HomeMy WebLinkAboutSUB202000009 Review Comments Easement Plat 2020-02-07County of Albemarle Department of Community Development Memorandum To: Will White From: Tori Kanellopoulos- Planner Division: Planning Services Date: February 5, 2020 Revised February 7, 2020 with ACSA comments Subject: SUB202000009 — Timberwood Square— Easement Plat The County of Albemarle Planning Division will grant or recommend approval of the Easement Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified. Planning (Tori Kanellopoulos): 1. [14-302(A)(5)] Public easements: The proposed 20' public drainage easement, as shown on Sheet SP5 of SDP2018-87 along Lois Lane, must be completed with the easement plat. A template for the deed of dedication is attached. a. The County Attorney's Office must review and approve of this instrument. 2. [14-303(E)] Easement information and dimensions. The `New Access Easement' should be labeled `New Private Street and Parking Access Easement'. 3. [14-303(E)] Easement information and dimensions. Full dimensions of `Area X are not included. See Engineering comments for more details. 4. [14-303(E)] Easement information and dimensions. Include full dimensions of the New Private Street/Parking Access easement. Dimensions along A-B and at the top of the trail area adjacent to Worth Crossing are not provided. a. Consider revising the area of this easement. Dimensions do not need to be the same as the previously approved SWM easement. For example, the hatched area extending to the SWM facility is not needed for a private street/parking access easement. Access to the SWM facilities has been established with the prior plat. The dimensions must include the street ROW and all shared parking. 5. [14-303(E)] Easement information and dimensions. It does not appear that all waterline easements have been included. There are several waterline easements (presumably ACSA) shown in the northeast corner on Sheet SP6 of SDP2018-87, near lots 11-14. These easements must be included on this easement plat. See below: a. Final site plan: b. Easement plat: 6. [14-303(E)] Easement information and dimensions. [14-303(E)] Easement information and dimensions. Ensure that all ACSA easements are included on the easement plat. SDP2018-87 sometimes refers to ACSA easements as `private' and some as 'ACSA', therefore confirm that all ACSA easements for both townhouses and office uses are included on this easement plat. 8. [14-303(E)] Easement information and dimensions. The new ACSA sanitary sewer easement (shown below) needs to be more clearly marked on the site plan. On the final site plan, it is difficult to tell there the existing easement is vs. the new proposed section. Update the final site plan accordingly. xnr 2d �4 Joao - a. -- J 9. [14-317] Instrument to ensure maintenance of private easements. A maintenance document meeting all criteria outlined in 14-317 is required for all private easements. This includes the proposed access easement. The recommended maintenance document template is attached, as is a checklist for the requirements. a. Please coordinate with ACSA for instructions on the instrument for their easements. Applicants have combined instruments for ACSA and other easements in the past. ACSA must approve of this instrument. b. The County Attorney's Office must review and approve of this instrument. 10. [18-4.12.8(e)] Instrument assuring continuation of off -site parking. An instrument for off - site parking is required for the office uses prior to final site plan approval. This can be done in the form of an access easement and shared parking agreement for the two office uses. This instrument must be reviewed by the County Attorney's Office for compliance with 18-4.12.8(e). Confirm whether the shared parking agreement will be provided with this easement plat or with final site plan SDP201800087. It is recommended to submit the parking agreement with the easement plat. 11. The Sheet Index section on Sheet V1 lists V2 as `Existing Boundary Conditions and New Access Easement', however Sheet V2 shows existing easements, not the new proposed access easement. Sheet V4 should be labeled `New Private Street and Parking Access Easement'. 12. Ensure that the next submittal of the final site plan (SDP201800087) exactly matches the final approved version of this easement plat. The Deed Book/Page of each easement must also be shown on the final site plan. ACSA (Richard Nelson): 1. Callout "New 10' ACSA Water Easement" as private. 2. Callout DB and PG for existing sanitary sewer easements. 3. Show private lateral easements for Lot 32. 4. Show private lateral easement on Lot 23 serving Lot 24. 5. Show private waterline easement to Lots 11, 13 and 14. 6. A portion of sewer easement to be abandoned is missing a hatch. Engineering (John Anderson): All comments refer to Sheet V4 1. Provide note to clarify whether Area X overlaps (is included with) New Access Easement, or is located outside New Access Easement. 2. If Area X does not increase area of easement recorded at bk.-pg. 5230-291, that is, it is a portion of the recorded SWM facility access easement but is located outside New (private street) Access Easement, please see /address items 5 - 8, only. This does not appear to be the case. .PDF preview is welcome. 3. If Area X overlaps (is included with) New Access Easement and Area X has effect of increasing area of recorded SWM facility access easement at bk.-pg. 5230-291, which appears to be the case, please address items 7 — 10, only. .PDF preview welcome. 4. If Area X is located outside New (private street) Access Easement and increases SWM facility Access Easement, Engineering recommends not show or define Area X. Recorded SWM facility Access Easement provides more than adequate SWM facility access. This does not appear to be the case. 5. Revise V4 sheet title to Access Easement and Existing SWM Facility Access Easement. 6. Label Area X 'Ex. SWM facility access easement.' 7. Provide 1" =20' scale inset detail for Area X. 8. Area X: An arc and 2 line segments are defined. It appears a short arc of AE7 is not defined. Provide L of short arc of AE7 that, together with 2 line segments and 4.88' arc, bound Area X. 9. Revise V4 sheet title to Access Easement and New SWM Facility Access Easement. 10. Provide at least one tie to Area X to parcel boundary. Area X is included with new private street access easement and increases area of SWM facility Access Easement. All remaining elements of SWM easement/s are recorded at bk.-pg. 5230- 291. Provide tie such that minimal field survey is required to establish location of new facility access (Area X), relative to a boundary monument. 11.
