The ARB completed a conceptual review of the architectural design (ARB-2019-73) on August 5, 2019. Comments made at the August 5 meeting are included in the Analysis section of this report. CHANGES SINCE THE LAST REVIEW The building design has been revised with alternate materials and different bay designs. Landscaping has been enhanced in some areas and reduced in others. Appropriateness of revised building materials and colors. 2. Proposed building massing and scale. 3. Visibility of retaining walls, retaining wall material/color. Staff recommends approval with the following conditions: 1. Revise the Cobble Stone siding color to one that is warmer and more muted to blend better into the landscape. 2. Consider using a stone veneer that emphasizes the warm color tones of the nearby hospital. 3. Coordinate submitted material samples with materials and colors listed in the color rendering packet and the line drawing elevations/notes. 4. Specify colors in the Elevation Key Notes. 5. Identify mechanical equipment on the plan. 6. Add the standard mechanical equipment note to the architectural elevations. Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. 7. Revise the site plan to clearly indicate all tree preservation areas and show adequate tree protection fencing. 8. Consider a retaining wall block color that blends better with the landscape. Anchor Diamond Pro "James River" has been approved for other Entrance Corridor locations. 9. Revise the lighting plan to specify a warm white light (2700-3000K). 10. Reduce the height of parking lot pole lights to 20' maximum, including bases. 11. Add the standard lighting note to the plan. "Each outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one halffootcandle." 12. Provide trees, 40' on center, 2-'/2" caliper at planting, along the full parcel frontage of Peter Jefferson Parkway. 13. Shift trees to locations outside of utility easements. 14. Consider revising the Eastern Red Cedar screen to a mix of trees for a more natural appearance.
