Please find our responses to the comments below in bold lettering. First Review Comments: 1. [32.5.2 (s)] Please add the application number, SDP201900056, to the project title on Sheet C0.0. State that this is minor site plan amendment #1 to SDP201700073 in the title. Acknowledged. Application number has been added and the title has been adjusted to reflect the information provided. (Rev.1) Comment addressed. 2. [32.5.2 (a)] In the Zoning note on Sheet C0.0, please state that this property lies within the Entrance Corridor (EC) Overlay Zoning District. (Rev. 1) Comment addressed. a. State that this property is subject to the approved conditions of Special Use Permit SP201700026. This information has been added under the zoning of the site. (Rev. 1) Comment addressed. 3. [32.5.2 (s)] Please provide a more detailed project narrative on Sheet C0.0 that it explains all site changes proposed with this minor amendment. This includes the demolition of any landscaping on site that is required under section 18-32.7.9. Currently, the plan does not show existing landscaping and staff cannot verify that the site will comply with landscaping requirements of the Ordinance. CIVIL ENGINEERING I ENVIRONMENTAL I SURVEYING I GIs I LANDSCAPE ARCHITECTURE I CONSTRUCTION SERVICES No existing landscaping is proposed to be removed as part of this plan. An exhibit has been added to C0.1 showing that the existing tree canopy of the site exceeds the requirements of section 18-32.7.9. (Rev. 1) Comment addressed. a. No new easements are shown. Are any new easements proposed? There are no new easements proposed with this project. (Rev. 1) Comment addressed. b. No new outdoor lighting is identified. Are any new outdoor lights proposed? This includes pole lights and wall -mounted lights. See comment #10 for additional details. The only new lights provided will be small lights on the building. Locations have been shown on C4.1. (Rev. 1) Comment addressed. 4. [32.5.2 (b)] Please provide a schedule or parking including the following: a. [32.5.2 (b)] Please confirm that the total building area will be the equal to the footprint as stated in the Note on Sheet C0.0. Total building area on the Sheet C0.0 has been updated to match building dimensions. (Rev. 1) Comment addressed. 6. [32.5.2 (b)] Please add a note to the Site Data table on Sheet C0.0 stating the maximum structure height permitted, and the proposed structure height in accordance with Section 18-10-.4 of the Zoning Ordinance. (Rev. 1) Comment addressed. a. Maximum structure height permitted: thirty-five (35) feet. Acknowledged. Maximum building height permitted, and proposed building height have been added to the Site Data table. (Rev. 1) Comment addressed. 7. [32.6.2 (j)] Please provide a landscape plan that demonstrates compliance with the requirements of Section 18-32.7.9. New landscaping may be required for the site to comply with the minimum requirements of Sections 18-32.7.9.6, 18-32.7.9.7, and 18- 32.7.9.8. Acknowledged. See sheet C0.1 for Landscape Exhibit that shows that the existing site meets the requirements of Section 32.7.9.8 Tree Canopy and section 32.7.9.7 Screening. Section 32.7.9.6 Landscape in Parking area does not apply since there are less than 5 parking spaces being added. (Rev. 1) Comment addressed. 8. [32.7.2.2 (c)] See Fire & Rescue comments regarding the need for a turnaround at the field house. This comment will be addressed once Fire & Rescue confirms that the improvements comply with emergency access requirements. Turn around has been confirmed as adequate per email from Shawn Maddox 10/21/2019 forwarded to Cameron Langille 10/31/2019. Striping and signage for the fire turn around have been added to site plan. (Rev. 1) Fire Rescue review not yet complete. Comments or approvals will be forwarded to the applicant upon receipt. Fire and Rescue has come back with no objection to the plans. 9. [32.7.2.3 (b)] Provide sidewalks along the new travel way that leads to the proposed parking and fieldhouse. Sidewalks should connect to the existing sidewalk located to the north of the tennis courts adjacent to the parking area where the new travel way will tie into. Comment has been withdrawn Per Cameron Langille's email to Matt Wertman on Oct. 18, 2019 (Rev. 1) Comment no longer applicable. At the request of the applicant, staff evaluated the requested connection and determined it was not necessary. 