Traffic Volumes during School Peak Time
Traffic volumes during school peak time at 7:15AM-7:45AM were extrapolated based on the
02/07/2019 counts. Figure 1 illustrates the year 2038 no build traffic volumes. Figure 2
illustrates the new trips generated by the 460 students. Figure 3 illustrates the year 2038 build
traffic volumes.
Note —Synchro analyzes traffic performance in an hourly manner. For analysis purpose, traffic volumes
as shown in Figure 1, Figure 2, and Figure 3 are twice of the actual traffic volumes during 7:15AM-
7:45AM. These traffic volumes were applied as hourly volumes in Synchro to simulate the real traffic
performance at the study intersection.

Traffic volumes during regular peak hour at 7:45AM-8:45AM were obtained from the
02/07/2019 counts. Figure 4 illustrates the year 2018 existing traffic volumes. Figure 5
illustrates the year 2038 no build traffic volumes.

Based on the result tables as reported and summarized above -
• In year 2038 school peak time no build am scenario, the delay for SB is 13.0 sec (LOS B)
and the delay for the intersection is 8.3 sec (LOS A).
• In year 2038 school peak time build am scenario, the delay for SB is 194.7 sec (LOS F)
and the delay for the intersection is 63.9 sec (LOS F).
• In year 2038 school peak time mitigation am scenario (including exclusive southbound
right turn lane and exclusive westbound left turn lane), the delay for SB is 91.7 sec (LOS
F) and the delay for the intersection is 33.7 sec (LOS D).
• In year 2038 school peak time mitigation (WBL ONLY) am scenario (including exclusive
westbound left turn lane only), the delay for SB is 157.4 sec (LOS F) and the delay for the
intersection is 55.0 sec (LOS F).

• In year 2038 regular peak hour no build am scenario, the delay for SB is 118.0 sec (LOS
F) and the delay for the intersection is 70.8 sec (LOS F).
• In year 2038 regular peak hour mitigation am scenario (including exclusive southbound
right turn lane and exclusive westbound left turn lane), the delay for 56 is 103.5 sec (LOS
F) and the delay for the intersection is 64.5 sec (LOS F).
Findings and Conclusions
Comparing the results as summarized for the different scenarios, the findings and conclusions
of this memorandum are as followings —
• The mitigations of exclusive southbound right turn lane and exclusive westbound left
turn lane at the study intersection are critical to improve the traffic performance during
school peak time of 7:15AM-7:45AM after the school is built. With both exclusive turn
lanes, the SB delay could be shortened from 194.7 sec to 91.7 sec and the intersection
delay could be shortened from 63.9 sec to 33.7 sec, which are better than the delays for
SB and the intersection during regular peak hour of 7:45AM-8:45AM.
• The mitigations of exclusive southbound right turn lane and exclusive westbound left
turn lane at the study intersection can also benefit the traffic performance during
regular peak hour of 7:45AM-8:45AM. With both exclusive turn lanes, the SB delay
could be shortened from 118.0 sec to 103.5 sec and the intersection delay could be
shortened from 70.8 sec to 64.5 sec.
