Zoned Planned Development Shopping Center (PDSC), Entrance Corridor (EC) Owner/Applicant Allen & Allen Properties - Charlottesville LLCAVCWV, LLC (Greg DeBacker) Magisterial District Rio Proposal To construct a 3,739 sf car wash building and associated site improvements on approximately 1.05 acres. Context This portion of Route 29 is commercial in nature, with strip shopping centers, big box stores, the Rio Hill Shopping Center, and stand-alone fast food restaurants nearby. The majority of the commercial buildings in the vicinity are one story tall. Visibility Three sides of the building and site will be clearly visible from the EC (Route 29). The proposed building is 25' from the right-of-way and approximately 43' from the Route 29 edge of pavement. ARB Meeting Date October 21, 2019 Staff Contact Paty Saternye PROJECT HISTORY A zoning map amendment and final site plan were approved, and the existing building was built, prior to the creation of the Entrance Corridor (EC) overlay district. The ARB reviewed a number of sign applications for this property since 1990. A pre -application conference was held for this development on May 13, 2019. The original site layout presented at that meeting oriented the short end of the car wash building parallel to the EC, with open views of parking and equipment available from the EC. Staff recommended a change in the building orientation to better screen the equipment and to present more of a building front to the EC. The applicant incorporated this change into their proposal. The ARB reviewed the concept plan on September 3, 2019. The initial site plan was submitted five days prior to that ARB meeting. DATE APPLICATION/REVIEW TYPE RESULT 9/3/2019 ARB-2019-85: W4 Development Car Wash, The ARB reviewed this conceptual plan and building elevations. Advisory Review 10/21/2019 ARB-2019-1-02: W4 Development Car Wash, The ARB will review this initial site plan. Initial Site Plan Review Revisions since the 9/3/19 ARB meeting: The applicant submitted the initial site plan on 8/28/2019, prior to the 9/3/19 ARB meeting for the conceptual plan. Therefore, the majority of the ARB comments on the conceptual plan have not yet been addressed in the initial site plan submission. A summary of the changes is provided below. Since these two submissions are so similar the previous staff report has been revised to show the changes since the 9/3/19 ARB meeting in blue. Portions of the staff report that are blue and are shown with a sail ough are no longer relevant. Summary of changes since concept plan: 1. Additional parking spaces were added, and all parking spaces now show vacuum stations. A total of 31 vacuum stations are now shown. 2. The number of entry aisles has decreased to 2 and the number of islands shown with an auto sentry and gate was reduced to 1. 3. The dumpster has been relocated and is now closer to the EC, and therefore more visible. 4. An additional street tree has been added along the EC. 5. A new sidewalk and drive aisle have been added to connect the parking lot entry aisles and building. 6. The area of existing preserved trees has been greatly reduced. No additional trees have been proposed to meet the perimeter parking lot or interior street tree requirements. 7. Tree and shrub locations and numbers have been revised for the changes in the layout. 8. A retaining wall has been added along the west side of the property. Replication of the design of the important historic sites in the area is neither intended nor desired. The Guideline's standard of compatibility can be met through building scale, materials, and forms which may be embodied in architecture which is contemporary as well as traditional. The Guidelines allow individuality in design to accommodate varying tastes as well as special functional requirements. Building forms and features, including roofs, windows, doors, materials, colors and textures should be compatible with the forms and features of the significant historic buildings in the area, exemplified by (but not limited to) the buildings described in Appendix A [of the design guidelines]. The standard of compatibility can be met through scale, materials, and forms which may be embodied in architecture which is contemporary as well as traditional. The replication of important historic sites in Albemarle County is not the objective of these guidelines. the current proposal is not expected to fully screen the equipment. The proposed building utilizes materials and details found in the existing structures along this part of the corridor. The use of brick and stone, as well as the incorporation of a cornice and breaking the fagade into multiple bays, are found throughout this section of the EC. The architectural elevation sheets (01-A1 and 01-A2) specify most of the building materials and colors, but this information is incomplete. Proposed paint colors included in the walls are Sherwin-Williams "Reliable White" for the upper section of EIFS, and "Pavilion Beige" for the cornice. The proposed masonry colors for the walls are "Adobe Sands" for the Endicott Thin Brick Heritage Texture and "Alderwood" for the Eldorado Stacked Stone. Without actual samples for review, it isn't clear whether or not the color of the stone is sufficiently different from that of the brick to establish a distinctive base. No colors are specified for the metal awnings, and no material or colors are specified for the doors, including what appears to be a metal overhead door on the north end of the tunnel. The color renderings suggest that the colors, with the exception of the overhead door which is not shown, will be appropriate, but samples are needed to make a final determination. Regarding the Initial Site Plan: Staff recommends that the ARB forward the following recommendations to the Agent for the Site Review Committee: • Regarding requirements to satisfy the design guidelines as per § 18-30.6.4(2), (3) and (5): A Certificate of Appropriateness is required prior to fmal site plan approval. 1. Indicate on the drawings the material and color for the overhead door on the north side (exit) of the tunnel. Provide material and color samples for the canopies, vacuum equipment, and auto sentry and gate equipment. 3. Clearly specify if the large window area on the south end of the front of the building is an overhead door or a window. If it is an overhead door, it is preferred that it be glazed. 4. Show all structures and equipment in the site plan and renderings. Include vacuum canopies in all graphics to allow for a complete review. 5. Ensure that all structures are designed to appear fully integrated into the overall site. 6. Ensure that the material and color of the overhead door on the north side of the building is integrated into the design of the building and the character of the EC. If it is an overhead door, it is preferred that it be glazed. 7. Submit a window glass sample and specs with the next submission. 8. Add the standard window glass note to the drawings with the next submission: Visible light transmittance (VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 3001o. 9. Provide detail drawings and color samples for the vacuum and auto sentry equipment. 10. Provide in the plan all pay station and vacuum station -related elements (canopies, trash cans, lighting, pay stations, etc.). 11. Eliminate the under -mounted LED lights contained in the vacuum equipment. Provide drawings that confirm the lack of illumination. 12. Provide a dumpster screen detail in the site plan. 13. Ensure the dumpster is shown in the same location throughout all drawing sets. 14. Provide preliminary information on vacuum and pay station -related signage for review. 15. Revise the drawings to show where building- and car wash -related equipment is located. If the location is inside the building, note this on the plans. If located on the rooftop, provide a roof plan showing equipment locations, and show the equipment locations and heights on the elevation drawings. 16. Add the standard mechanical equipment visibility note to the drawings with the next submission: Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. 17. Provide a complete lighting plan for review. Include all building- and ground -mounted lights in the lighting plan. Include specifications and manufacturer's cut -sheets for all proposed light fixtures. 18. Remove the light fixtures shown above the three awnings in the middle bay of the EC elevation. 19. Provide large shade trees, 21/2' caliper at planting, in the planting island between the entrance drive aisle and the parking spaces to help screen the vacuum equipment. 29. Revise the planting height for the Inkberry and Yaupon Hollies to be at least a minimum of 24". 30. Provide shrubs or other vegetation along the front of the building. 31. Add the standard plant health note to the landscape plan: All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. 32. Provide a pedestrian connection between the internal sidewalk and the sidewalk along the edge of the EC. 33. Provide a label specifying the maximum height of the proposed retaining wall. 34. Revise the proposed contours such that they appear natural, rounded and do not have less than a ten -foot radius throughout the site and where they blend with the existing topography. 35.
