RE: SDP201900071 Red Hill Elementary School - Major Amendment
Mr. Kotarski:
The Major Site Plan amendment application has been reviewed. In order for the amended site plan to be
approved the following revisions are required:
1. 132.5.1(c), 32.5.2(a), 10.4] Setbacks. The front setbacks shall be measured from the edge of
the prescriptive right-of-way. Currently the school addition is within the 75' front setback.
Revise the building addition to meet the front setback. Rev 1. Comment addressed.
2. [32.5.2(i)] Streets. Depict, label, and dimension the prescriptive right-of-way for Red Hill
School Road. Provide the street's state route number. Provide the right-of-way lines and
widths. Rev 1. Comment addressed.
3. 132.7.9.71 Screening. Along the frontage of the site the evergreen screening trees and parking
lot landscaping shall be provided in phase 1. These plantings cannot be pushed to a 2nd
phase, as they are required with the parking lot improvements. Rev 1. Comment addressed.
4. [32.5.2(c)] Phase lines. Provide phase lines for phase 2. Provide the proposed timing of the
phase 2 development. Rev 1. Comment addressed.
5. [3.2.5.2(a)] For all abutting properties provide the names of the owners, zoning district, tax
map parcel numbers, and present uses of abutting parcels. Rev 1. Comment partially
addressed; however, the zoning of all abutting property is incorrectly labeled. Revise.
6. 132.5.2(b), 4.12.161 Parking. Provide parking calculations for the school; existing,
proposed, and required. Rev 1. Comment addressed.
7. [32.5.2(n), 4.17.41 Lighting. Provide lighting cut sheets of the proposed fixtures. The
lighting fixture must be full cutoff because they are over 3,000 lumens. Proposed lighting
must comply with requirements of Sec. 4.17 of the Zoning Ordinance. Rev 1. Comment
addressed.
8. [32.7.8, 4.71 Lighting. Revise the lighting plan to utilize a LLF of 1. Currently the plan
utilizes a LLF of 0.45, please revise. Rev 1. Comment addressed.
9. 132.5.2] Provide the SDP# on the cover sheet: SDP2019-71. Rev 1. Comment addressed.
10. [Engineering Policy] Label the maximum height of all retaining walls. Rev 1. Comment
addressed.
11. [32.5.2(m)] Show the distance to the centerline to the nearest existing street intersection
from the proposed ingress and egress. Rev 1. Comment addressed.
12. [32.7.4.1, 32.7.4.21 Prior to site plan approval the WPO application must be approved. Rev 1.
Comment still relavent.
13. [32.4.3.6, 32.4.3.21 The site plan shall not be approved until all SRC reviewers have approved the
plan. Their comments are referenced below and attached. Rev 1. Comment still relavent.

Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The
Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's
website which may be found under "Departments and Services" at Albemarle.org.
In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to
submit a revised final site plan to address all of the requirements within six (6) months after the date of
this letter the application shall be deemed to have been voluntarily withdrawn by the developer. If you

Mr. Perez:
As requested, I've reviewed the Initial Site Plan, dated 2/6/20, for the proposed addition,
referenced above. Based on a septic system plan prepared by Old Dominion Engineering in
2017, it appears there may be a conflict between the locations of at least one existing septic
system drainfield and that of the proposed gymnasium.
Locations of all existing and planned septic components must be identified on the site plan,
including sewer lines, tanks, conveyance lines, existing drainfields, and reserve drainfield areas.

Dear Mr. Anderson:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Moseley Architects, dated
November 25, 2019, revised February 6, 2020 and offer the following comment:
1. Sight distance lines and profiles should be for both entrances or show one-way
circulation.
2. Line of sight appears to be through a hill/embankment. Is this correct and are there plans
to remove the obstruction?
3. Easement may be required for line of sight.
4. Stop sign locations are not shown on the plan.
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Max Greene at 434-422-9894.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
