Subject: LOR#2 — SDP201700004 Old Trail Blocks 5, 20, and 21 — Final
The County of Albemarle Planning Division will grant or recommend approval of the Letter of
Revision referenced above once the following comments have been addressed. Code numbers
included below refer to Chapter 18, the Zoning Ordinance, of the Albemarle County Code unless
otherwise specified.
[32.5.21 The phasing lines depicted on sheet 1 of the LOR need to be revised. Phase lines
cannot cut through the middle of parking spaces, as is shown in front to Building 100. In
addition, phase lines must include the entirety of the subject parcel(s). Extend the phase
lines to the property boundaries (as well as any improvements done in the right-of-way)
to incorporate all portions of the property (i.e., the biofilters and areas along the stream
buffer need to be incorporated into Phase 1 or other appropriate phase).
In addition, the parking lot beside Building 100 should not be included in Phase 1, while
work is proposed to continue on that building into Phase 2. For a phase to be considered
complete and CO issued, all construction materials (e.g., dumpsters, trucks, equipment,
etc.) must be removed and the area able to be open for public use; it cannot be used as a
staging area for further construction. It is recommended that the parking lot beside
Building 100 be incorporated into Phase 2, in addition to that building. (Also see
Zoning/Code Compliance comments.)
