RE: SP202000004 Wild Turkey (Cross Property) Tier III Personal Wireless Service Facility
Dear Mr. Holland:
Your application for Special Use Permit SP202000004 has been deemed incomplete per Section
5.1.40 (e)(3)(b) "Determination of Completeness". Please find below a description of the
outstanding information that needs to be provided for review of this application, as well as
additional comments that may be helpful in your application.
Completeness
The determination of completeness reviews the application requirements outlined in Section
Section 5.1.40 (a) "Application for approval". The following items are missing and will need to
be provided:
• Section 5.1.40 (a)(2) Plat or survey of the parcel. Please provide a recorded plat or recorded
boundary survey of the parcel on which the facility will be located; provided, if neither a
recorded plat nor boundary survey exists, a copy of the legal description of the parcel and the
Albemarle County Circuit Court deed book and page number.
• Section 5.1.40 (a)(4)(e) Topography. Please provide a map showing the topography within
2,000 feet of the proposed facility, in contour intervals not to exceed ten feet.
Section 5.1.40 (a)(12) Special Exception. Though you note in the narrative that you intend to
submit a request for a special exception, a justification is missing. Please submit a letter
identifying the regulation in section 5.1.40 for which the special exception is requested and a
justification. (The format of the separate request letter submitted with SDP201900077 is
acceptable: you might consider revising this to include the updated application type [Tier III]
and application number [SP202000004]).
• Section 35.1. i (])Initial notice fee. As discussed, the fees from the withdrawn application
SDP201900077 were applied to this application. There is currently an outstanding balance of
$220.00 on this application: it appears that this discrepancy comes from an incorrect
notification requirement fee ($215.00) shown on the personal wireless service facility
application. Per this section of the Zoning Ordinance, the correct fee is $435.00. Please
include payment of $220.00 with your other materials to resolve this balance.
Other Comments
These items do not need to be addressed for this application to be determined to be complete,
however, having these items resolved may expedite staff s review of your application. Please
consider making the following revisions based on staff s earlier review of SDP201900077 and
ARB201900156:
• Section 5.1.40 (b)(1)(e) Grounding rod. "A grounding rod, whose height shall not exceed two
feet and whose width shall not exceed one inch in diameter at the base and tapering to a point,
may be installed at the top of the facility, the eligible support structure, or the existing
building." Please add a note to Sheet C-5 indicating the diameter of the grounding rod.
Section 5.1.40 (b)(12) Placement of cables, wiring, and similar attachments. "Metal
monopoles shall be constructed so that vertical cables, wiring and similar attachments are
contained within the monopole's structure." It is unclear from the tower elevation diagram on
Sheet C-5 whether these elements will be contained within the monopole's structure. Please
add a note to Sheet C-5 indicating if vertical cables, wiring and similar attachments will be
contained within the monopole's structure.
Section 5.1.40 (b)(1)(c) Ground equipment; Section 5.1.40 (b)(5) Ground equipment shelter;
fencing. The Architectural Review Board reviewed ARB201900156 at their February 3, 2020
meeting. Please consider incorporating their feedback in the revised plan set.
During review of SDP201900077, the Building Official (Michael Dellinger) requested the
following note be added: "Building and electrical permits are required for the tower, any
structure greater than 150 sgft housing equipment, and the electrical service."
