On this date, the above reference preliminary site plan has been administratively approved with conditions. The approval of the preliminary site plan is valid for (1) one year in accordance with Zoning Ordinance Section 32.4.3.1. Therefore, the preliminary approval shall expire August 13, 2005. If the preliminary site plan approval expires, a new application must be filed and processed. Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies to the Department of Community Development. This letter must be submitted with the tentative plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative plan will be denied. A submission and review schedule is attached for your information. The Erosion and Sediment Control Plan and the BMP Stormwater Management Plan, with the associated applications and fees, may also be submitted with the eight (8) tentative Plans. Failure to do so will result in a separate application to be filed with the Engineering Department at a later date. After the initial tentative plan submittal, each department /agency will contact you to discuss any remaining conditions. After all aforementioned department /agencies have granted a tentative approval, you may submit the final mylars (2 sets), one blueprint copy, final site plan application, final site plan fee, and a copy of all written tentative approvals to the Department of Community Development by 5:00 p.m. on any Monday. Assuming that the final site plan mylars reflect all tentative approvals, signing of the plans will occur within one week. The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in addition to the following conditions. The Department of Community Development shall not accept submittal of the final site plan for signature until tentative approvals for the following conditions have been obtained. The final site plan shall not be signed until the following conditions are met: A. Division of Zoning and Current Development: Zoning and Planning approval to include: ❑ [32.5.6.s] Prior to final plan approval, submit a plat showing: boundary line adjustment, temporary offsite grading easement (with TMP 78 -20), offsite drainage easement (with TMP 78 -20), travelway access easements, and reservation of greenway for future dedication upon demand of the County. ❑ [32.5.6.s]This site lies in the Monticello viewshed. Please coordinate your efforts with Kat Imhoff at 984 -9802 to determine what impacts, if any, this development will have on this important resource. ❑ [32.7.1.2] Show, label and dimension area of Greenway dedication. Please reserve or dedicate all of the area within your parcel which is in stream buffer. You may "reserve for future dedication upon demand of the County." ❑ [32.7.2.8] Safe and Convenient Access; Circulation; Pedestrian Ways; Parking Loading. Provision shall be made for sidewalks and pedestrian walkways which will enable pedestrians to walk safely and conveniently between buildings on the site and from the site to adjacent property... ❑ Extend the proposed 6' sidewalk east of the new building to TMP 78 -20. ❑ [32.6.60)] Prior to final plan approval, provide a description and photograph or diagram and show the location of each type of outdoor luminaire that emits 3,000 or more initial lumens. Please be aware that installation of such luminaires in the future that are not shown on this plan shall require an amendment to this plan. ❑ [32.6.60)] [4.17.4(b)] Prior to final plan approval, include a photometric plan on the site plan demonstrating that parking area luminaires are in compliance with 4.17.4 b. ❑ [32.7.9] Prior to final plan approval, a landscape plan is required. ❑ [4.15.13] Be aware that all signs will require separate permits under 4.15 of the zoning ordinance. B. Division of Zoning and Current Development: Engineering approval to include: ❑ The site is exempt from Stormwater Detention requirements due to it's proximity to the 100 - year flood plain (17- 314C, F6). However, the Filterra units and their overflows may need to be adjusted to ensure their function. In addition, stilling pools or some other kind of energy dissipater will be required at the end of the SWM conveyance channels. [18- 32.5.6k] ❑ An erosion control plan, narrative and computations. [18- 32.7.4.3, 17 -203] ❑ A completed application and fee for erosion control and stormwater management. [17 -203, 17 -303] ❑ A stormwater management /BMP plan and computations. Computations must include water quality and detention routings for the 2yr and IOyr storms. [17 -304] ❑ A completed stormwater management facilities maintenance agreement and fee. [17 -323] ❑ Drainage computations. [ 18- 32.7.4, Policy] ❑ VDOT approval will also be required for final site plans and computations must accompany site plan submittals. 2 C. Albemarle County Fire & Rescue approval to include: ❑ Conditional approval can be made if the plans are revised to show a non - combustible (313) construction type. D. Albemarle County Service Authority approval to include: ❑ Remove dumpster pad from sewer easement. ❑ Provide plumbing info for sizing water meter. ❑ Backflow prevention device required. ❑ Provide profile view showing the change in grade over the sanitary sewer main. E. Virginia Department of Transportation approval to include: ❑ The guardrail transition should be at an 8:1 and terminate with a Standard GR -9 at the back of sidewalk. This would appear to be off of the right of way, therefore an easement or additional right of way will be necessary. ❑ The final plan will need to indicate the pavement design for the widening, which should consist of 8" # 21A, 6" BM -25 & 1 1/2" of SM -9.5A If you have any questions, please do not hesitate to contact me.
