Please allow this letter to serve as a partial Road Certification for a bond reduction for the Dunlora Park
subdivision. The roadway certification includes Varick Street from Station 10+00 to station 15+71 and Marin Court
from station 10+00 to station 11+27. The roadways have been graded per the plans, with the sub -base compacted
and tested by F&R (the third party inspections and testing company). Soils reports and CBR's have been provided
with this submission. The CBR's are higher than the CBR's used during the design; therefore, the road design for
the (2) roadways is acceptable.
The 21A stone base has been installed at a depth between S and 6 inches along Varick Street and Marin Court, per
the design drawings. The base pavement has been placed; however, there are some areas in the base pavement
that will need to be repaired and patched prior to the final top coat of asphalt being installed. The base asphalt
has been installed between 2.5 inches and 3 inches, per the approved plans. The testing of the stone depth and
the pavement depths are acceptable and have been provided to VDOT for acceptance. The top coat of asphalt has
not yet been installed.
The CG-6 curb and gutter has been installed along these portions of the roadways. The concrete sidewalks and CG-
12's have also been installed, however there are portions of the existing sidewalks in front of houses that are
currently under construction that have not been installed. Approximately 75 percent of the concrete sidewalks
have been installed. The sidewalk along Dunlora Drive and Rio Road will be installed with the Phase II
construction. The power and cable utilities have been installed along the roadway and the sidewalks and CG-12
ramps are complete, with exception to the CG-12 on the south side of the intersection of Varick Street and Dunlora
Drive. Collins Engineering inspected and tested the CG-12 ramps for ADA compliance. All ramps are within
tolerance for ADA compliance.
The storm sewer system along this portion of Varick Street and Marin Court has been completed, and the video
camera of this system has been provided with this submission. All the storm sewer pipes within this section of the
development are HDPE pipe. A storm sewer pipe analysis has been included with the submission, noting the pipes
that need to be repaired prior to final acceptance.
Please allow this letter to serve as partial road certification for the roadways within the Dunlora Park subdivision.
The completed items on the roadways as noted in this report and in the submittal information have been
completed in accordance with VDOT standards and specifications and in accordance with the approved road plans
for this development.

Work Performed:
The F&R representative arrived onsite, as requested, to observe the placement of 7 cubic yards of
3000psi concrete for the Curb and Gutter Varick
on St (north side) from STA 15+00 through STA 15+71.
A sample of concrete
was obtained, tested and 5 cylinders were cast for compressive strength testing
in our laboratory. Concrete placement observed on this date did appear to be in compliance with the
construction drawings and specifications.

The video camera analysis for the storm sewer system within the Dunlora Parlk project has been has been
completed, and the report is system is attached to this asbu ilt submission. All the storm sewer pipes within the
development are HDPE pipe, with exception of the concrete culvert along Dunlora Drive. These pipes have been
cleaned out and flushed prior to the camera inspection of the pipes. All piping was found satisfactory, with the
following exceptions:
1. Storm Pipe 12 to 10 —Joint separations are within the allowable tolerance and the storm pipe is
acceptable. The concrete deposits at the end of the pipe in structure 10 should be removed.
2. Storm Pipe 10 to 8 — Joint separations are within the allowable tolerance and the storm pipe is
acceptable. There is a small deflection in the pipe near structure 8, but this is also within tolerance and is
acceptable.
3. Storm Pipe 16 to 14 — Joint separations are within the allowable tolerance and the storm pipe is
acceptable. Minimal deflections in the pipe were observed, but these deflections are also within
tolerance and are acceptable.
4. Storm Pipe 14 to 8-- Joint separations are within the allowable tolerance and the storm pipe is
acceptable. Minimal deflections in the pipe were observed, but these deflections are also within
tolerance and are acceptable.
S. Storm Pipe 8 to 6 —Joint separations are within the allowable tolerance. Pipe deformation and wipe crack
at station 3.26 needs to be repaired Crack and separation at failure is visible with soil visible through the
crack in the pipe.
6. Storm Pipe 6 to 4 —Joint separations are within the allowable tolerance and the storm pipe is acceptable.
Minimal deflections in the pipe were observed, but these deflections are also within tolerance and are
acceptable.
7. Storm Pipe 4 to 2 — Joint separations are within the allowable tolerance and the storm pipe is acceptable.
Minimal deflections in the pipe were observed, but these deflections are also within tolerance and are
acceptable.
8. Storm Pipe 2 to 1B —Joint separations are within the allowable tolerance and the storm pipe is
acceptable. Minimal deflections in the pipe were observed, but these deflections are also within
tolerance and are acceptable.
9. Storm Pipe 1B to Out — Storm Pipe is acceptable
10. Concrete Culvert- Concrete pipe joints are acceptable and overall, the culvert pipe is acceptable.
Contractor should parge surface spalling at pipe joint 29' from the invert in of the pipe.
