Our Responses are in bold italic text below each comment. PLANNING — Paty Saternye SHEET C0.0 1. Revise the coversheet to including the following information in reference to the previous and current review project numbers. a. Revise "Site Plan Amendment" on the coversheet to be "Minor Site Plan Amendment". Comment noted. See revised plans. b. Under "Minor Site Plan Amendment" in the title add "SDP202000005", which is the project number for this project. Comment noted. See revised plans. c. Add a note on the site plan cover sheet that specifies the previously approved site plans (SDP1996-100 & SDP1997-39 & SDP1997091). Comment noted. See revised plans. We have also elected to include this with our submission as a reference on Sheet C0.3 2. Add a "Scope of Work" on the cover sheet, which should be a bulleted list all of requested changes shown on the Minor Amendment. Also, add revision clouds around all changes proposed with the minor amendment on all sheets where the changes are shown. See revised plans. SHEET C2.0 3. [32.5.1(b) & 32.5.2(a)] Revise the site plan to ensure all plan views have a north arrow. The title labels on sheets C1.0 & C2.0 appear to include a north arrow designator circling around a number. However, on these sheets that "N" is not pointing north. Either add a north arrow to these two sheets or revise this "N" designator to be pointing in the correct direction. Commented noted. See revised plans. 4. [32.5.1(c), 32.5.2(a) & 32.6.1(e)(1)] Revise the site plan to include the bearing and distances dimensions for the parcel provided on the approved minor amendment SDP1997-91. Comment noted. See revised plans. 5. [32.5.1(c), 32.5.2.(d), 32.6.1(e)(2) & 32.6.2(c)] Revise the site plan to show the proposed contours. Comment noted. See revised Site Plan. 6. [32.5.1(c) & 32.6.1(e)(6)] Revise the site plan to a "typical" parking space size dimension in the plan views. Comment noted. See revised Site Plan. 7. [32.5.2(a)] Revise the site plan to: a. Show the owners name. The name on the site plan and the name on the County's GIS do not appear to match. Please ensure the current owner's name is listed on the coversheet. Comment noted. See revised documentation. b. Include all of the zoning designations next to the "Zoning:" under "Project Summary" on Sheet C0.1. The ZMA information as well as the other overlays L I N E —� (AIA, EC & Steep Slopes (Managed)) should be included in this area. Comment noted. See Sheet CO.0 for revisions. Include the magisterial district on the coversheet. Comment noted. See Sheet CO.0 for revisions. Show the "Benchmarks" information on sheet C0.1. It currently states "(see images above)" but there are no images above this note. Comment noted. See revisions on Sheet C0.1. f. Include the departing lot lines for TMP 61-124E2. Comment noted. See revised plans. g. Ensure that the title and page number of the survey sheet is consistent between the "Sheet List Table" and the title on the sheet itself. Comment noted. See revised plans. the names of the owners, zoning district, tax map and parcel numbers and present use of the abutting parcels. Comment noted. See revised plans. 8. [32.5.2(b)] Revise the site plan to: a. Show the correct proposed use. As discussed with the applicant, in Letter of Zoning Compliance (LZC2019-34) it stated that "A television broadcast studio is permitted as a byright office use on the Property. A zoning clearance will be required for the use." Since zoning considers the use to be "office" that is what should be listed on next to "Uses:" in the "Project Summary" and not "Industrial/Production" which is not allowed in the PD-MC. Comment noted. See revised plans. b. [LZC2019-34] Add a general note, and a note in the label(s) for the satellite dishes, that states that they can only receive and not broadcast. Comment noted. See revised plans. c. List the maximum amount of imperious cover on the site. Comment noted. See "Surface Coverage Information on revised Sheet CO.1 9. Show all existing landscaping for the whole site in the existing conditions Sheet C1.0 and include the required information/labeling for the existing plantings. Comment noted. All planting existing planting is shown on Sheet C1.0. However, for clarity and conciseness we have elected to add sheet C3.0 — Landscape Plan which indicates existing, original, additional and proposed landscaping elements. b. Include a plant schedule that incorporates all existing and proposed landscaping. These could either be in two different tables or combined into one table as long as it is clear what is existing and what is proposed. Comment noted. See Revised Plans c. Meet all of the same landscaping requirement met in the approved site plan. It appears that although some landscaping remains on the site, even though it is not shown on sheet C1.0, there is other landscaping that is no longer on planted within the site that was a requirement of the approved site plan. One example is a tree in one of the parking lot landscape islands. If there are some locations where there are reasons the tree or shrub cannot be replanted, or some species the owner no longer wishes to have on site, work with the planning reviewer to find an appropriate alternative location or species. Any tree not currently planted on site, that needs to be replanted to meet the previously approved landscaping requirements, should be shown as "proposed" with this minor site plan amendment. Comment noted. See Revised Plans 10. [32.5.2(i)] Revise the site plan to: a. Show Rio Road, its name, its state number, and its width. Comment noted. See revised plans. The width is variable. b. Show Rio East Court as public road and include its public road number. It appears from County's Road Name Index that this is no longer a private road easement. Comment noted. See revised plans. The width is variable. 