Should I send another? It definitely looks like there is a $75 fee for F&R. Note that I never did receive any comments from them on the first submission. A preapplication plan is a separate application from a site plan. There is no resubmittal of a preapplication plan. A preapplication plan is intended to be a 'red flag' 10 day review of a proposal to identify any major issues. Since it is only a 10 day review, it is not a full review and only reviews major elements. A minor site plan amendment is a separate application and has a 45 day review, and must meet all requirements of 18-32 and related requirements in 18-4. The preapplication plan submittal did not have a separate F/R fee. The minor site plan amendment does. You would receive comments from all reviewers prior to site plan approval. You need to submit a minor amendment application and the associated fees. The application is linked in the previous paragraph. Attached is the site plan review manual with more detailed instructions. Note that you would only need a minor amendment, not initial and final site plans, but the minor amendment must still meet all code requirements. 2. The site is served by a well (you can see the well house on the site plan just up against the eastern property line.) I made a site visit with the MEP folks and it certainly appears to be functional. It also uses a private sewer served by Cavalier Septic. I'm struggling with the language structure in Section 22. Offices are permitted by right, except when not served by public water and sewer, correct? That is correct — all of the uses allowed by -right in the C-1 district are only by special use permit if the use uses more than 400 gallons per site acre per day. 3. Regards water use rates, since for some reason the state code doesn't specify a rate for offices, local governments here in the Valley use 0.1 gpd/gross square foot. This would seem to be more accurate than an acreage basis since an actual building is proposed. Even more accurate is the head count of actual occupants--4 persons. There may be occasional meetings that temporarily expand the occupancy to 8 persons. Please let me know which criteria is to be used and if a SUP is required. I've asked Zoning to make a determination on whether a SP is needed, based on the number of employees. You can still submit a site plan while this determination is being made and we can start reviewing it. 4. Please provide additional references to what is meant by a Tier 3 and Tier 4 groundwater study. Following those references leads me to the VSMP language in Section 17-404 etc. VSMP would not appear to apply to this project since we are disturbing less than 10,000 sf. Groundwater studies are different than VSMP requirements.
