INFU•ii ROUDABUSI I.COM November 5, 2019 County of Albemarle Department of Community Development Attn.: Cameron Langille, Senior Planner Re: SUB201900138 Brookhill — Block 8A Easement Plat Dear Mr. Langille, We have reviewed your comments provided on October 9, 2019, and provide the following responses: 1. [General Comment] Due to the number of plats and deeds that are being recorded with the Albemarle County Clerk's office, it is difficult to track what plats and deeds apply to each parcel. Please provide a note for each parcel that lists all recorded instruments (plats, deeds, etc.) for TMPs 46-18, 46-18A, 46-19A1, 46-19A2, and 46-19B3. a. Please be aware that there are currently two other Brookhill plats under review, SUB201900117 and SUB201900123. This plat will need to be updated prior to approval to incorporate updated instrument references, acreages, etc. assuming that SUB201900117 and/or SUB201900123 are approved and recorded first. Response: A table has been added to sheet V1 with all recorded plats and deeds. We will keep in mind and update accordingly when/if the other plats are recorded first. 2. [General Comment] Per previous conversations between Alan Taylor (BrookhiIl developer) and County staff, the developer has indicated that the road names of Stella Lane and Archer Avenue need to be switched. Staff informed the developer that this can be done so long as the names are shown on the plat dedicating the right-of-way to the County. Staff has noticed that the road names have not been switched on this plat. If Stella Lane right-of-way is dedicated, the names can't be switched at a later date. Please work with the developer to ensure that the road names shown on this plat reflect the names the developer wants. a. Assuming either SUB201900117 and/or SUB201900123 is approved and recorded first, the labels for Salamander Street, Stella Lane, and Archer Avenue will need to be updated on all applicable sheets so that it states the deed book and page number of the recorded plat that created the right of- way. Response: As far as 1 know the road names are shown correctly per the conversation with the developer (Stella Lane off of 29, and Archer Avenue off of Polo Grounds). Again, we will keep in mind to update the recording information when/if the other plats are recorded first. [14-302 (A)(15)] Please add a note on one of the sheets stating the names and addresses of holders of any easements located on TMP 46-19A1. The note can also state the easement types, and the recorded instrument that created the easements. a. For example, Sheets V2 and V3 only state the deed of dedication for the 100' private landscape buffer easement. That easement was created through a plat recorded in DB 5121, page 644. Response: The label references both the plat and deed of dedication. Owner has been added to label. All other existing easements shown are public and show the respective plats where they were created and deed of dedication as applicable. 4. [14-302 (B)(1)] Please add a date of last revision to each sheet. Response: Revision date added. 5. [14-302 (B)(5)] Please revise note 5 on Sheet VI. a. TMP 46-19AI is zoned Neighborhood Model District (NMD) and is subject to the Code of Development of ZMA201500007, the proffers of ZMA201800011, and SP201500025. It lies within the EC -Entrance Corridor Overlay and the AIA- Airport Impact Area Overlay. b. According to Albemarle County GIS, portions of TMP 46-19A1 lie within the Managed and Preserved Steep Slopes Overlay District. Pleas verify whether the topography has been surveyed and if either of these slopes exist on the property. The previously recorded plat in DB 5169, pages 235-246 contained a note stating the TMP 46-19A1 only contains Managed Steep Slopes. Response: Note 5 updated. This is solely based on GIS, no topographic survey has been performed to verify if these steep slopes exist. 6. [General Comment] New easements that will be public will require deeds for review and approval. Response_ Deeds provided under separate cover. Albemarle County Engineering Services (Engineer) — Emily Cox Easements will need associated deeds. Response: Deeds provided under separate cover. Clarify the difference in the labeled private vs. public storm easements. Response: Public storm easement carrying water from existing public storm to existing public SWM facility. Response: W6 and W7 have been extended per latest site plan dated 10-31-19. Note area at W7 will enlarge to be 10 feet off all sides of FHA and 3" meter vault. Response: Easement has been widened to extend 10' from FHA and vault. Callout sewer easement to be vacated. Response: Portion of sewer easement is called out as vacated. Area to be vacated is shaded.