10. [32.7.4.11 Prior to approval of the minor amendment, a Water Protection Ordinance (WPO) application must be submitted, reviewed, and approved by the Engineering Division. See Engineering comments for further information. A WPO application and plan has been submitted and comments on the first submission from WW Associates are being addressed along with this resubmission. (Rev. 1) Comment will be addressed once the WPO application associated with this site plan, WPO201900054, is approved by the Engineering Division. Acknowledged 11. [32.7.8 and 4.17] Please identify the proposed locations and types of any new outdoor lighting that will be installed as part of this project. The minor amendment should demonstrate compliance with all applicable site lighting requirements of the Zoning Ordinance. This may include a lighting/photometric plan that identifies footcandle measurements within the property and along the property lines. (Rev. 1): Comment will be deemed as addressed provided that the electrical sheets are included in the final plan package that is signed by staff. Please add the manufacturer cut sheets as exhibits to the electrical sheets. Electrical sheets have been added to the plan set. Manufacturer cut sheets have also been included in the submittal. a. Provide a schedule of proposed outdoor luminaires that identifies the luminaire type, wattage, lumens, pole heights (if applicable), LLF (use 1.0 for calculations), etc. Lighting plan sheets and lighting cut sheets have been proved in this submittal and show locations of proposed luminaires, wattages, lumens, etc. (Rev. 1) Comment addressed. b. [4.17.4 (b)(1)] The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half (1/2) foot candle. A spillover shall be measured horizontally and vertically at the property line or edge of right-of-way or easement, whichever is closer to the light source. The field house addition and the lights are over 250' or more to the closest property line. Per the Stonco cut sheets provided, the foot candles will go to less than 0.5 within less than twice the mounting height of the fixture. The mounting height is approximately 10' or less so the lumens will go to less than 0.5 well before the property line. (Rev. 1) Comment addressed. c. [4.17.4 (b)(2)] All outdoor lighting, regardless of the amount of lumens, shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. Comment Acknowleged. The current Lighting Plan along with Lighting Cut sheets adequately satisfy this code requirement. With more than 250' from the small proposed lights to the property line lighting spill over will not be an issue. (Rev. 1) Comment addressed. d. [4.17.4 (a)] All outdoor luminaires emitting 3,000 lumens or greater shall be equipped with a full -cutoff fixture. Comment Acknowledged. A note has been added to Electrical Sheet E1.1, provided with this submission, requiring the fixtures to be full cutoff. (Rev.1) Comment addressed. e. If no new outdoor lighting is proposed (this includes pole lights as well as wall - mounted lights on any structures), then state this in the project narrative on Sheet C0.0. New Lighting has been proposed and is called out on the plans. See plan sheet C4.0 and electrical plans that have been included with this submission. (Rev. 1) Comment addressed. CDD Inspections —Michael Dellinger: 1. No objection. CV EnLyineerine Comments 01-31-2020—John Anderson: 1. Restore Sheets C0.0, C0.1 included with 09/23/2019 plan set. Sheets will be restored to plan set as requested. 2. On C0.0, please include reference to corresponding WPO201900054 (under review). This WPO plan must be approved prior to site plan approval. Note: WPO includes purchase of 0.30 lb. phosphorus credits. WPO number has been added to the cover sheet for reference 3. Recommend label proposed grade of paved access to proposed softball fieldhouse, C5.1, right panel. Additional contour labels have been added to the proposed grade of paved access to the softball field. 4. Recommend increase width of pavement and radius (increase radius of curve) just prior to north -most non-HC parking space at proposed fieldhouse, as angle of entry into this space is >> 90-deg, and a car may need to cross into oncoming vehicle path to enter this parking space without wheels leaving the paved surface. Increased radius; additional pavement, and autoturn check (not a request for autoturn figure) should remedy issue. Do not revise WPO plan to accommodate almost immeasurable incremental increase in impervious area (C5.1, left panel). Noted. We believe the current radius will be sufficient and some cross over into the other lane is acceptable since the traffic volume will be very low. The 5' radius provides as much or more room for maneuvering into and out of the space as the spaces to the south would have if a vehicle is present in the northern space. 5. Include drainage details likely included on WPO201900054; typical VDOT storm pipe details, for example; end section, pipe bedding, etc. Include storm pipe profile. Above detail sheets and profiles will be provided in the plan set as requested 6. Please do not submit ESC or SWM plan details with Major Site Plan Amendment (are not now included).. Sheets will be removed from next submission as requested 7. Please review C4.0 handrail labels and compare with C1.0 and C1.1 details, as there may be confusion about which handrail detail applies at specific locations. If clear to others, comment withdrawn. The callouts specify when the handrails are to be used vs HR-1 handrails. The contractor will be required to submit shop drawings for engineer and architect review before construction so we will have a chance to double-check locations at that time. Fire Rescue — Shawn Maddox: 1. Fire Rescue review underway. Fire and Rescue has come back with "No Objection" ACSA — Richard Nelson: 1. ACSA review underway.
