Response Letter
Dear Mr. Perez:
We have reviewed your comments dated March 4, 2020 and made the necessary revisions.
Please find our responses to the comments below in bold lettering.
Planning (Christopher Perez):
1. [4.2, 4.2.3, 4.2.5, 33.44] The current design relies on critical slope disturbance
throughout the site. Prior to initial site plan approval, the Board of Supervisors shall act
on this special exception to permit the disturbance requested. The applicant shall
request deferral of the site plan till the Special Exception for Critical Slopes is acted on
by the Board of Supervisors.
Per letter dated March 16, 2020 from Megan Nedostup, the initial site plan has been
approved. The applicant will continue to pursue the Special Exception for Critical Slopes until
it is approved by the Board of Supervisors.
2. [LOD201900018, 32.5.2(b)] Determination of Use. Remove all reference to "community
center" from the site plan and replace the use with "Boys and Girls Club, operation of
before and after -school care provided on behalf of a public school". The structure may
be used for community center uses only if a special use permit for a community center
is approved. A special use permit has not been approved for this use.
The use has been revised. See Sheet C0.0.
3. [32.5.2(a)] The plan provides two different sheets labeled C4.0, revise to provide only
one C4.0 relabel the other sheet appropriately.
Sheets have been relabeled as requested. The second sheet C4.0 is now C4.3.
4. [32.5.1(C), 32.5.2(n)] Dimensions. Dimension the proposed building.
The proposed building has been dimensioned. See Sheet C4.1.
S. [32.5.2(b)] Height. Remove the proposed building height of "45 FT from lower level to
top of stairs" as the building heights are not measured from the rear of the building.
Building height information has been revised as requested on Sheet C0.0.
ENGINEERING I DESIGN I TECHNOLOGY
6. [32.5.2(a)] Provide the names of the owners, zoning districts, tax map parcel numbers,
and present uses of abutting parcels.
Owners, zoning districts, tax map parcel numbers, and present uses of parcels have been
provided for both the subject property and the abutting parcels on Sheet C2.0.
7. [32.5.2(e)] Landscape features. Provide the existing landscape features as described in
section 32.7.9.4(c).
Existing landscape features are labeled on the landscape plans. See Sheets 1-1.0 and 1-1.1.
8. [32.5.2(e)] Landscape features. On all plan view sheets provide labels identifying
whether the existing wooded areas are composed of evergreen, deciduous or a mix of
types of trees.

9. [32.5.2(f)] Indicate whether the site is located within the watershed of a public water
supply reservoir.
Indication that the site is located within a public water supply reservoir has been added to
Sheet C0.0.
10. [32.7.2.3] Sidewalk. Continue the proposed sidewalk further along Lambs Lane towards
Jouett Middle School.
Sidewalk has been provided within the site as well as adjacent to the site entrance. There is
currently no sidewalk in the vicinity of the project on either side of Lambs Lane to which the
proposed sidewalk can feasibly connect.
11. [32.5.2(i)] Streets. Provide the state route number of Lambs Lane. Provide the width of
Lambs Lane.
The state route number and width of Lambs Lane have been provided on Sheet C2.1.
12. [32.5.2(j)] Existing sewer facilities. Depict the existing sanitary sewer facility/pump
station that the proposed use is connecting to with a force main. Depict the existing
facility's location and size.
The existing sanitary sewer pump station has been shown on Sheet C2.1.
13. [32.5.2(m)] Ingress and egress. Show the distance to the centerline of the nearest
existing street intersection from the propped ingress and egress.
The distances to the nearest existing street intersections have been shown on Sheet C4.0.
14. [32.5.2(k)] Provide flow arrows in all storm drainage pipes.
Flow arrows for all storm drainage pipes have been shown on Sheets C5.0 — C5.2.
15. [32.5.2(I)] Depict, label, and dimension all utility easements.
Proposed utility easements have been shown on Sheets C4.1— C4.3. Proposed drainage
easements have been shown and labeled on Sheets C5.0 — C5.2.
16. [32.5.2(I)] Provide the location and width of any existing or proposed utilities and utility
easements including telephone, cable, electric and gas. Indicate the deed book and page
reference for all existing utility easements located on the property.
There are no existing utilities or utility easements impacted by the proposed project.
Proposed utilities and easements have been shown on the plans. See Sheets C4.1— C4.3 as
well as Sheets C5.0 — C5.2.
