This project is approved. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESOP, (3) a SWMP, and (4) any TMDL measures necessary. 1. Section 9, signed certification must be signed. Also, it appears it needs to be updated as it currently says Stony Point Design Build. Rev. 1: Signed page received in separate email. Please insert it into the SWPPP book package. Rev. 2: Comment still valid. Please insert in the 2 copies of the SWPPP you must provide for plan approval. Rev. 3: Approved. B. Pollution Prevention Plan (PPP) The PPP content requirements can be found in County Code section 17-404. 1. No comments. C. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is disapproved, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17-403. 1. Please show the plan number WP0201900057 on the cover sheet. Rev. 1: Comment addressed. 2. A SWM maintenance agreement must be recorded before plan can be approved. Nutrient credits must be purchased before land disturbance permit can be issued. 4. Proposed SWM facility easements as well as the forest & open space easements must be shown on the plan. Rev. 1: Easements associated with SWM should be labeled as SWM facility easement. Easement should extend through the retaining wall to the outfall. What is the new 20 ft private drainage easement for? Rev. 2: Comment still applies. The SWM facility should have an easement labeled, SWM Facility Easement. Any easement carrying public water (from a public road) should be a public easement. Retaining walls should not be in drainage easements. Rev. 3: Comment addressed. 5. All easements, including: SWM facility easements & forest & open space easement must be recorded on a plat with a deed. Rev. 1: Comment addressed. Easements will be recorded with the subdivision. 6. Please add the following note on the plan and plat regarding the forest & open space: "The SWM Forest and Open Space Easement is subject to the guidance set forth by DEQ in the Virginia Stormwater Management Program. The areas will remain undisturbed in a natural, vegetated state, except for activities as approved by the local program authority, such as forest management, control of invasive species, replanting and revegetating, passive recreation (e.g., trails), and limited bush hogging to maintain desired vegetative community (but no more than four times a year)."Rev. 1: Comment addressed. 7. Provide confirmation that Army Corps of Engineers does not need to be involved with intermittent stream and/or wetlands (as commented by Frank Pohl on the ZMA). Rev. 1: Comment addressed. 8. There are existing managed slopes on the County GIS. Please show these existing managed slopes on all applicable sheets of the plan. Rev. 1: Comment addressed. 9. Ensure this plan is compliant with ZMA201800006 (show buffers/open space on all applicable sheets, etc.). Also ensure all proffers are met (ZMA says 44 unit, this plan shows 59?). Rev. 1: Comment addressed. 10. Does this plan match the current ZMA201900010 amendment that was submitted? Any changes that affect this plan will need to be shown. Rev. 1: Comment addressed. 11. Provide a note on the plan regarding 2:1 slopes. Ground must be stabilized with something that can handle steep slopes. Rev. 1: Comment addressed. 12. Provide signed and sealed retaining wall designs. Rev. 1: Comment not addressed. Rev. 2: These will need to be provided prior to final site plan approval. 13. Provide maintenance requirements for the SWM facility. Rev. 1: Comment addressed. 14. [Sheet C13] Add access riser manholes at Al and C1 (inlets to the underground detention). Rev. 1: Comment addressed. 15. [Sheet C12] Provide manufacturer information allowing 20% and 18% slopes of pipe E2-E1 & A2-Al. Rev. 1: Comment addressed. 16. [SWM Calculations Packet] Maximum allowed velocity is 15 ft/s. Pipe A2- Al is currently 20 ft/s. Rev. 1: Comment addressed. 17. Please show the existing natural channel where the concentrated runoff from this site outfalls. It is not clear on the existing conditions or on the BMP details sheet. Rev 1: Please clarify where this is shown. Believe it is labeled as "ditch 1" in the calculations packet, but is not shown on the plans. Also, cannot find the calculations showing this ditch can successfully carry the water to the POA. You must show that the water can get from the detention system to POA 1 without erosion. Is this the ditch on C11? It is unclear. Rev 2: Comment addressed. 18. [SWM Calculations Packet] Provide a legend for the VRRM maps. Rev. 1: Comment addressed. 19. [SWM Calculations Packet] Provide a channel section from the culvert outfall (F1) to the point of analysis. Rev. 1: Comment addressed. Energy balance shown at this outfall. 20. Rev. 1: Retaining walls cannot cross lot lines. They must be all on one lot or be in the shared Engineering Review Comments Page 3 of 4 open space. Rev. 2: Comment not addressed. Erosion and Sediment Control Plan (ESOP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is approved. 1. [Sheet C6] What is the estimated amount of import necessary? Please add a note on the plans that the imports must be noted in the SWPPP. Rev. 1: Comment addressed. 2. [Sheet C6] A critical area is identified in the narrative, however it is not shown on the plans. If the contractor is to protect this area, it must clearly be shown on the plans. Rev. 1: Comment addressed. 3. [Sheets C7,8&9] A wash rack (with a place for it to drain) should be shown with all Construction Entrances (CE). Ensure all phases have a CE. There is not one shown on Sheet C9. Rev. 1: Comment addressed. 4. [Sheets C7,8&9] TS, PS, MU and DC should be shown on all E&S phases. Rev. 1: Comment addressed. 5. Is any tree protection necessary? For example, along the proffered undisturbed buffer? Rev. 1: Comment addressed. 6. Please provide staging/parking/stockpile area locations. Rev. 1: Comment addressed. 7. [Sheet C7] Provide slopes of the diversion dike. Ensure there is positive drainage to the sediment basin. Rev. 1: Comment addressed. 8. [Sheet C10] Please check design of sediment basin. Wet and dry storage should be 301CY for 4.5 AC of drainage area, however 268 CY is shown (for only 4 acres of drainage area?). Calculations booklet differs from Sheet C10. Rev. 1: Comment addressed. 9. [Sheet C 10] Please check design of sediment basin. Detail shows a 406 elevation and design table shows a 424 elevation. These numbers seem out of place. Rev. 1: Comment addressed. 10. [Sheet C10] Please provide a detail of the trash rack / anti vortex device, the riser anchor/base, anti -seep collars, and baffles if necessary, as required per VESCH 3.14. It needs to be clear for the contractor. Rev. 1: Comment addressed. 11. Show that the flow length is twice the flow width of the sediment basin. Rev. 1: Comment addressed. 12. Show outlet protection on all applicable sheets and locations. Calculations were provided on Sheet C 11, however no outlet protection was shown on the E&S plans. This includes the inlet(at the end of DD) and outlet of the sediment basin. Rev. 1: Comment partially addressed. There should be outlet protection at the end of the DD into the basin. Rev. 2: Comment addressed. 13. [Sheet C8] Please clarify the note which states, "Set up sand bags and pumps ...". This should have a detail(s) and a sequence of construction, not just a simple note. Rev. 1: Comment addressed. 14. [Sheet C8] There is a note in the middle of the sheet regarding sequence of construction of lots 18-21. This should be outlined clearly in a sequence, not just a note on the plan. Rev. 1: Comment addressed. 15. Rev. 1: Please add a note to the baffle detail that they must go from the bottom of the sediment basin to 6" above the top of the riser. Rev. 2: Note not evident on Sheet C12 baffle detail. Rev. 3: Comment addressed. The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to Engineering Review Comments Page 4 of 4 discuss this review. Process: After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
