RE: REGENTS SCHOOL REQUEST FOR INCREASED ENROLLMENT
Dear Ms. Filardo,
Condition #3 approved with SP2018-11 "The Regents School of Charlottesville," allows for operational
changes at the Regents School site on tax map parcels 07600-00-00-01700 and 07500-00-00-06600
contingent upon the submittal of a formal request that includes a Traffic Impact Assessment (TIA)
which demonstrates adherence to certain traffic impact thresholds. In accordance with Condition #3,
this is a formal request for operational changes to increase student enrollment from 280 students to 328
students. As required by Condition #3, a Traffic Impact Assessment (TIA) is included with this request.
The TIA, completed by EPR dated December 19, 2019, demonstrates that at an enrollment of 328
students, the proposed operational changes at the Regents School would not result in any movements
with delays in excess of the thresholds outlined in Condition #3. As allowed by Condition #3 (e), the
Traffic Impact Assessment dated October 12, 2018 and associated supplemental TIA's submitted with
SP201800011 is being used as the baseline traffic data for this supplement. The TIA dated December
19, 2019adeJkRF 9sffi4 W ;lkWIHMM�16WiiMiiliti Ld'it%,Avi cents with a delay greater
than 50 seconds; and
b. The proposed operational changes would not result in any movements with a delay greater
than 35 seconds, unless it will have a delay greater than 35 seconds in the future no -build,
provided that if the future no -build shows a delay greater than 35 seconds the future build
cannot increase by more than 10 seconds; and
c. The proposed operational changes would not result in any movements increasing by more
than 15 seconds between the future build and no build conditions; and
d. Operations at the US 29 Bypass interchange at Fontaine Avenue Extended may not result in it
being placed on the VDOT Top 100 Potential for Safety Improvement (PSI) locations for
intersections or segments.
The "no build condition" for 280 students with a 7:45 a.m. start time, compared to the proposed "build
condition" for 328 students with 7:45 a.m. start time is provided below:

Traffic Supplement #6 references Traffic Supplement #5 which was not accepted by the County for
review because it was completed after a submittal deadline. For reference purposes, Supplement #5
has been included. The methodology for calculating trips in Supplement #6 is the same that was used
for the October 12, 2018 traffic supplement.

The purpose of this memorandum is to summarize a supplemental traffic analysis for the
proposed Regents School Site to examine the threshold of the school enrollment that will not
result in the delay of any movements at Fontaine Avenue/Route 29 Southbound Ramp
intersection greater than 35 seconds in the future year 2028.
This analysis assumed the school start time being 7:45 AM and all school trips arriving in the
morning between 7:15-7:45 AM to examine the future year 2028 build conditions between
7:15-7:45 AM.
Based on the findings in the prior supplement dated July 5th, 2019, the proposed Regents
School was tested with an enrollment of approximately 330 students in the future year 2028.
The test results indicated that the enrollment of 330 students in the future year 2028 will result
in the delay of 35.6 seconds on Route 29 Southbound Ramp approach, and the enrollment of
328 students in the future year 2028 will not result in the delay of any movements at Fontaine
Avenue/Route 29 Southbound Ramp intersection greater than 35 seconds in the future year
2028.
The following provides a brief summary of the information.
Enrollment of 330 Students
Trip Generation
The trip generation of the proposed Regents School (330 students) was calculated using the
same methodology as in the prior Regents School Site Traffic Assessment (10/12/2018) and
summarized in Table 1 below.

Trip distribution was also obtained from the prior supplement (3/6/2019) and illustrated in
Figure 2 below. It should be noted that 2% of the trips were assumed from/to the local
residential area along Buckingham Circle, Reservoir Road, and Foxhaven Farm.

The site trips were assigned to the road network based on the trip generation and the
distribution as noted above. The build condition site trips for the future year 2028 (330
students) are summarized and doubled for Synchro traffic analysis purpose as illustrated in
Figure 3 below.