17. [32.5.2(j)] Provide the deed book and page references for any and all existing water,
sewer, wastewater or storm drainage systems easements that are located on the
property.
There are no existing utilities or utility easements impacted by the proposed project.
18. [32.5.2(p), 32.7.2.1] The proposed entrances shall be designed and constructed as
required by the standards of the Virginia Department of Transportation. VDOT approval
of the proposed entrances to the site shall be required prior to final site plan approval.
Per email with Adam Moore (3/10/20), VDOT's comment is a recommendation rather than a
requirement, as no permit is required to work on a bus loop road. We have reviewed both the
existing topography of Lambs Lane and proposed grading of the Boys & Girls Club entrance. In
order to not steepen Lambs Lane significantly, the proposed entrance has been set to mimic
the existing grades to the greatest extent practical. Proposed contours and slopes have been
provided on Sheets C5.1 and C5.4.
19. [32.5.2(n)] Any proposed outdoor lighting must be shown on the site plan. A
photometric plan and lighting cut sheets must be provided with the final site plan.
Proposed lighting must comply with requirements of Sec. 32.7.8 & Sec. 4.17 of the
Zoning Ordinance. In addition to meeting all lighting requirements a standard lighting
note will be required.
Site lighting and photometrics have been provided. See Sheets L3.0, L4.0, and L4.1.
20. [32.5.2(n)] If there is to be a sign for the proposed use, on the final site plan depict and
label the sign location. (Depicting the sign on the final site plan is not approval of the
sign location or type).
A sign is proposed near the entrance off Lambs Lane. See Sheet C4.2.
21. [32.7.9.5] Street trees. Provide street trees in the 6' landscape strip adjacent to the
sidewalk which connects to Jouett Middle School.
Street trees have been provided. See Sheet 1-1.1.
E911 (Brian Becker):
1. No Objection.
Albemarle County Building Inspections (Michael Dellinger):
1. Note 29 Sheet C-1 is incorrect, reflect proper codes.
Note 29 has been revised on Sheet C1.0.
2. In addition to the accessible vehicle signage on Sheet C1.1, provide detail of accessible
parking spaces along with access isles.
A detail for accessible parking spaces has been provided on Sheet C1.1.
3. Add the following note to the general notes page:
Retaining walls greater than 3 feet in height require a separate building permit. Walls
exceeding 4 feet in height require a stamped engineered design also. Walls require
inspections as outlined in the USBC.
The requested note has been added to Sheet C1.0.
4. Add the following note to the general notes page:
ALL water lines, sewer lines, and fire lines from the main to the structure MUST have a
visual inspection performed by the building department.

Albemarle County Dept. of Fire Rescue (Shawn Maddox):
1. A knox box will be required, please add a note indicating this requirement.
A note has been added to Sheets C4.1— C4.3.
2. The access road along the rear of the structure and the travel lane along the front of the
building must be marked as a fire lane.
Fire lane markings have been added to the access road in the rear of the structure as well as
the travel lane along the front. Painted curbing and fire lane signage are proposed for the
travel lane along the front of the building. Because the access road along the rear is only
proposed for emergency access, only fire lane signage has been proposed for this area. See
Sheets C4.1— C4.3
3. ISO needed fire flow must be provided.
ISO needed fire flow will be provided in a future submission.
4. A current fire flow test must be provided prior to final acceptance.
A fire flow test has been provided on Sheet C1.2.
VDOT (Adam Moore):
1. Slope of intersection appears to be in excess of 8% and does not meet the minimum
requirements for intersecting crossroad grades. (See RDM pg. F-48, section 4, pg. F-88 &
AASHTO Green Book, section 9.4) Suggest pulling the proposed contours up the road to
allow for a landing area at the intersection.

Albemarle Countv Engineering Services (John Anderson -Engineer):
1. VSMP/WPO plan approval is required prior to Final Site Plan approval. WPO202000005
is under review. Note: Applicant made critical slopes waiver request; based on
information submitted, including Applicant email, 02/27/2020 4:05 PM, Engineering
supports critical slopes waiver request.
Acknowledged.
2. Stream buffers exist on parcel. Requirements listed at Ch. 17, Article VI, Stream Buffers,
apply.
Acknowledged. The stream buffer has been shown and labeled on Sheet C2.1.
C1.1:
3. Flush curb detail indicates —10" base. Please confirm depth of base and identify base
material (asphalt, asphalt type; stone type).
