Dear Mr. Anderson:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 03
January 2020, and offers the following comments:
1. The required second street connection for this plan should be at Woodburn instead of
multiple stub outs.
2. ITE Trip generation could not be verified, and is shown in two places in the submittal.
Sheet 1, Code 230 does not exist in 101h edition manual. Sheet 9, Code 210 should utilize
10`h edition manual for low-rise multifamily housing.
3. CG-12's should be moved to intersection side of stop bar location.
4. Sign near intersection of Berkmar and proposed Empire Street is not labeled. Is it a
speed limit sign?
5. Proposed "No Parking" sign at intersection of Berkmar and Empire Street should be
moved to other side of existing entrance to parking lot on TMP 45-112F.
6. Please show bump -outs for parking per AASHTO Green Book 2011— 4.20 On -Street
Parking.
7. Driveways should not be located within 20' of edge of adjacent intersections. Driveways
should be situated as far from intersections as practical. Additionally, numerous
driveways appear to have irregular geometry that will likely damage curb and gutter.
8. Please show the radii for the driveway entrances per CG-9D
9. Type III (Road closed) barricades should be shown on both ends of proposed Swede
Street.
10. Sight easements will be required for areas outside of proposed right of way.
11. Pavement design for new subdivision streets shall be developed using the Pavement
Design Guide for Subdivision and Secondary Roads in Virginia and must be based on in
place material at the time of construction.

12. Standard CD-1 and CD-2 for cut to fill and vertical sags respectively should be shown
and labeled on the plan.

13. Please show mill and overlay on plans in accordance with WP-2. Show limits of mill and
overlay to adjacent travel lane. Also, please add the WP-2 detail to the plans.
14. Please provide an MOT plan in accordance with the Virginia Work Area Protection
Manual. MOT plan should be on a separate sheet and designed for this project, include
the proposed mill and overlay.
15. Landscaping plants and trees adjacent to the sight distance triangle will need to be
maintained in area between 2 and 7 feet above ground as a clear zone to preserve sight
lines and accommodate pedestrians.
16. Approved road plans meeting SSAR, and in compliance with the VDOT Road Design
Manual are required prior to plat approval.
17. Due to the level of items noted in this review, these comments may not be exhaustive.
Please provide two copies of the revised plan along with a comment response letter. If further

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
