C4.0: Since new sidewalk connecting portion of Ex. walk along Avon Street Ext. to Cale Elementary Parking Lot exceeds VDOT sidewalk standard (ref. IIM-LD-55.16, sheet 3 of 8, 5% Max. for pedestrian access routes not contained within a street or highway right-of-way; appears to exceed 10%), Engineering strongly recommends revise this portion of design to include stair with handrail, such that all portions of sidewalk outside VDOT RW are < 5%. It appears seven (7) — 8" risers would allow remaining walk to meet 5% standard. Although a portion of walk continues along Avon, and is nearly ADA-complaint, this is a safe routes to school project, and inherent risk posed to parents, children, teachers, and community with - 10% proposed grade is somewhat difficult to understand. In winter, especially, risk of fall will persist for those using this pedestrian facility, unless proposed grade is revised. Instructional & Informational Memorandum IIM-LD-55A 6 Sheet 3 of 8 The Pedestrian Access Route surfaces shall be firm, stable, and slip resistant and openings that are more than 1/2" in one dimension are prohibited. The pedestrian access route is permitted level changes up to 114" without treatment and level changes between 1/4" and 112" that are beveled with a slope no greater than 2:1. Where pedestrian access routes are contained within a street or highway right-of-way, the grade of pedestrian access routes shall not exceed the general grade established for the adjacent street or highway. Where pedestrian access routes are not contained within a street or highway right-of-way, the grade of pedestrian access routes shall be 5% maximum Engineering Review Comments Page 2 of 4 5. C4.0: Ensure proposed 4" PVC @ 2.0% Min. has sufficient cover. 6. C4.0: Provide safety fence to isolate publicly accessible areas from construction. Also, item I O.o.i.4, below. 7. C4.1 a. Provide SAF. Also, item 6, above. b. Examine sidewalk grade between proposed contours 585 and 586; this section exceeds VDOT 5% Max. grade (-6%). Revision is essential since at least one sidewalk along the E side of Avon St. Ext. serving Cale Elementary must meet ADA guidelines. Engineering recommends all sidewalk sections be designed < 5%, excepting stairs recommended for section of walk shown on C4.0. 8. C4.2 a. Provide SAF. Also, item 6, above. b. C7.0, C7.1: Albemarle defers to VDOT review comments on the Traffic Management Plan for measures required to ensure vehicular and pedestrian safety along Avon Street Ext. for the duration of construction. 12. The existing water line crossing Avon Street Extended and the northern drive aisle and parking lot of the school is depicted on the plan sheet. 4. Sheet C4.0 — Label existing 8-inch ACSA sanitary sewer main. Add note that MH's must be adjusted to grade in accordance with ACSA specifications. A label, "8" ACSA sanitary sewer main has been added to the plan sheet. The grading has been updated in the area so the manhole will not require adjustment. 5. Sheet C4.1 — Show existing water main in front of the school. The existing water and sanitary sewer line in front of the school is depicted on the plan sheet. 6. Sheet C4.2 — Show existing water main. The existing water line crossing Avon Street Extended and the northern drive aisle and parking lot of the school is depicted on the plan sheet. 7. Sheet C5.1 — Call our vertical separations between storm sewer and ACSA utilities. Currently there is no new storm sewer over ACSA utilities. Therefore, is the note still desired? 8. Sheet C9.1 — Is the 24-inch tree existing that sits within the ACSA sanitary sewer easement? Show water main on Landscape Plan.
