements can be found in County Code Section 17-
403.
1. This plan cannot be approved until the 0.85 Ib/yr of nutrient credits have been
purchased. Please contact Ana Kilmer prior to purchasing credits.

2. Please contact Ana Kilmer to complete a Stormwater Management Facilities
Maintenance Agreement.
Acknowledged.
3. Show and label all proposed easements on the plans, including facility and access
easements.
All proposed easements are shown and labeled on Sheet C8.0.
4. The SWM Facility easement will need to be shown on a plat and a Deed of Dedication
will need to be signed and recorded for this easement. The Deed will be filled out by the
County and forwarded to the applicant when the plat is nearing approval.

5. Provide more details and design information for the underground storage.
Energy balance and flood protection calculations, as well as a detail of the proposed weir
plate structure, have been provided on Sheet C6.0. An overall detail of the underground
detention system has been provided on Sheet C6.3. Additional routing calculations have been
provided as part of the Stormwater Design Calculations & Narrative.
6. Include the maintenance and inspection schedules for the underground storage on the
plans.
Detention pipe maintenance and inspection schedules have been added to Sheet C1.0.
7. Provide the routing calculations for the underground storage.
Routing calculations have been provided as part of the Stormwater Design Calculations &
Narrative.
D. Erosion and Sediment Control Plan (ESCP)
Virginia Code 62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP.
This plan is disapproved, and the reasons are provided in the comments below. The erosion
control plan content requirements can be found in County Code Section 17-402.
1. Provide wire reinforced silt fence at the front of the site instead of standard silt fence.
Wire -reinforced silt fence has been substituted instead of standard silt fence on Sheets C3.2
and C3.3.
2. Provide additional measures beyond safety fence where the existing eastern entrance is
being regraded.
Additional wire -reinforced silt fence has been added along the eastern entrance on Sheets
C3.2 and C3.3.
3. Include a note on the ESC sheets that the Inspector may require additional measures
depending on site conditions.
A note has been added to Sheets C3.2 and C3.3.
