Commissioner January 09, 2020 Tim Padalino County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: ZMA 2019-00002 Breezy Hill Review 3 Dear Mr. Padalino: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan and TIA as submitted by Roudabush, Gale & Associates, Inc., and EPR Inc., revised November 18, 2019 and October 29, 2019 respectively and offer the following comments. 1. The entrance location must meet access management standards as described in Appendix F of the VDOT Road Design Manual. Additionally the left turn warrants will be analyzed through the site plan process once final unit count and street layout has been determined. 2. Table 1, 2023 No Build AM: a. The intersection of Route 250 & N. Milton Synchro model outputs do not match the results shown on the table or the attached reports. b. The Synchro model for Route 250 & N. Milton shows a future PED volume of 12 and hold 1. What is the methodology behind this assumption? Are pedestrian activities being introduced at this intersection? Please, provide more information. 3. Table 1, 2023 No Build PM: a. The intersection of Route 250 & Route 22 Synchro model outputs do not match the results shown on the table or attached reports. b. The Synchro model does not show signal coordination for both intersections of Route 250 & Route 22 and Route 250 & N. Milton Rd and the Cycle length is shown 130s in the model, which does not match the existing operation of the intersections or existing Cycle length of 120s. c. The Synchro model for this intersection of Route 250 & N. Milton shows a future PED volume of 3 and hold 1. What is the methodology behind this assumption? Are pedestrian activities being introduced at this intersection? Please, provide more information. 4. Table 3, 2023 Build AM: a. The intersection of Route 250 & N. The Synchro model outputs for the Route 250 & N. Milton intersection do not match the results shown on the table or attached reports. 7. Impacts of increased transit service along this corridor have not been evaluated though potential transit proffers have been proposed. 8. The proposed signal improvements will likely improve operations at both noted signalized intersections. The magnitude of the improvements and a comparison of any improvements to the impacts of the proposed development cannot be evaluated until the models are corrected. If further information is desired, please contact Willis Bedsaul at 434-422-9866, A VDOT Land Use Permit will be required prior to any work within the right of way. All public roads must meet applicable VDOT Road and Bridge Standards and Specifications, in particular Appendix B(1) of the Road Design Manual. 3. The Department concurs with the recommendation of adjusting the signal timings and operations at the two signalized intersections of Rte. 250 at Rte. 22 and Rte. 250 @ N. Milton . Adjusting the splits and left turn operation (Lead/Lag) will enhance the traffic signal operation during the AM peak. Providing traffic signal coordination plans for the PM peak will significantly enhance the two signals operation. 4. To ensure effective and consistent signal coordination the Department recommends radio communications be included in the signal modification plans. This will ensure that the operational gains claimed in the analysis are able to come to fruition. If further information is desired, please contact Willis Bedsaul at 434-422-9866.
