[Z.O. Sections 32.6.2.d, 32.6.2.a, 32.5.2.k, 32.5.2.1, 32.7.4.2, and 32.7.5.3]: Staff notes from the 9/9/19 pre-app meeting, and subsequent email correspondence, indicate that the proposed amendments to approved Final Site Plan SDP201900002 do not require modifications to the utility easements or drainage easements. CDD-Planning staff will be relying on verification and confirmation from the applicable reviewers (including but not limited to CDD-Engineering and ACSA) regarding this issue. Please note that any modifications to utility easement(s) and/or drainage easement(s) would likely require submittal and approval of one or more easement plat application(s) and preparation of corresponding deed(s), as may be applicable. Response: Acknowledged. [Z.O. Section 32.7.4.1 and County Code Chapter 17]: Staff notes from the 9/9/19 pre-app meeting, and subsequent email correspondence, indicate that the proposed amendments to approved Final Site Plan SDP201900002 would require a WPO Plan Amendment (to approved WPO Plan WP0201800059). County approval of the WPO Plan Amendment is required prior to County approval of Minor Site Plan Amendment. Please coordinate directly with CDD-Engineering staff regarding this County Code requirement. CDD-Planning staff remain available to assist. Response: Acknowledged. 3. [Z.O. Sections 32.6.2.a and 32.5.2.a]: Please revise Sheet T1.01 ("Cover Sheet") as follows: a. Delete "Planning Set" title and delete "(SDP201800058)" application number. b. Add "Minor Site Plan Amendment" and "SDP201900070." c. The "Project Zoning Data" correctly references SP201700032; however, the Minor Site Plan Amendment does not contain any Sheet C0.03 as referenced in this note. Please revise to ensure Sheet C0.03 "Zoning Details" is included in the Minor Site Plan Amendment and ensure SP201700032 conditions of approval are provided. Response: Sheet T1.01 revised. Sections 4.17.2, 32.4.3.6.a, and 32.4.3.6.c]: The Lighting Plan requires revision, as identified by Principal Planner Margaret Maliszewski (please see CDD-ARB comments, below), to the satisfaction of and approval by CDD-ARB staff. Response: Acknowledged. S. [Z.O. Section 32.4.3.6.a and 32.4.3.6.c]: All other applicable SRC members must review and indicate their approval of this Minor Site Plan Amendment prior to final approval (as may be applicable) by the agent in CDD- Planning. A summary of the review comments and review status of each applicable SRC reviewer is included below. Response: Acknowledged. 6. ADVISORY — REVISION NOT REQUIRED: In accordance with the intent and purpose of Z.O. Section 32.7.2.3.b, staff recommends (but does not require) revisions to Sheet C3.06 ("Overall Site and Utility Plan Ph II"), Sheet C3.08 ("Site and Utility Plan Ph II"), and corresponding sheets to provide a golf cart path, shared -use path, or other pedestrian infrastructure in Phase II that provides a pedestrian connection between the two locations generally shown in the following exhibit (below). Such a feature would enable safe, convenient pedestrian movement throughout the site and minimize pedestrian movement along travelways, across intersections, and through the parking lot. For reference, a similar feature was previously included in the approved Final Site Plan SDP201900002 (8' wide "Proposed Concrete Golf Cart Path" shown on Sheets C3.01 and C3.03). Response: Acknowledged. Pedestrian connection omitted in order to retain and protect existing trees. Albemarle County / CDD-ARB: Contact: Margaret Maliszewski (mmaliszewski(@albemarle.org) Review Status: Requested Changes (12/12/2019) The lighting plan appears to be incomplete. 1. Please clarify in narrative form: a) proposed changes in the lighting plan; and b) the intended phasing of lighting. Response: Phase I lighting consists of parking lot lighting and sidewalk lighting. Adjustment to (6) existing Squash parking lot fixtures due to new sidewalk. Musco pole bases only, no Musco lights at courts. Phase II lighting consists of Tennis Pavilion lighting, Exhibition Court lighting, Musco lights added to bases on (6) tennis courts of Phase I, addition of North and South stadium seating lighting at stairs & awning. Revise the plan to show both Phase 1 and Phase 2 lighting and indicate the corresponding phase on each lighting sheet. Response: Phase I & II lighting shown on separate lighting sheets. 3. Revise the luminaire schedule to include all fixtures for which cut sheets have been provided. Response: Luminaire schedules revised. Revise the plan to include cut sheets for all proposed fixtures, to clearly show the locations of all fixtures for which cut sheets have been provided, and to provide each fixture location with a label corresponding to the luminaire schedule. Response: Fixture labels added. 5. Revise the LLF to 1.0 and adjust the photometric plan accordingly. Response: Photometrics revised. 6. Revise the lighting plan to make it complete, accurate, and legible. Response: Lighting plan revised accordingly. Albemarle County / CDD-Engineering: Contact: David James (diames2@albemarle.org) Review Status: Requested Changes (12/31/2019) Please narrate and highlight the changes with this minor amendment. This could have been easily done for a digital review. It would help us reviewers to find out what's changed and will help speed up the review process. Response: The minor amendment highlights the following changes: phasing, support building addition, parking and associated storm sewer. The project has been split into two phases: Phase II consists of the pavilion building, exhibition court, south stands, and Musco sports lighting while all remaining items will be built in Phase I with the addition of a support building to house restrooms, court controls, storage, etc. before the pavilion building is built. The complete redesign of the parking lot has been removed; the parking lot will now be a maintenance item with improvements including mill/overlay and additional storm sewer structures. 2. Please remove sheets 3.11 to 3.20 (E&SC Plan) from the SDP. Keep the grading though (i.e. Grading plan). Response: E&SC measures removed from sheets C3.11-0.20 in the Planning set; sheets renamed 'Grading Plan'. 3. Provide detail of timber curb used in parking area. Response: Detail provided on sheet C5.06. 4. Sh. 3.03/3.08 —Show travelway widths for parking area. Response: Travelway widths added to parking area on sheets C3.03 and C3.08. 5. Sh. 4.10/4.11— Any fixed objects that could block the line of sight within the sight distance triangle must be removed (low/wide signs, tree branches, etc). Response: Note added regarding objects within the sight distance triangle. Please address accessibility requirements of Chapter 11 of the Va Construction Code and ANSI A117.1 for court and stands. Provide information for compliance review. Response: Sheet C3.21 added to show travel distance from most remote seat to restrooms. Inclined platform lift added to stair for ADA accessibility. Inclined platform lift will be part of architectural design package 3. Please address plumbing requirements and distances per VPC. Provide information for compliance review. Response: Table for seating count and plumbing fixture counts added to sheet C3.21.
