Subject: SDP202000007 — Scottsville Elementary School Addition — Final Site Plan
The Planner for the Planning Services Division of the Albemarle County Department Community Development will
recommend approval of the plan referred to above when the following items have been satisfactorily addressed. (The
following comments are those that have been identified at this time. Additional comments or conditions may be added or
eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County
Code.]
Applicable Comments from Initial Site Plan Action Letter (October 24, 2019):
1. [Z.O.32.5.2(a)]: Please add "Initial Site Plan" and "SDP201900055" to Sheet C.0 (Cover Sheet). Rev. 1: Staff apologizes for
the lack of clarity in this comment. This should have said please add the following words to the cover sheet: "Final site plan
SDP202000007 to annroved initial site elan SDP201900055." Rev. 1: Comment addressed.
2. [Z.O.32.5.2(a), 32.5.2.(b)]: Please revise the "Site Data" information on Sheet C.0 (Cover Sheet) as follows:
A. For "Zoning," please add "Rural Areas" to "RA" and please include "Critical Slopes Overlay." Rev. 1: Comment
addressed.
B. Please provide additional information to identify or clarify the proposed use(s), as follows:
i. the proposed maximum amount of impervious cover on the site; and Rev. 1: Comment addressed.
ii. the proposed parking schedule (see CDD-Planning comment #3, below). Rev. 1: Comment addressed.
3. 1Z.0.32.5.2(a), 32.7.3, 4.12.6, 4.12.14]:
spaees and to demanstfa4e that the provided athrnber- of spaees is suffieient for- the -proposed tise-. Regarding the required number
of parking spaces, Z.O.4.12.6 states the following:
"Schools: The number of proposed spaces shall be shown in a parking study submitted by the school division (public
schools) or the school (private schools). The number of required spaces shall be determined by the zoning administrator. In
making the determination, the zoning administrator shall consider the recommendations in the parking study, traffic
generation figures either known to the industry or estimated by the Institute of Transportation Engineers, peak parking
demands, and other relevant information."
UPDATE 10/24/2019: Staff acknowledges that the plans show the demolition of 15 existing parking spaces (inclusive of one
existing ADA space), and also show 15 proposed new parking spaces (inclusive of one new ADA space), thereby creating no net
loss or net gain in the number of parking spaces. Staff also acknowledges the applicant's explanation during the 10/24 SRC
meeting that this proposed school addition only serves to provide increased facility accommodations, and the proposal does not
include any corresponding additions to staff or additional students. Therefore, considering that the overall number of parking
spaces remains unchanged, and considering the applicant's explanation that the addition will not generate additional parking
needs, no further information or revision related to Planner comment #3 is required. Planner comment #3 is withdrawn. Rev. 1:
Comment addressed.
4. [Z.O.32.5.2(p), 32.7.9.2.(b), 32.7.9.4.(b)]: The following issues (below) were identified during the initial staff review of the
Landscape Plan, and must be addressed and resolved on the Final Site Plan. Any additional detailed review comments pertaining
to the Landscape Plan, if any are necessary, will be provided with the SRC Action Letter, within 15 days or less of the SRC
meeting. Rev. 1: See comment #2 under "New Comments Final Site Plan" below. It appears as if all layers identifying
landscaping were turned off when the PDF was created, no landscaping is visible on Sheet L 1.0. Please revise so staff can verify
that all landscaping comments are addressed. Rev. 2: Comment addressed.
A. A Conservation Checklist will need to be completed, signed, and added to the Landscape Plan to ensure that the
specified trees will be protected during construction. Rev. 1: Comment addressed.
• Note: Staff acknowledges the Conservation Checklist on Sheet L2.0 (Landscape Notes And Details);
however, this checklist needs to be completed and signed. Rev. 1: Comment addressed.
B. The corresponding tree protection (TP) equipment and practices shown on Sheet L1.0 (Landscape Plan) that are
intended to protect existing trees (including but not limited to the trees to be preserved, the limits of clearing, the
location and type of protective fencing, grade changes requiring tree wells or walls, and trenching or tunneling
proposed beyond the limits of clearing) must be shown on Sheets C2.1 (Demolition Plan), C3.2 and C3.3 (E&S
Control Plans), and C5.0 (Grading & Drainage Plan).
• Note: Staff acknowledges that some tree protection measures are shown on the sheets listed above; however,
additional tree protection measures shown on Sheet L1.0 (Landscape Plan) appear to be missing on the sheets
identified above. Specifically, three deciduous trees along the internal travelway are identified for "TP" on
Sheet L1.0, but these are not all shown with "TP" on all sheets identified above. Rev. 1: Comment not fully
addressed, "TP" is still missing on Sheet C2.1 Demolition Plan. Rev. 2: Comment addressed.
C. Please add a note to Sheet L1.0 or Sheet L2.0 to verify that "The landscape plan satisfies the minimum landscaping and
screening requirements of Zoning Ordinance Section 32." Rev. 1: Comment addressed.
