Additional road plan bond reduction is not possible until VDOT accepts Chesterfield Landing, Phase II, Oxbow Drive, into the
State Secondary System of highways. Please note Attached:
Attachment 1: email, Matt Wentland, 3/9/2020 2:30 PM ( with Attachments)
Attachment 2: 10-Oct 2019 correspondence (also included with above) + line -by-line road plan bond reduction (bond
reduced, fall, 2019)
The road plan has been reduced the maximum 80% for virtually every line item. Looking ahead, for final Chesterfield Landing
Phase II road plan bond release:
• VDOT acceptance is required prior to bond release. Please confirm status of VDOT punchlist (acceptance) items. For
example: is base asphalt repaired (sections were identified required to be repaired, or replaced).
• Please confirm surface asphalt has been placed on Oxbow Drive (all portions of Oxbow Drive included with
SUB201700046, Chesterfield Landing, Phase II). Provide surface asphalt inspection reports (depth of asphalt
consistent with design ).
• Provide developer certification of completion, unless submitted in Sep, 2019 —link to form:
http://www.albemarle.org/upload/images/forms_center/departments/Community Development/forms/Engineering_and
_WPO_Forms/Road Inspections_& Acceptance- Certificate of Completion_for Subdivision _03-16-09.pdf .
• Provide update on Developer Agreement with Albemarle County to maintain sidewalks outside VDOT right-of-way.
• Note I: Albemarle Planning Division will present board agenda item in May, 2020, requesting board approval of
VDOT-Albemarle Agreement; i.e., that county will maintain walks outside VDOT right-of-way.
• Note2: Albemarle in turn must execute Agreement with developer (SM Charlottesville) that developer will maintain
sidewalks outside VDOT right of way, as Albemarle will not maintain them.
Please update Engineering re. status of Sidewalk Maintenance Agreement between county and developer. Please also
see 10-Oct 2019 correspondence (Attached).
Although denied (no further reduction possible at this time, unless surface asphalt placed —to be checked later this week; to be
accompanied by inspection reports), no additional bond reduction inspection request fee is required to release the bond. Please
help us with bullet items, above. Thanks for your help and patience.
