[32.7.4.1] Prior to approval of the minor amendment, a Water Protection Ordinance (WPO) application must be submitted, reviewed, and approved by the Engineering Division. See Engineering comments for further information. A WPO application and plan has been submitted and comments on the first submission from WW Associates are being addressed along with this resubmission. 11. [32.7.8 and 4.17] Please identify the proposed locations and types of any new outdoor lighting that will be installed as part of this project. The minor amendment should demonstrate compliance with all applicable site lighting requirements of the Zoning Ordinance. This may include a lighting/photometric plan that identifies footcandle measurements within the property and along the property lines. a. Provide a schedule of proposed outdoor luminaires that identifies the luminaire type, wattage, lumens, pole heights (if applicable), LLF (use 1.0 for calculations), etc. Lighting plan sheets and lighting cut sheets have been proved in this submittal and show locations of proposed luminaires, wattages, lumens, etc. b. [4.17.4 (b)(1)] The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half (1/2) foot candle. A spillover shall be measured horizontally and vertically at the property line or edge of right-of-way or easement, whichever is closer to the light source. The field house addition and the lights are over 250' or more to the closest property line. Per the Stonco cut sheets provided, the foot candles will go to less than 0.5 within less than twice the mounting height of the fixture. The mounting height is approximately 10' or less so the lumens will go to less than 0.5 well before the property line. c. [4.17.4 (b)(2)] All outdoor lighting, regardless of the amount of lumens, shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. Comment Acknowleged. The current Lighting Plan along with Lighting Cut sheets adequately satisfy this code requirement. With more than 250' from the small proposed lights to the property line lighting spill over will not be an issue. d. [4.17.4 (a)] All outdoor luminaires emitting 3,000 lumens or greater shall be equipped with a full -cutoff fixture. Comment Acknowledged. A note has been added to Electrical Sheet E1.1, provided with this submission, requiring the fixtures to be full cutoff. e. If no new outdoor lighting is proposed (this includes pole lights as well as wall - mounted lights on any structures), then state this in the project narrative on Sheet C0.0. New Lighting has been proposed and is called out on the plans. See plan sheet C4.0 and electrical plans that have been included with this submission. CDD Insaections —Michael Dellineer: 1. Add the following note to the general notes page: Accessible parking spaces and access isles shall not have a surface slope greater than 1:48. Access isles shall be at the same level as the parking space they serve. Note has been added to C1.0 General Notes #23. Accessible parking space detail has also been included on sheet C1.2. 2. Add the following to the general notes page: All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. Note has been added to C1.0 General Notes #24. 3. Add the following note to the general notes page: Building or structures built before January 1, 1985 must have an asbestos survey performed in order to apply for a permit. Asbestos removal permits are required if positive for such. Contact VDOLI for additional requirements and permits for demolition projects. Note has been added to C1.0 General Notes #25. 4. Building permit required for new field house. Acknowledged. 5. Note 21 on C1.0 needs to be edited to proper code editions. Comment noted. Note 21 has been updated to reflect newest code editions. CDD Enaineerin2—John Anderson: 1. An approved WPO plan will be needed before approval. Acknowledged. A WPO application and plan has been submitted and comments on the first submission from WW Associates are being addressed along with this resubmission. Fire Rescue — Shawn Maddox: 1. An emergency apparatus turn around must be provided for the field house due to the length of the access road. An emergency turnaround has been provided in the asphalt area north of the field house. Signs and striping have been added to C4.0 to mark fire lane. 2. A fire hydrant shall be added to provide the needed fire flow for the new field house. An interior building sprinkler system will be provided and per Albemarle County Schools coordination with the fire marshal a hydrant will not be required. 3. A knox box is required. Please add a note indicating the requirement and that the location can be coordinated with the fire marshal's office. Note has been added to C4.1. We have included PDF copies of the plans and calculations for your review. If you have any questions or comments, please feel free to give me a call at 434.295.5624.
