The approval of the preliminary plat is valid for (1) one year in accordance with Section 14 -228 of the Subdivision Ordinance. All final plats must be submitted to the Department of Planning and Community Development while the preliminary plat is still valid. If the preliminary plat approval expires, a new application must be filed and processed. Final plats will be subject to all final plat requirements (Subdivision Ordinance Section 14 -303), in addition to the following conditions: [The following conditions must be met prior to final approval.] Engineering approval to include: The following items must be reviewed and approved by Engineering staff before the final plat can be recommended for approval. A completed submittal form and application must accompany all submittals. The required number of copies and the required fees are indicated on the form and application. The revised Preliminary Plat for West End has been reviewed. The Engineering staff recommends approval with the following condition: 1. The existing pond appears adequate for stormwater detention. If used the existing riser and associated drainage structures must be replaced with concrete structures and the spill way must be improved to meet Virginia Erosion and Sediment Control standard MS -19. Also, an as -built of the existing pond will be needed to verify it meets the proposed design. Otherwise stormwater detention must be addressed on site with the road plan. A more detailed review will be conducted with the as -built detention pond /stormwater management plans. [17 -314, 14 -305] 2. A completed application and fee for erosion control and stormwater management. [17- 203, 17- 303] 3. A stormwater management /BMP plan, computations, and maintenance agreement. [17 -203, 17- 303, 17 -304, 18- 32.7.4] 4. An erosion and sediment control plan, narrative and computations. [14 -311, 17 -203, 18- 32.7.4.3] 5. Road plans, pavement design sheets, and drainage computations. VDOT approval will be required for the public roads. All drainage easements must be dedicated to public use and continue to the streambed. [14- 512,14- 304,Policy] 6. Computations of the site's 10yr storm increase in runoff at the property line, which will be used to compute the pro -rated share contribution to the County's Lickinghole Basin. Albemarle County Service Authority approval to include: Final approval will not be granted until the following items have been satisfactorily addressed: 1. Final approval of the water and sewer construction drawings. These drawings shall be submitted directly to the Service Authority. Submit written verification from the ACSA showing that required fire flow has been achieved. Please contact James Barber at 296 -5833 if you have questions or require additional information. Zoning & Current Development approval to include: 1. [14.302.R] The table is still not accounting the acreage correctly. Open Space acreage for West end was left out; the other bit of reserved r -o -w is not accounted for; the residue is not accounted for in the right column; and the total acreage is about 3 acres off what Real Estate has listed. All the acreage has to be accounted for. 2. [ 18.4.7.1 ] Open Space design must be approved by the PC. All O/S must meet the intent listed in this section of the Ordinance. You may want to show how this open space relates to all open space in Western Ridge. We'll send the Open Space request to the PC when you submit the Final Plat. The southern cul -de -sac ROW reservation needs to include curve data to show how the road would be extended and meet the design standards; 2. Drainage comps and road plans will be required; Plans need to be designed in accordance with the Subdivision Street Standards and Minimum Entrance to State Highways; 3. Sight distances need to be shown at all intersections.
