The only issue I see is related to the new easement on the adjacent property. Alex, do you mean Tax Map Parcel 062A1-00-OG-002AO? If so, I will have to check and see how we can proceed. Those owners will most likely need to sign off on the plat in order for us to approve it. I am responding to this e-mail and your question about the bond. It appears that the plan is to construct the sewer prior to the subdivision plat being approved. Jeremy Lynn is currently reviewing the sewer plan and will have comments out shortly. It appears that the alignment may shift some on the adjacent property due to the existing trees that are in conflict. In reviewing the changed alignment it may reduce the cost of construction as well. With that said, a new easement will need to be shown on the adjacent property. We need to verify that the county will allow this easement to be shown on the subdivision plat that is currently under review in lieu of a separate plat that would need to go through county review. The tricky part about showing it on the subdivision plat is that it can't be approved until the sewer is installed. The sewer cannot be dedicated to the ACSA until the plat is approved (since it shows the easement on the adjacent parcel as well as the parcel being subdivided). I would propose the following (pending county approval) sequence of events to get everything in place: • Obtain ACSA sewer plan approval. • Show the new easement on the easement plat and take it through the review, holding up approval until construction is complete. Add a note that ACSA Sewer Improvements shall be dedicated to the ACSA prior to the issuance of a building permit. • Construct and test the sewer. • ACSA will provide documentation that the improvements have been constructed, tested and are awaiting dedication. • County will approve the subdivision plat. This will trigger the utility bond. The ACSA would set the bond at 20% of the overall sewer cost (to ensure dedication). The bond would be obtained by the applicant. • The applicant will record the plat and will complete dedication of the sewer to the ACSA. • When a building permit is filed the ACSA will approve (as long as dedication is complete). I'll send you any comments I receive from them. I have CC'd Alex Morrison with ACSA so we can get everything straightened out related to construction of the manhole and extension of the existing sewer line on Lot 113. 1 think the answer is that you will need to obtain approval of your ACSA construction drawings, and then construct the extension and manhole. Once ACSA confirms that the construction is complete, we can approve the final plat as long as it shows a new public easement over those improvements. In accordance with Chapter 14, Section 434, you would need to submit the following certificates demonstrating that the improvements are complete: A. Certification regarding all completed improvements. The subdivider shall submit to the agent a certificate of completion of all of the improvements prepared by a professional engineer or a land surveyor, to the limits of his license, and B. Certification of payment. The subdivider shall certify to the agent that all of the construction costs for the improvements, including those for materials and labor, have been paid to the person constructing the improvements. Cameron, Hope all is well. Please find the attached Norhtfields Plat for your review. I think we have addressed all comments and your questions below. Basically the New Permanent Sanitary Sewer Ea of the existing one to a point 10' beyond the proposed manhole. We did additional topographic work and determined gravity feed to the new manhole. The new lot has not choice but to pump. The lower floor of a new house would hay existing structures floor elevation in order to have all. My feeling is that would be just ugly and my goal is to have tl "spirit" of the subdivision. There will be no easement across the front at this time. His neighbor has not decided yea On the plat you will notice Note #13 talking about setbacks. I think we all agree that the new ordinance doesn't really fit this situation and after discussing with Kirk he suggeste( the house down Old Brook Road that actually fronts on the same road. Like the City's infill classification he believe,, the homes 500' each way and the key being, they front on the same road. As I explained to Dararck and Terry, I belie as well as the ordinance is to closely conform to the others even if the closest house is about a twelve hundred feet a, give and take. A 70' setback is going to look butt ugly but to use the house we measured at #1515 Old Brook at 44.7 the middle between these two properties decides to do the same then the future house would be nearly 500 feet from the "spirit" being a front setback of 45 feet. My final question and this may need ACSA input. What does Darrack need to do to exercise Option 1 below so we are not having to create multiple plats? Hope this all makes sense. The 10' lateral easement back to the proposed Lot 1C easement, and the 10' easement extending across Lot 16 and connecting to Lot 1A can be private as well. There are two options in the Ordinance to get to plat approval: 1. Section 14-434 Completion of on -site improvements required prior to plat approval. Meaning that the all portions of and manhole that will be within the public easement and dedicated to the ACSA will need to be constructed prior to 1 2. Section 14-435 Agreement and surety. The portions of the sewer line extension and manhole that will be within the dedicated to the ACSA will need to be bonded. One question I have is in regards to Lot 113: will the house also be connecting to the sewer line, or will it still use the existing s version of the plat did not show where the existing drainfields are located for the septic system on Lot 1B. If the house won't sewer, all the drainfields need to be within the residual lot boundaries of Lot 113, and I will need to forward the plat to VDH fc approval. If it will be connecting to sewer, we still need to see the locations of the drainfields. If the drainfields are within th Lot 1C, then the public sewer and private sewer line to the house on 113 will need to be constructed prior to final plat approve I know this is a lot of information, but please let me know your thoughts.
