Your comments are repeated below in italics type with our respective responses in bold type. A. General 1. Please add the County's 'General Construction Notes', 'General construction notes for Erosion and Sediment Control plans; and 'General construction notes for Storm water Management plans' to the plan. A Sheet C1.1 has been added to include the County's General Construction Notes and the County's General Construction Notes for Stormwater Management Plans. The County's General Construction Notes for Erosion and Sediment Control Plans has been added to Sheet C6.4. 2. Sh.1: Show 'WPO201900063' under or near title. "WPO201900063" has been added to Sheet C1.0. 3. Remove sheets 19-24 from the VSMP plans. Plan Sheets C7 through C9 has been removed from the VSMP plans. 4. Submit a final site plan for review, if haven't. According to Ms. Lisa Glass this will not be required. 5. Show location of all existing and proposed utilities and easements with deed book references. The location of all existing and proposed utilities and easements with deed book references have been added to the plans. From our research, some of the existing utilities do not have recorded easements. 6. Show/label existing right-of-way with street name, route number & width labeled. The route number and width of right-of-way has been added to the street name. 7. Show/label property line. Property lines along with labels are shown on the plans. SRTS Cale Elementary School Project Comment Response B. Stormwater Pollution Prevention Plan Insert copy of General Permit coverage when obtained. Noted. C. Pollution Prevention Plan (PPP) January 30, 2020 Show all proposed clearing/grading activities, E&S controls, staging, vehicl%quipment washing, concrete washout locations on the PPP. Areas of proposed clearing/grading, E&S controls, and staging area has been added to the PPP. It is our opinion this project should not have a vehicle/equipment washing area or a concrete washout location due to the limited work and space on the site. D. Stormwater Management Plan (SWMP) 1. Sheet 8110112: Show VDOT designation (type & details) of Str. 1 & 3 inlets. VDOT designation and details for Structures 1 and 3 have been added to the plans. 2. Provide callout to detail sheet 21 for these structures/features shown on the grading plan. Callouts have been added to the structures/features on the grading plan referencing Sheet C8.0. 3. Provide on the plan: SWM narrative (State how plan meets Water Quality/Quantity requirements); Show the design storm WSEs on the facility's details; General description of SWM facility operation and maintenance. A SWM narrative, design storms, general description of SWM facility, operation and maintenance requirements has been added to Sheet C5.3. 4. Bioretention, level 2 (VADEQ SW Design Spec. 9): Provide Surface Area sizing calculation required & provided (Section 6.1). Surface area sizing of bioretention basin has been included on Sheet C5.3. 5. E. Erosion and Sediment Control Plan (ESCP) Please show location of the construction entrance (CE). Use the County's design detail (DSM, pg. 8). Inspector will work with the contractor on alternative if necessary. [VADEQ ESC HB, Spec. 3.02] The equipment which will be exposed to soil will not have direct access to public streets. Equipment, including dump trucks, will remain on hard surfaces and therefore will not track soil onto public streets. The installation of construction entrances would result in more disturbance and increase the likelihood of transporting sediment onto public streets. 2. Sh.15: Some of the silt fence locations are not clear to me. Maybe try making the symbol linetype more visible. Show within the LOD, if not. Labels have been added to make the location of silt fences more visible. 3. Sh.16: Extend silt fence further north adjacent to Avon Ext. near entrance. Extend LOD to include this and any grading activities. The erosion and sediment control plan has been revised to extend the silt fence further north and the limits of disturbance. SRTS Cale Elementary School Project Comment Response January 30, 2020 4. Sh.17: Retention rolls ("Gutter buddies', "EC socks") are no longer being permitted due to contractor neglect. Show only state approved inlet protection measures. The Type B Inlet Protection (Sediment Retention Roll) is a VDOT drawing and therefore state approved inlet protection. The Type B Inlet Protection has been removed and silt fence added to protect the inlet. With this comment response letter please enclosed a pdf set of revised plans for the project.
