Subject: EcoVillage Charlottesville—Critical Slopes Impact Review
The critical slope waiver request has been reviewed. The engineering analysis of the request follows:
Description of critical slope area and proposed disturbance:
The critical slopes proposed to be impacted were created during the construction of the athletic field and
are stabilized with turf The applicant is proposing to grade critical slope to provide an access road to the
proposed wireless service facility.

Exemptions to critical slopes waivers for driveways,roads and utilities without reasonable
alternative locations: This disturbance is not exempt considering there is already a driveway serving the
single-family home.
Compliance with Zoning Ordinance 18-4.2:
"movement of soil and rock"
The existing slope is stabilized with turf and small volunteer trees and shrubs. Proper slope grading,
control of drainage,ESC measures, and vegetative stabilization will minimize movement of soil.
"excessive stormwater runoff'
The applicant will need to address stormwater runoff during the VSMP permitting process.
"siltation"
This project will require VSMP permitting and bonding. Inspections and bonding by the County will
ensure siltation control during construction.Proper stabilization and maintenance will ensure long term
stability.
"loss of aesthetic resource"
This area is visible from Rio Road. The critical slopes were created to construct Rio Road and the
driveways serving the parcel and adjacent properties. The applicant is proposing to reestablish
screening of the site.
"septic effluent"
The development is proposing to connect to public sewer. If not required, it is recommended that the
existing home(s) also connect to public sewer and that the existing septic tank is pumped and
abandoned.
Based on the review above,there are no engineering concerns which prohibit the disturbance of the critical
slopes as shown.
