Dear Mr. Perez:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 4
October 2019, and offers the following comments: Note; these comments are from SUB-2019-
00158-Final Road Plans and they have not been approved.
1. The Route 20 entrance requires an Access Management Exception (AM-E) due to its
proximity to the nearest commercial entrance. An AM-E was granted for a previously
submitted, very similar, plan and may be acceptable to use for the proposed plan. The
AM-E should be included on the plan sheets.
2. Perpendicular parking will not be permitted on public streets.
3. The mid -block pedestrian crossing on Berwyn should be removed.
4. Lot 89 should be switched with the sidewalk connection so the crossings better align.
5. Object markers or a barricade must be installed at the stub end of Berwyn.
6. Can Berwyn be extended to the property line for potential future extension?
7. The plans appear to show approximately 165 ft. of sight distance from Loyola on to
Berwyn. The requirement is 280 ft.
8. The curve radii of roadway centerlines could not be verified. Please clearly label PC, PT,
and radii on the layout sheets.
9. The sight distance left from Berwyn on to Dauphine appears to be about 260 ft. where
280 ft. is required.
10. On Route 20 the turn lane must be designed for 60mph per Appendix F of the Road
Design Manual (p. F-60). Dimensions for TI, T2 and T3 are all incorrect.
11. Why is the sidewalk along Route 20 8 ft. wide? In other areas along Route 20 the county
has discussed waiving sidewalk requirements.
12. Will central mailboxes be required by the post office in this development? If so a bump
out must be designed in accordance with the Road Design Manual Appx. B(1).
13. The sanitary lines must be located outside of the travel lanes and manholes must be
outside the pavement.

14. Please add a note to the sheet 10 (pavement notes) that Route 20 paving must meet the
existing section and the all other public streets must have an approved pavement design
prior to installation of the stone base.
15. Various drainage structures appear to be deeper than necessary.
16. Where DI-3s are greater than 8 feet deep, DI-3AA, -3BB, or -3CC should be specified as
applicable and those details should be provided.
17. Please plot the HGL on the storm profiles.
18. Some of the Route 20 cross sections appear to be require grading of slopes near 2: I. No
slopes greater than 2:1 will be permitted within the right of way. Will grading on private
property be required along Route 20? Not all tie in points are shown on the cross
sections.
19. Please note that sight distance may be verified in the as -built condition.
20. Sight distance required on Route 20 is 665 ft. The Road Design Manual requires that
5mph be added to posted speed limit when above 45mph for use as design speed.
21. Please see Road Design Manual Appendix B(1) p. B(1)-44 for the location of trees in the
proximity of intersections.
22. All landscaping within the right of way must be maintained by the HOA through a
VDOT land use permit upon acceptance of any public streets.
23. Speed limit signs will be required to be installed upon review during construction by
VDOT Traffic Engineering.
24. Please label entrance radii for the Gropen commercial entrance.
25. The comments herein are extensive and may not be inclusive. Additional comments may
be generated on subsequent reviews.
26. Note that the final site and subdivision/road plans must show conformance with the
VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable
standards, regulations or other requirements.

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
