Please note that all new easements shown on the site plan SDP2019-12 must be approved and recorded with an easement plat before the site plan can be approved. Staff has reviewed both the site plan and this easement plat, and it appears all proposed/adjusted easements are shown. i. An easement may be needed for the proposed stairs that are partially off -site. Staff will follow up with a determination. b. This should be processed as a Boundary Line Adjustment, not as a vacation plat. Please remove all references to 'vacating'. Lots 22-61 and Lots 90-104 and the Area shown (that is, part of TMP 61W-3-D2-A) should be added to and combined with one of the existing lots. Such as: i. "TMP 61W-3-D2 lots 23-61 and lots 90-104, and the Area [label more specifically, see below] shown, are added to and combined with TMP 61W-3-D2 lot 22." Response: Comment has been reflected on plat. ii. The area shown should not be labeled 'open space', as that is a specific term and this is not required open space. Label instead could be "Portion of TMP 61W-3-D2A", for example. Response: Comment has been reflected on plat. iii. The symbol for combining parcels (land hook) should be used for each parcel to show that a Boundary Line Adjustment is being processed. Response: Comment has been reflected on plat. iv. Therefore, the final TMP could be: Revised TMP 61W-3-D2-22. Response: Comment has been reflected on plat. c. [14-302(A)(3)] Streets and ROW. Include the ROW for all streets shown and include DB/PG if applicable. Response: Comment has been reflected on plat. d. Remove references to 'vacated' easements —they should be 'abandoned'. Response: References to "vacated" have been removed 2. Sheet 1: a. [14-302(A)(1)] Title. Revise project title to the following: "Boundary Line Adjustment and Easement Plat for Stonefield — Block D2, Phase 2." Response: Comment has been reflected on plat. b. [14-302(B)(5)] Zoning. Include a note on the plat that the parcels contain proffers: "The subject properties contain proffers per ZMA200100007, ZMA201100004, ZMA201100007, and ZMA201300009". Response: Comment has been reflected on plat. c. [14-302(B)(5)] Zoning. Include the following zoning overlays in the Notes: Entrance Corridor and Airport Impact Area. Response: Comment has been reflected on plat. d. [14-302(A)(9)] Building site. Add the required building site note: "Revised Tax Map Parcel [insert number here, based on number chosen based on BLA comment] and Revised Tax Map Parcel 61W-3-D2-A each contain a building site that complies with section 4.2.1 of the Albemarle County Zoning Ordinance." Response: Comment has been reflected on plat. 3. Sheet 2: a. [14-303(D)] Acreage. The acreage tabulation should be revised to be clearer. Please revise to show the portion of TMP 61W-3-D2-A and the acreage of the lots being added to and combined with TMP 61W-3-D2-22 (for example) and the acreage of revised TMP 61W-3-D2-22. There should not be references to common or open space. Response: Comment has been reflected on plat. 4. Sheet 3: a. [14-302(A)(4)] Easements. Remove reference to 'vacated'— should be 'abandoned' easements. Also, it appears some of the easement is hatched, however some is not. Please clarify if more area should be hatched. Response: Comment has been reflected on plat. S. Sheet 4: a. [14-302(A)(4)] Easements. Remove reference to 'vacated'— should be 'abandoned' easements. Also, label if the drainage easements are public or private. Response: Comment has been reflected on plat. 6. Sheet 5: a. [14-317] Easements and maintenance. Include documentation to show who will maintain the proposed private access easement. This may be accomplished by updating the existing documents for this area of Stonefield as well. b. [14-302(A)(4)] Easement dimensions. Some dimensions for the proposed easement in the S/W corner of the lot appear to be missing. Please include. Response: Missing dimensions have been added. 7. Sheet 6: a. [14-302(A)(4)] Easements. The drainage easement along Houston Street is labeled as hatched area being abandoned, however no hatched area is shown. Please clarify if this easement is affected by this plat. Response: Incorrect label has been removed. ACSA (Richard Nelson): 1. Adjust ACSA easements to reflect construction drawing comments. Response: Easements have been revised to match the construction documents. Engineering (John Anderson) 1. Include filterra easements with the resubmission to meet SWM requirements prior to VSMP approval. Response: Filterra easements have been added. GIS identifies TMP 61W- 3-D2 2arcel A. Provide TMP 61W-3-D2 label on graphic plat, if accurate. Note: Listed 2.84 Ac. is consistent with GIS Real Estate records for D2 2arcel A. Response: The information has been corrected. Confirm area partially bounded by L8 is Open Space, to remain. Clarify with label. ACSA easement /Ex. storm drain easement to remain. Response: Labels have been revised. P5 22. Cannot locate segments L115, L116; please direct reviewer to these two segments. Response: Labels are located to the left of Detail #1 on the center amenity island 23. C59 does not match sheet P3, C6. Plat detail at this location appears inconsistent, or partial. Response: Cs9 is the extent of the new access easement, C6 is the vacated portion of the existing, these do not tie in the same location. 24. New Property Line label is confusing since it appears identical with sheet P2, which appears to show existing property lines. Review /revise as needed. Response: Labels have been revised. 25. Curved portion of Access Easement to remain south of L151 does not match sheet P3, C4. Revise as needed. Until P5 provides consistent match with P3, C4, plat lacks frame of reference for L151, C63, etc. 26. Items 4, 18, 19 apply to New Access Easement. In particular, provide ties for C29, C58, and C59. Plat at bk.-pg. 940-212 must be reviewed to establish proposed new 10' private drainage easement. This information does not exist with the current proposed plat, yet when Ex. drainage easement plat (bk.-pg. 940-212, 11/5/86, RGA) is reviewed, plat shows an existing 15' drainage easement, with obscure (if any) bk.-pg. reference to a plat that establishes bearing -distance for this drainage easement, meaning proposed nevi, departing drainage easement has no tie to parcel boundary. Provide adequate tie to parcel boundary for new private drainage easement bounded by L23, L24, L25. Response: Ties to the boundary have been provided to the proposed drainage easement. 34. Delete Bond Street 23' Access Easement, or else provide easement linework. Applies to P7, as well. Response: Text has been deleted. >>. 'Drainage easement (DB 4716 PG 743-776) hatched areas to be vacated' label is confusing. Easements to be vacated appear elsewhere, and no portion of this easement is hatched.