(Advisory / For Future Reference): Please note that the Final Site Plan cannot be approved unless and until all the outdoor
lighting information required by Z.O. 32.6.2(k) is provided to demonstrate compliance with all applicable outdoor lighting
requirements as specified in Z.O. 4.17, per Z.O. 32.7.8.b. However, this information is not required prior to County approval of
this Initial Site Plan (as may be applicable). Rev. 1: Comment not fully addressed. The overall plan was submitted as two
separate sets of drawings. One set of drawings was the electrical plans for all interior lights. This should not be included as part
of the site plan because the Zoning Ordinance only regulates outdoor lighting. Interior electrical plans are reviewed as part of
the building permit. An outdoor lighting plan must be provided that meets the requirements outlined in comment #1 under "New
Comments Final Site Plan" below. Rev. 2: See comment #1 below for further revisions.
(Advisory / For Future Reference): Please note that the Final Site Plan cannot be approved unless and until a Certificate of
Appropriateness (CofA) required by Z.O. Sections 32.4.2.2.b, 32.4.3.3, and 32.4.3.6 is issued on behalf of the Albemarle
County Architectural Review Board. Staff acknowledges the ongoing review of CofA applications ARB201900100 and
ARB201900106; and staff further acknowledges ARB staff s review status of "No Objection" for this Initial Site Plan
application SDP201900055. Rev. 1: Comment not fully addressed, ARB review is still underway. Final site plan will need to
match ARB plans once approved. Please coordinate with Brent Nelson, bnelsongalbemarle.org, for further questions regarding
the ARB application. Rev. 2: Comment stands, ARB review is still underway.
1. (Advisory / For Future Reference): Please note that a Final Site Plan for this proposed project cannot be approved unless
and until a Water Protection Ordinance Plan / VSMP Plan is submitted, reviewed, and approved by the Engineering
Services Division of the Community Development Department as required per Z.O. 32.7.4.1 and County Code Chapter
17. Staff acknowledges the ongoing review of WP0201900051. Rev. 1: Comment stands, WP0201900051 is still under
review. Rev. 2: Comment stands. WP0201900051 is still under review.
New Comments Final Site Plan
[32.6.2 (k) and Section 18-4.17] Please submit an outdoor lighting plan that complies with all applicable
requirements of Section 4.17 of the Zoning Ordinance. This includes the following:
a. Sheet C0.0 does not list any of the lighting plan drawings on the Sheet Index. Lighting plan sheets must
be included in the same drawing set. Please amend. Rev. 2: Comment addressed.
b. [4.17.4 (b)] Provide a photometric plan that identifies footcandle measurements across the property and
across all property boundaries. Footcandle measurement spillover cannot exceeed 0.5 footcandles onto
public roads or adjacent properties zoned RA. Show all proposed light locations and identify different
lamp types with unique symbology. Rev. 2: Comment addressed.
c. [4.17] Provide a luminaire schedule identifying outdoor lighting type, manufacture/model number,
quantity proposed, pole height, lumens, wattage, and light loss factor (LLF) used to calculate the
footcandles for each luminaire type. Albemarle County requires lighting plans to use a LLF of 1.0. Rev.
2: Comment not fully addressed. Please identify each light with a label on Sheet D4. Indicate
which light type each symbol represents by using the abbreviations stated in the Lighting Fixture
Schedule. In the Lighting Fixture Schedule, ad a column stating the overall quantity of each
luminaire proposed.
d. [4.17 (a)] Provide manufacturer cut sheets demonstrating that each light emitting 3,000 lumens or more
will have a full -cutoff fixture. Rev. 2: Comment not fully addressed. No cut sheets have been
provided. Please provide manufacturer cut sheets as exhibits for each luminaire type proposed.
Please highlight sections of the cut sheets that prove that each outdoor luminaire will be equipped
with a full -cutoff fixture.
e. [4.17] Please add a note to the lighting plan which states "Each outdoor luminaire equipped with a lamp that
emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect
light away from adjoining residential districts and adjacent roads. The spillover of lighting from luminaires onto
public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle." Rev.
2: Comment addressed.
2. [General Comment] It appears that Sheets C4.0 and L1.0 have an error — no sheet title is on either drawing.
Furthermore, there are no landscaping materials shown on Sheet L1.0. Sheet C4.0 appears to be missing numerous
labels, callouts, and measurements for proposed outdoor features. Please verify. Rev. 2: Comment addressed.
a. Sheet C4.0 should label all outdoor improvements. This includes width and height measurements for sidewalks,
travel ways, dumpsters, dumpster enclosures, parking spaces, etc. Surface materials should be labeled and/or
symbolized and a legend provided if necessary for all line types and symbology shown on the drawing. Rev. 2:
Comment addressed.

Re: SDP-2020-00007- Scottsville Elementary School Addition— Initial Site Plan
Dear Mr. Langille:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Timmons Group, dated
December 20, 2019 and find it to be generally acceptable.
Please note that the final site plan must show conformance with the VDOT Road Design Manual
Appendices B (1) and F, as well as any other applicable standards, regulations, or other
requirements.
Please provide a copy of the revised plan along with a comment response letter. If further
information is desired, please contact Willis C. Bedsaul at 434-422-9866.
A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399
for information pertaining to this process.
