Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] [Comment] Revise the coversheet to including the following information in reference to the previous and current review project numbers. a. Revise "Site Plan Amendment" on the coversheet to be "Minor Site Plan Amendment". b. Under "Minor Site Plan Amendment" in the title add "SDP202000005", which is the project number for this project. c. Add a note on the site plan cover sheet that specifies the previously approved site plans (SDP1996-100 & SDP1997-39 & SDP1997091). 2. [Comment] Add a "Scope of Work" on the cover sheet, which should be a bulleted list all of requested changes shown on the Minor Amendment. Also, add revision clouds around all changes proposed with the minor amendment on all sheets where the changes are shown. 3. [32.5.1(b) & 32.5.2(a)] Revise the site plan to ensure all plan views have a north arrow. The title labels on sheets C1.0 & C2.0 appear to include a north arrow designator circling around a number. However, on these sheets that "N" is not pointing north. Either add a north arrow to these two sheets or revise this "N" designator to be pointing in the correct direction. 4. [32.5.1(c), 32.5.2(a) & 32.6.1(e)(1)] Revise the site plan to include the bearing and distances dimensions for the parcel provided on the approved minor amendment SDP1997-91. 5. [32.5.1(c), 32.5.2.(d), 32.6.1(e)(2) & 32.6.2(c)] Revise the site plan to show the proposed contours. 6. [32.5.1(c) & 32.6.1(e)(6)] Revise the site plan to a "typical" parking space size dimension in the plan views. 7. [32.5.2(a)] Revise the site plan to: a. Show the owners name. The name on the site plan and the name on the County's GIS do not appear to match. Please ensure the current owner's name is listed on the coversheet. b. Include all of the zoning designations next to the "Zoning:" under "Project Summary" on sheet CO.1. The ZMA information as well as the other overlays (AIA, EC & Steep Slopes (Managed)) should be included in this area. c. Include scans of the ZMA approval and proffer. d. Include the magisterial district on the coversheet. e. Show the "Benchmarks" information on sheet C0.1. It currently states "(see images above)" but there are no images above this note. f. Include the departing lot lines for TMP 61-124E2. g. Ensure that the title and page number of the survey sheet is consistent between the "Sheet List Table" and the title on the sheet itself. h. the names of the owners, zoning district, tax map and parcel numbers and present use of the abutting parcels. 8. [32.5.2(b)] Revise the site plan to: a. Show the correct proposed use. As discussed with the applicant, in Letter of Zoning Compliance (LZC2019-34) it stated that "A television broadcast studio is permitted as a by - right office use on the Property. A zoning clearance will be required for the use." Since zoning considers the use to be "office" that is what should be listed on next to "Uses:" in the "Project Summary" and not "Industrial/Production" which is not allowed in the PD-MC. b. [LZC2019-34] Add a general note, and a note in the label(s) for the satellite dishes, that states that they can only receive and not broadcast. c. List the maximum amount of imperious cover on the site. 9. [32.5.2(b), 32.5.2(n) & 32.6.20)] Revise the site plan landscaping to: a. Show all existing landscaping for the whole site in the existing conditions sheet C1.0 and included the required information/labeling for the existing plantings. b. Include a plant schedule that incorporates all existing and proposed landscaping. These could either be in two different tables or combined into one table as long as it is clear what is existing and what is proposed. c. Meet all of the same landscaping requirement met in the approved site plan. It appears that although some landscaping remains on the site, even though it is not shown on sheet C1.0, there is other landscaping that is no longer on planted within the site that was a requirement of the approved site plan. One example is a tree in one of the parking lot landscape islands. If there are some locations where there are reasons the tree or shrub cannot be replanted, or some species the owner no longer wishes to have on site, work with the planning reviewer to find an appropriate alternative location or species. Any tree not currently planted on site, that needs to be replanted to meet the previously approved landscaping requirements, should be shown as "proposed" with this minor site plan amendment. 10. [32.5.2(i)] Revise the site plan to: a. Show Rio Road, its name, its state number, and its width. b. Show Rio East Court as public road and include its public road number. It appears from County's Road Name Index that this is no longer a private road easement. 