RE: Red Hill ES — Major Amendment Plan Review — SDP201900071 - Comment Response
Letter
Dear Mr. Perez:
We have reviewed all of your comments from January 6, 2020 and made the necessary
revisions. Please find our responses to the comments below in bold lettering.
1. [32.5.1(c), 32.5.2(a), 10.41 Setbacks. The front setbacks shall be measured from the edge
of the prescriptive right-of-way. Currently the school addition is within the 75' front
setback. Revise the building addition to meet the front setback.
The building has been revised to conform with the 75' setback.
2. [32.5.2(i)] Streets. Depict, label, and dimension the prescriptive right-of-way for Red Hill
School Road. Provide the street's state route number. Provide the right-of-way lines and
widths.
The prescriptive right-of-way for Red Hill School Road has been added to the drawings. See
Sheet C2.0.
3. [32.7.9.7] Screening. Along the frontage of the site the evergreen screening trees and
parking lot landscaping shall be provided in phase 1. These plantings cannot be pushed
to a 2nd phase, as they are required with the parking lot improvements.
Plantings are provided
4. [32.5.2(c)] Phase lines. Provide phase lines for phase 2. Provide the proposed timing of
the phase 2 development.
A phasing sheet has been added to the plan set. See sheet C0.1
S. [3.2.5.2(a)] For all abutting properties provide the names of the owners, zoning district,
tax map parcel numbers, and present uses of abutting parcels.
The requested parcel information has been added to all abutting parcels.
ENGINEERING I DESIGN I TECHNOLOGY
6. [32.5.2(b), 4.12.16] Parking. Provide parking calculations for the school; existing,
proposed, and required.
Parking Calculations have been provided on the cover sheet
7. [32.5.2(n), 4.17.4] Lighting. Provide lighting cut sheets of the proposed fixtures. The
lighting fixture must be full cutoff because they are over 3,000 lumens. Proposed
lighting must comply with requirements of Sec. 4.17 of the Zoning Ordinance.
Lighting cut sheets have been provided in this submission
8. [32.7.8, 4.7] Lighting. Revise the lighting plan to utilize a LLF of 1. Currently the plan
utilizes a LLF of 0.45, please revise.
The LLF factor has been revised to 0.45. See Sheet SP0.1
9. [32.5.2] Provide the SDP# on the cover sheet: SDP2019-71.
The SDP number has been added to the cover sheet as requested.
10. [Engineering Policy] Label the maximum height of all retaining walls.
Retaining walls have been removed from the site as they are no longer required.
11. [32.5.2(m)] Show the distance to the centerline to the nearest existing street
intersection from the proposed ingress and egress.
Centerline distances from the proposed ingress and egress have been added to sheet C4.0
12. [32.7.4.1, 32.7.4.2] Prior to site plan approval the WPO application must be approved.

13. [32.4.3.6, 32.4.3.2] The site plan shall not be approved until all SC reviewers have
approved the plan. Their comments are referenced below and attached.

Engineering —John Anderson (Date of Comments 12-16-2019):
1. VSMP / WPO201900068 approval is required. VSMP/WPO Plan review is in process.

2. Please remove ESC and SWM sheets. ESC/SWM design is included with VSMP /
WPO201900068.

3. Remove Sheets C3.0, C3.1, C3.2, C3.3, C5.2, and C6.0.

4. Revise Site Plan Major Amendment consistent with VSMP / WPO plan review

5. VSMP/WPO-related comment not included with WPO review comments of 13-Dec:
Include blanket stabilization symbol in legend and on plans (BM, slopes steeper than
3:1).
Blanket Matting symbol has been added to E&S sheet and legend.
6. Ensure drainage design is consistent with approved VSMP / WPO plan drainage design.
Drainage design has been checks and matches drainage plan for WPO / VSMP design.
7. Recommend revise to show 3947 Red Hill School Road residence in inset or plan view at
reasonable scale.
With the change in level spreader location the 3947 Red Hill School Road residence will no
longer be impacted.
8. Confirm re -located pre-K playground area requires no land disturbance. Regardless of
who performs the work (others/ACPS System), relocated pre-K playground is part of this
project. If there is land disturbance, please include with project LOD (WPO-related
comment).
Due to changes in project scope, ownership has elected to not relocate any playground
equipment at this time.
ACSA — Richard Nelson (Date of Comments 01-06-2020):
1. Show water main along Red Hill School Rd.
Existing water main is now shown on plan sheets.
2. Provide existing and proposed fixtures.
Refer to email from Andrew Allison on 1/21/2020 for existing and proposed fixture counts.
3. Will there be additional students/teachers with these improvements? If yes, provide this
information to RWSA as well.
There are currently 214 students enrolled at the school. Following the renovations and
additions the school will hold 216 students and four (4) additional staff members. See email
dated 1/22/2020 from Andrew Allison.
Building Official — Michael Dellinger:
1. Add the following note to the general notes page:
Retaining walls greater than 3 feet in height require a separate building permit. Walls
exceeding 4 feet in height require a stamped engineered design also. Walls require
inspections as outlined in the USBC.
Note has been added as requested to General Notes. See Note #33.
2. Add the following note to the general notes page:
Building or structures built before January 1, 1985 must have an asbestos survey
performed in order to apply for a permit. Asbestos removal permits are required if
positive for such from Albemarle County and VDOLI. Contact VDOLI for additional
requirements and permits for demolition projects.
Note has been added as requested to General Notes. See Note #34.
3. Please identify the number of parking spaces and accessible spaces prior to work, please
provide parking spaces and accessible spaces at end of work.
Parking calculations are now provided on the cover sheet.
Fire and Rescue —Shawn Maddox:
1. Please mark the travel way next to the addition and the new 27' travel way near the
existing building/relocated modular classrooms as NO PARKING FIRE LANE, Signage and
curb/asphalt markings.
Fire lane signs have been added to the plans accordingly.
2. Please provide ISO needed fire flow requirements for the school to include the addition.
ISO calcs have been provided on sheet C1.0
E911— Brian Becker:
1. No objections.
Virginia Department of Health (VDH) —Alan Mazurowski:
1. Comments pending to be forwarded once received.
Acknowledged. Please provide VDH comments upon receipt.
VDOT —Adam Moore (Date of Comments 01-03-2020):
1. Show route number, ADT, ROW width and public/private on plans for each street.
Route numbers, ADT and ROW widths are now shown on the plans
2. Provide sight distance lines and profiles.
A sight distance sheet has been added. See sheet C4.1
3. Please provide an MOT plan in accordance with the Virginia Work Area Protection
Manual. MOT plan should be on a separate sheet and designed for this project, include
the proposed mill and overlay.
MOT has been added to sheet C1.0.