Curb details on Sheet C1.1 have been updated to match VDOT standards.
4. Similarly, VDOT Std. CG-3/CG-2 details indicate —10" base, each typ. section. Identify
base material and depth of each layer if base is a mixed stone/asphalt composite.
Curb details on Sheet C1.1 have been updated to match VDOT standards.
5. C1.2: Include VDOT SL-1 detail (safety slab).
VDOT SL-1 detail has been provided on Sheet C1.2.
6. C2.0: Show and label stream buffers.

C4.0:
7. This plan sheet appears twice; please label 2nd occurrence C4.3.
The sheets have been relabeled as requested.
8. Revise CG-2 to CG-6 along south side of heavy-duty asphalt access, S side of building.
Gutter is required to convey drive aisle/access/parking area storm runoff. Curb alone is
insufficient. (18-4.12.15.g.)
CG-2 has been replaced with CG-6 along the southern side of the access road. See Sheet C4.1.
9. Label Jouett MS main building, to orient project.
Jouett MS has been labeled on Sheet C4.0.
10. Label Ivy Creek School main building.

C4.1:
11. Since proposed 8' (Max. ht.) retaining wall N of main parking area supports
infrastructure (parking), sealed geotechnical retaining wall plans are required prior to
FSP approval. Please ref. retaining wall checklist for plan reviewers (Attached).
Acknowledged. Sealed retaining wall plans will be submitted with future submission.
12. Label typical narrowest width dimension of 19 proposed curvilinear parking spaces.
Typical parking space dimensions have been provided on Sheet C4.1.
13. Provide bollard at double -doors opening to 5' sidewalk and flush mount curb on south
side of building to protect occupants existing blindly to sidewalk without visibility east,
of approaching vehicles. Place left of door, on exiting. Recommend bollards both right
and left. At a minimum, provide bollard to left on exiting.
Bollards have been added as requested. See Sheet C4.1. A detail for the bollards has been
provided on Sheet C1.0.
14. Provide evidence of coordination and approval from ACSA concerning design approval
of sanitary sewer pump station connecting via 6" new force main to Ex. Pump station
alongside Jouett Middle School.
Sanitary sewer pump station and force main plans have been submitted to ACSA with this
submission. See Sheets C8.0 — C8.3.
15. Consider sequence and pedestrian safety needed during force main construction.
Provide narrative and details to protect visitors to Jouett MS (parents, teachers,
students, etc.).
Sequencing and safety will be at the forefront of construction. Force main construction
adjacent to Jouett will most likely take place during the summer, when parents, teachers, and
students are not present. Additional notes have been provided on Sheets C8.0 — C8.3.
16. (C4.1, C5.0, C5.2): Label proposed storm lines downstream of 70-1f and 700-1f x 96" DIA
CMP underground detention systems public drainage easements. Provide easement
plat, showing SWM facility, facility access, and public drainage easements. Public
drainage easement must extend to a natural drainage feature, or to the property line.
Storm easements have been shown and labeled on Sheets CS.O — CS.2. An easement plat will
be provided with a future submission.
17. For both detention systems, provide overland relief to protect improvements against
flooding, and critical slopes against erosion in event of weir plate obstruction. Design
overland relief to convey 10-year event. Assume complete bypass of systems, should
one or both become non -operational.
SWM1 would overflow to structure 202 if the weir plate was obstructed. In this case, this
overflow drainage would make its way south and end up in Ditch C, which would then convey
it to SWM2. If the weir plate in SWM2 became obstructed as well, the drainage would
overflow to structure 402. This structure is more than 1' below the adjacent building FFE, so
no impact to the building is anticipated. Ultimately, this drainage would overtop the curb and
sheet flow south down the slope. Due to the proposed grading, this overflow drainage would
not channelize.
While it is important to consider all possible outcomes, it is very unlikely that this situation
would occur; Boys & Girls Club will enter into a Stormwater Maintenance Agreement with the
County to ensure that the underground detention systems maintained and monitored so that
the weir plates never become fully obstructed. For this reason, and those listed above, we
believe adequate protection is provided for both site improvements and critical slopes.
18. C4.1, C5.0, C5.1: Revise CG-2 to CG-6 at all locations where storm runoff collects against
a curb. CG-2 alone is insufficient. (18-4.12.15.g.)