11. [32.5.20), 32.6.1(e)(5), 32.6.2(d) & 32.6.2(g)] Revise the site plan to show all of the existing water, sewer and drainage pipes and their easement. The water lines have not been shown, the sewer lateral (shown in the approved plan) is not shown fully, the storm drainage pipes do not show the direction of the flow, and the easements and easement information (including Deed Book and Page Number) are not shown in general. This information must be shown, for the full site, to at least the level it was shown on the approved plan. 12. [32.5.2(1) & 32.6.2(g)] Revise the site plan to show all of the existing electric lines, easements and easement information (including Deed Book and Page Number). 13. [32.5.2(m)] Revise the site plan to show the distance to the centerline of the nearest existing street intersection from the proposed ingress egress, as shown on the approved site plan. 14. [32.5.2(n) 32.6.1(e)(6),& 32.6.2(i)] Revise the site plan to: a. Show the typical parking space dimensions. b. Revise the HC parking space detail to show the actual sizes of the spaces shown in the site plan. The detail shows van spaces 8' wide with an 8' wide access hatched area but the plan shows 11' wide spaces with a 5' wide access hatched area. Both are allowed, but the detail should match what is built. c. Show the width of the two drive aisles in the parking lot. d. Provide information on the timing temporary construction fencing. This fencing appears to reduce the available parking by 8 spaces, 5 below the minimum required, and therefore cannot be allowed while the business is open. If this temporary construction fence will be removed before the business is open, and before the certificate of occupancy is granted, then add a note or label to sheet C1.0 that specifies that. 15. [32.5.2(n) & 32.6.2(k)] Revise the site plan to show the location of all existing light free standing light fixtures on the site. It appears that there are many light poles, shown on the approved plan, that are not being shown on this amendment. 16. [32.5.2(n)] Revise the site plan to: a. Dimension the width of the existing sidewalks (as shown on the approved plan) and the two areas of proposed sidewalk. b. Clarify why the existing sidewalks do not appear to extend all of the way from the curb to the building on the proposed site plan. Both the approved site plan and the as built conditions seem to show that there is no landscaped area between the sidewalk and building. c. Show the handicapped ramps, as shown on the approved minor amendment. d. Dimension or label the heights of the dumpster enclosure walls. e. Provide a scale for the dumpster enclosure detail. f. Clarify if the dumpster location may be moved depending on the outcome of the "...pothole and identify lateral prior to installing dumpster enclosure." process. A permanent location for the dumpster must be shown. Any change in location would require some form of site plan amendment. g. Label all locations for the proposed bollards. 17. [32.5.2(r)] Revise the site plan to ensure the legend is complete and correct and that the hatches in the drawing correspond to those hatches/symbols. On sheet C1.0 there is a hatch for "Limits of Pavement Patch Repairs" that is not utilized in that sheet. However, a hatch is used in C2.0 that appears to be an area of grass or groundcover that appears to be using that same hatch symbol. Ensure the hatches are used in the areas that they are designating, are not too similar to hatching for other uses, and if appropriate add another legend to sheet C2.0 to designate what the hatches on that sheet are representing. 18. [32.6.1(e)(6)] Revise the site plan to provide details and dimensions for both the temporary construction fence and the permanent security fence. 19. [Comment] It appears that off -site easements will be required for changes proposed in this site plan amendment. Both construction grading and a permanent security fence are shown on the adjoining lot (TMP61-124131) on sheet C2.0. All off -site easement plats and deeds must be submitted to the county (under separate application and fee) for review, approved, recorded and proof of recordation provided to the reviewer prior to approval of this site plan amendment. 20. [Comment] See the attached comments from the other reviewers. The site plan will not be approved without the approval of the other reviewers. Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. The Code may be found on the County Attorney's website which may be found under "Departments" at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer.
