My last review comments were sent out back on October 3, 2017. ACSA had not yet completed their review, but they emailed me last week. Please see the attached email between Alex Morrison and I. ACSA has some revisions required to the plat based on the approved sewer alignment. Now that ACSA has approved the sewer construction plans, are you planning to build the sewer before submitting the plat for approval? Or were you going to pursue bonding of the improvements? All of the Planning comments from the first review have been addressed. Good news - zoning approved the proposed front setback for the new lot 1C. Per our email discussion with ACSA earlier this month (September 131h-15th) there are some required sewer alignment changes required on the adjacent lot, TMP 062A1-00-0G-002A0. As a result, there are five new planning comments that need to be addressed. I spoke with Alex Morrison at ACSA last Thursday 9/27 and he was still working on his review. I will forward you any comments I receive from ACSA. I'd suggest you wait to re -submit the revised plats until after ACSA makes their comments in order to ensure everything gets addressed. Basically the New Permanent Sanitary Sewer proposed manhole. The 10' lateral easement back to the proposed Lot 1C can be a private easement, and the 10' easeme There are two options in the Ordinance to get to plat approval: 1. Section 14-434 Completion of on -site improvements required prior to plat approval. Meaning that the all portior and dedicated to the ACSA will need to be constructed prior to final plat approval. The first submittal of this plat shows extending a 10' lateral private sewer easement across the frontage of Lot 113 along Northfield Road, and another 10' private lateral sewer easement to the proposed property line of the new Lot 1C. Will ACSA require these lines to be dedicated to public use and shown within public easements, or private lines within private sewer easements? I don't think we'd have an issue calling the easement that extends back to the proposed Lot 1C a private easement/line, and the line would only need to be constructed prior to obtaining a building permit. But the other easement, manhole, and line along Northfield Road will connect to an existing public sewer line that has been dedicated to ACSA through DB 1301, pg. 427. If either of those lines need to be conveyed to the ACSA for public use, then I believe Section 14-430 Dedication of water and sewerage systems and 14-434 Completion of on -site improvements required prior to plat approval come into play. This means that the sewer lines will need to be constructed before final plat approval, unless they bond the construction under Section 14-435 Agreement and surety. Let me know what you think. I would assume they will approve the subdivision plat if the sewer shown is noted as being constructed under a separate submittal, but will need to verify.
