This letter specifically addresses comments raised about Regents School's parking needs and provides information about the anticipated parking provided on site. The table below outlines current and future student enrollment and staff employment numbers. Using these numbers, the estimated parking demand can be determined. Estimated Student Enrollment and Employees in the Years 2028 and 2038 Year 2018 2028 2038 Students Full Time Employee 160 22 230 32 460 64 Part Time Employee 6 9 18 Trips 25 37 73 The illustrative plan shows 84 parking spaces. This parking area will sufficiently accommodate present and future parking demands for general daily operations through 2028. In 2038, 84 spaces would accommodate staff needs but there would not be sufficient parking spaces for students who may wish to drive to school or for school visitors during the school day. Trinity Church, located on a neighboring parcel, has agreed to allow Regents School to utilize their parking lot on days where there is heightened parking demand such as on graduation days and other major school events such as grandparents' day. Using the data provided, Regents School has a 5.6:1 student to employee ratio. If the school desires to keep 15% of its parking spaces available for visitors throughout the day, which would be 13 spaces, the school parking lot as proposed in the illustrative design would reach capacity at student enrollment of 398 students and 71 employees. It should be noted that a percentage of the employees are part time and so parking spaces dedicated for these employees may only be occupied for a portion of the day. Furthermore, part time employees may be on alternating shifts and two employees could possibly utilize the same parking space in a single day. Site design would also incorporate a student pick-up/drop-off que that could serve as additional parking for school visitors throughout the day outside of pick-up/drop-off times and granted fire access to the site was not compromised by parked vehicles in the pick-up/drop-off que. This parking analysis has been exclusive of student driver parking needs because student parking can be highly regulated by the school. The school would likely dedicate parking to student parking needs based on parking availability and enrollment numbers. As aforementioned, Trinity Church has agreed to allow Regents School to utilize their parking lot for major school events. If daily school operations begin to compromise the adequate capacity of the parking lot as school enrollment numbers approach 400 students, the school may work to renegotiate the terms of their shared parking agreement with Trinity Episcopal Church in order to ensure adequate parking is available. The enrollment and employment data provided is for the next 20 years, at that point in the future the County's multi - modal transportation path network may be more interconnected and possibly provide alternative access to the site that would allow students and staff to safely access the site on bike or foot, thereby reducing the demand for on -site parking to accommodate cars that would be parked at the school throughout the school day.