CG-2 has been replaced with CG-6 where collecting storm runoff. See Sheets C4.1— C4.3.
19. Recommend revise parking drive aisle grade slightly, provide DI at pipe 209 intersection
with CG-6 (rev. CG-2) in front of N side of building. Proposed grade requires exact
construction to bend drive aisle runoff between contours 543 and Str. 206. A more
reliable design (a recommendation) is to direct runoff to a new DI at pipe 209 (rev. CG-2
to CG-6 between Str. 234 and new DI, then CG-2 after new DI); then, after new DI,
provide grade directing runoff to Str. 206. Water flowing across a paved surface tends to
travel straight. A likely better long-term drainage design that more nearly meets
expectations for pavement/drainage performance is to collect runoff traveling west at a
new DI, then collect runoff traveling north in parking aisle/areas N of the building.
Collection of concentrated flow at main entrance to facility avoids ice which is likely
consequence of sheet flow over this distance, west then north, if proposed pavement
grade is constructed. At entrance to the building, pipe 209 is immediately below, and for
slight expense, a DI may greatly reduce risk to patrons, including children unaware of
risk or hazard of black ice in winter.
Ditch F has been added to ensure that additional drainage does not make its way to the drive
aisle directly in front of the building. Additionally, CG-6 has been added to the entirety of the
eastern internal parking island to more effectively convey the water coming down the sloped
drive aisle to structure 206. As a result of these improvements, we do not believe an
additional structure is needed in front of the building.
C4.1, C4.2:
20. Label underground detention systems. If Mfr. System, include name of Mfr. In plan or
profile view. (If Mfr. System, for VSMP/WPO plan, include recommended installation
guidelines, maintenance, and periodic inspection guidelines.)
Underground systems have been labeled. Mfr. system details will be provided with a future
submission.
21. For VSMP and final site plan, ensure manway entries to underground facilities permit
visual check of weirs without entry. Manways should provide check of SWIM facility
operation, especially weirs. Do not place SWIM facility manways in a designated parking
or loading space.
Manholes are provided near the weir plates for both SWM facilities that would allow visual
check of weirs without entry. Neither manhole is located within a designated parking or
loading space. See Sheet C5.0.
22. Add FM (force main) size descriptor (6" DIA).
FM size and material descriptor has been added to Sheet C4.2.
23. Ensure Nyloplast pipes and risers are identified and labeled. Provide Nyloplast typical
construction installation and periodic maintenance and inspection guidelines.
Nyloplast structures have been labeled on Sheets C7.0 and C7.1. Periodic maintenance and
inspection notes have been added to Sheet C1.0.
24. Provide drainage calculations (LD-229, LD-204) for all storm pipes and inlets.
Drainage calculations have been provided for all storm pipes and inlets with this submission.
25. Provide, show, label basketball court fencing.
Fencing has been shown and labeled on Sheet C4.2.
26. C4.3: Label loading area/s, if any.
Bus loading/unloading areas have been shown on Sheet C4.1.
C5.0:
27. Revise proposed contours, consistent with grading required to install Ditch B.
Grading for Ditch B has been shown on Sheet C5.0. A cross section, as well as ditch
calculations, have been provided on Sheet C5.1.
28. C5.0, C5.2, proposed 2:1 slopes on critical slopes do not, for the moment, appear to
include reverse slope benches. Ensure contours and labels guide construction of reverse
slope benches.
Notes have been added to all grading sheets requiring that fill slope benching is provided
where proposed slopes are 2:1. Details for the proposed slope benching have been provided
on Sheet C5.2.
29. Provide EC-3, pipe or concrete channel section at proposed 90-degree change in
direction of runoff proposed for Ditch D.
Ditch D has been revised with an additional drainage structure at the 90-degree change in
direction. See Sheet C5.0.
30. (C5.0, C5.1, C5.2): Provide guardrail (VDOT GR-1) with typ. Details along south side of
heavy-duty asphalt access located on south side of building. Although CG-2 is proposed,
proposed grading is an unrecoverable slope. Guardrail is required.
VDOT guardrail has been provided along the south side of the access road. See Sheet C4.1.
31. C5.2: Revise aisle grade on south side of building between contour elevations 534 and
516 to concentrate flow against CG-6 curb (revise CG-2 to CG-6) for reasons of
practicality and safety stated elsewhere. Proposed grade assumes sheet flow over 18-ft
vertical interval when effort should be made to eliminate runoff from this drive aisle
(place against curb) rather than design to spread runoff across entire width of the drive
aisle.
