Subject: RE: collab meeting / next Thursday 8/22
Hi Elise,
Glad you made it back.
No one has identified any agenda items, so I think we can and probably should cancel the August meeting. Let me
know if you all have any final thoughts to the contrary.
Additionally, it seems like there may be some staff availability issues with the upcoming 9/26 collab meeting. I
previously conveyed that the 9/26 meeting would be oriented towards Research Park issues and projects, and
specifically focused on the concept of permitting residential uses (and everything that would entail — CPA, ZMA, etc.).
When I reminded other CDD staff about that meeting agenda, I learned that Bart, Lea, David, and Megan are all
unavailable, and Rachel has a meeting that morning (although she offered to adjust her schedule to attend the collab
meeting).
So with those details in mind, please consider if you all would like to proceed with the 9/26 meeting agenda centered
on residential at UVARP (with staff attendance consisting of Rachel and I, and possible Roger and/or J.T.) -- or if you'd
like to shift that meeting agenda to a different date (perhaps the October collab meeting) or even arrange a stand-alone
PREAPP meeting.
Separately, regarding the CCR's / Maintenance Agreements for UVARP, I transmitted those to the County Attorney's
Office last week and they are under review. Todd completed and provided a checklist which should help expedite the
County's review of those agreements.

Hi Tim,
Thanks. Yes, I was able to return last night around 10pm so we had a short turnaround before going to work
today! Thankfully we're still young and I'm sure our bodies will forgive us, eventually.
Any update from your crew about meeting on Thursday?
Thanks,

I'm sorry to hear that! I hope you are able to return tonight.
I've asked around to see if anyone else at CDD has any reason to meet this Thursday. I'll give people until tomorrow
afternoon to respond; and unless someone identifies a compelling need to meet, we can cancel (TBD).
And when I sent that inquiry, I also reminded everyone about the upcoming 9/26 collab meeting being largely focused
on the possibility of residential uses at UVARP, and I requested their attendance.
I'll follow up tomorrow. Safe travels ---

Hi Tim,
Well, you called it! Our flight was cancelled shortly after I emailed you on Sunday morning! I knew it wasn't a good sign
when the sky was black and we saw lightning striking the terminal as we drove in yesterday. The soonest flight we could
get back to the region was tonight, into CHO. We're hoping to be home tonight by about 9pm.
I did send an email to my crew about the meeting this week. It doesn't sound like we need to meet in person, but Todd
did have a check -in type question. Maybe you can answer this via email to Todd and me? See below.
"We provided Tim the CCRs that address the landscape and maintenance agreement requirements for the L&C Dr and
Loop Road, might not hurt to find out what status and next steps are for those."
Let me know if there's anything else you would like to discuss on Thursday. If not, I think we can cancel and handle any
incidentals via email/phone.
Thanks,
Elise

Hi Elise,
That sounds good — I'll be on standby for an updates re: Thursday.
And I hope your travels weren't terrible; the last time I flew through Chicago I got stranded there for TWO NIGHTS
due to a series of heavy summer thunderstorms.

Hi Tim. As you probably saw from my auto -reply, I was OOTO Aug 8-18. I'm emailing you from the beautiful O'Hare
airport in Chicago with thunderstorms all around. Gotta love air travel!
From what I remember, there were not any pressing issues to discuss this week but I'll have my RED team meeting
tomorrow at 9am so I will check with all the project managers and Fred and will email you before noon tomorrow with
a draft agenda, if any is needed.
Thanks and I hope you had a great weekend!

Hi Elise,
I hope you've been well. I know we've discussed a robust agenda for the September collab meeting next month (re:
UVARP), but I don't have a sense of any issues to meet and discuss next Thursday 8/22.
Does the Foundation still want to meet this month? If so, can we begin discussing the meeting agenda, so that I can
invite any/all necessary County staff attendees on Monday?
I'm actually leaving the office now, but I'll check in on this thread when I return on Monday.

Andy,
By way of this email (which I will print and affix to the plat for reference as a "cover letter') I want to let you know that
I'm transmitting to you a copy of the revised plat of division and boundary line adjustment (SUB201900106). I'll bring
that to the County Attorney's Office before I leave for the weekend.
FYI: this plat is technically separate from the two Road Plan applications referenced below (SUB201800171 and
SUB201900049); but it is associated with the same projects, and I thought access to this revised plat may be useful. If
not, I apologize, and please feel free simply return it to me whenever you provide feedback on the associated
maintenance agreements.
Thanks very much ---

Hello again Elise and Todd,
I'm writing with an update on County Attorney's Office's review of the maintenance agreements contained within the
CCR's for UVARP. More specifically, I'm writing to pass along the following request from staff in the County Attorney's
Office:
Would vou send me a link to the plat rcicrc"Ccd in lite Amcndcd and Rcslalcd Dcclaratiou of Cocnanls,
Con(1itions, RCStrlCtlons, and l":ascinciits, na►nclya Mat hr I)C10) :rry, dated 7/12/2018, Iasi 1-Cv1sed __ _

Foundation Rio Magistcrial DIsll-let Allwnladc Counk', Virginia"
I have checked the different versions of the UVARP-related final plat under review (SUB201900106), and I do not see
any plat with that title or date. Similarly, the two UVARP-related road plans under review (Lewis & Clark /
SUB201800171 and the Loop Road / SUB201900049) also do not appear to be what is being requested.
Are you able to provide a PDF copy of the plat referenced above and in the CCR's, or otherwise help provide
clarification on which plat (or road plans?) that refers to?
Thanks in advance ---

Hi Tim,
Sounds good. Let's cancel for tomorrow.
I'll let Todd know about the CCRs/Maintenance Agreements.
I have a meeting with Fred on Friday morning. Let me check with him about when he would like to hold that
UVARP planning meeting. It may not be as urgent as I'd originally been told, so it's possibl we can hold off until
October or a different date.