Aisle has been graded so that the southern side is 2% lower than the northern side.
Additionally, CG-6 has been provided along the southern edge to convey drainage. See Sheet
C5.3. Drainage will concentrate along the CG-6 until it reaches structure 402.
32. C5.0, C5.2: Label proposed slopes (3:1, 2:1) south and west of building. Slopes steeper
than 2:1 are impermissible.
Slopes have been labeled. See Sheet C5.2.
33. Engineering recommendation to approve waiver to impact critical slopes (south and
west of building) requires design incorporate construction standards at 18-30.7.5,
including reverse slope benches.
Acknowledged. Notes have been added to all grading sheets requiring that fill slope benching
is provided where proposed slopes are 2:1. Details for the proposed slope benching have been
provided on Sheet C5.2.
34. Increase separation between pipe 303 and back face of retaining wall, especially at NW
end of wall; see image.
Separation between pipe 303 and the back of the proposed retaining wall has been increased.
See Sheet C5.0.
35. Provide and define ditches/channels formed by proposed/existing contours N of
playfield, and elsewhere (blue arrows, images below). Note presence of critical slopes
immediately downslope of many locations.
Grading has been revised so as not to channelize water where proposed grade meets existing
grade. See Sheet C5.0.
C5.1, C5.2:
36. Provide channel design for ditches formed by existing /proposed grade. Ref. images,
below.
Grading has been revised to limit channelization of water where proposed grade meets
existing grade. In the case shown below (Sheet C5.2), an existing channel exists in this area.
Proposed grading mimics existing grade to the largest extent practical, while reducing
channelization in the proposed condition.

37. Show full extent of proposed grade, south of SE corner of basketball court. Grade=?
An inset has been added to Sheet C5.2 to show full extent of proposed grade.
C5.4:
38. 18-4.12.19.b. (Drainage Plan checklist, drainage item 7): Revise contours to prevent
storm runoff running through dumpster enclosure. Recommend direct pad to drain to a
surface stone (French) drain to right of pad, then exit surface drain via curb cut to drive
aisle surface. Minimize contamination of stormwater runoff due to contact with solid
waste.
The dumpster area has been regraded, and a drain has been added (structure 244) to collect
runoff from the enclosure. See Sheet C5.0.
39. Consider highlight section downslope runoff without, in most cases, defined grade to
intercept runoff prior to curb, or sidewalk. Provide capture/conveyance in locations with
7', 10' or 15' vertical interval leading to sidewalk, curb, basketball court, or heavy-duty
concrete.
Ditch E has been added to direct drainage towards structure 216 rather than onto the
sidewalk and basketball court. Ditch F has been added to direct drainage towards structure
232 rather than onto the drive aisle. See Sheets C5.1— C5.2.
40. Provide curb or hardscape edging between earth slopes and heavy-duty concrete east of
main building (image, above).
A curb has been added as requested. See Sheets C4.1— C4.2.
C7.0, C7.1:
41. Recommend plan note emphasize compaction requirements beneath pipes or MHs
entirely in fill section; prior VDOT specification would be appropriate. (Str. 402, 404,
501, RD3, nearly all Str. 412 — SWM2A):
A note has been added to Sheet C7.0 as recommended.
42. Include safety slab label in storm profiles for MH ht. >12-ft. Str. 102, 108, for example.
Safety slabs have been called out for MH ht. >12'. See Sheet C7.1. VDOT SL-1 detail has been
provided on Sheet C1.2.
43. Recommend VDOT anchoring of storm pipe that approaches 16% grade. Conservative
design, care, and precautionary measures for storm pipe installed at steep grade on
critical slopes are appropriate. VDOT drainage manual, p. 9-37.
The proposed outfall pipe layout has been revised so that the slope does not exceed 12% at
any point. As a result, VDOT anchoring is not required.
44. SWMI — Str 100: Label reverse slope bench.
A note has been added to profile Sheets C7.0 and C7.1, calling out the required slope benching
on all proposed 2:1 slopes. The note references the slope benching details provided on Sheet
C5.2.
45. Label SWM1 and SWM2 in plan view (C5.0).
SWM1 and SWM2 have been labeled on Sheet C5.0.
46. Show/label riprap in profile at outfall Str. 100.
Riprap has been shown and labeled in profile on Sheet C7.1.