11. [32.5.2(j), 32.6.1(e)(5), 32.6.2(d) & 32.6.2(g)] Revise the site plan to show all of the existing water, sewer and drainage pipes and their easement. This information has been provided to at least the level it was shown on the approved plan. 12. [32.5.2(I) & 32.6.2(g)] Revise the site plan to show all of the existing electric lines, easements and easement information (including Deed Book and Page Number). We do not have record of this. It was not provided on the original site plan. We are not proposing any changes to any of these items so this should remain in accordance with the approved site plan. We have reached out to Draper Aden and Associated, the Surveyor of Record and they have indicated that "It didn't turn up in our deed research, but we will do a little more research at the courthouse and let you know" If the County is aware of any documentation we request it be made known to us so we can include it. 13. [32.5.2(m)] Revise the site plan to show the distance to the centerline of the nearest existing street intersection from the proposed ingress egress, as shown on the approved site plan. Comment noted. This information has been provided to at least the level it was shown on the approved plan. 14. [32.5.2(n) 32.6.1(e)(6),& 32.6.2(i)] Revise the site plan to: a. Show the typical parking space dimensions. Comment noted. See revised plans. b. Revise the HC parking space detail to show the actual sizes of the spaces shown in the site plan. The detail shows van spaces 8' wide with an 8' wide access hatched area but the plan shows 11' wide spaces with a 5' wide access hatched area. Both are allowed, but the detail should match what is built. Comment noted. The portion of the standard detail identifying the 8., space has been crossed out. As it is not applicable. c. Show the width of the two drive aisles in the parking lot. Comment noted. See revised plans. Provide information on the timing temporary construction fencing. This fencing appears to reduce the available parking by 8 spaces, 5 below the minimum required, and therefore cannot be allowed while the business is open. If this temporary construction fence will be removed before the business is open, and before the certificate of occupancy is granted, then add a note or label to sheet C1.0 that specifies that. Response — Correct. During construction before operational. This has been clarified. [32.5.2(n) & 32.6.2(k)] Revise the site plan to show the location of all existing light free standing light fixtures on the site. It appears that there are many light poles, shown on the approved plan, that are not being shown on this amendment. Comment noted. See revised plans. 15. [32.5.2(n)] Revise the site plan to: Dimension the width of the existing sidewalks (as shown on the approved plan) and the two areas of proposed sidewalk. Comment noted. See revised plans. b. Clarify why the existing sidewalks do not appear to extend all of the way from the curb to the building on the proposed site plan. Both the approved site plan and the as built conditions seem to show that there is no landscaped area between the sidewalk and building. Comment noted. See revised plans. c. Show the handicapped ramps, as shown on the approved minor amendment. Comment noted. See revised plans. d. Dimension or label the heights of the dumpster enclosure walls. Comment noted. Detail 3 on Sheet C2.2 indicates the gate walls are 6' tall We have clarified that the walls of the enclosure are 6' tall as well. e. Provide a scale for the dumpster enclosure detail. Comment noted. See revised plans. Clarify if the dumpster location may be moved depending on the outcome of the "...pothole and identify lateral prior to installing dumpster enclosure." process. A permanent location for the dumpster must be shown. Any change in location would require some form of site plan amendment. Comment noted. We are confident to keep the dumpster enclosure where shown. g. Label all locations for the proposed bollards. Comment noted. See revised plans. 16. [32.5.2(r)] Revise the site plan to ensure the legend is complete and correct and that the hatches in the drawing correspond to those hatches/symbols. On sheet C1.0 there is a hatch for "Limits of Pavement Patch Repairs" that is not utilized in that sheet. However, a hatch is used in C2.0 that appears to be an area of grass or groundcover that appears to be using that same hatch symbol. Ensure the hatches are used in the areas that they are designating, are not too similar to hatching for other uses, and if appropriate add another legend to sheet C2.0 to designate what the hatches on that sheet are representing. Comment noted. See revised plans. 17. [32.6.1(e)(6)] Revise the site plan to provide details and dimensions for both the temporary construction fence and the permanent security fence. The safety fence is labelled with a smart tag and indicates the overall perimeter length. We feel this give the contractor enough information to properly protect the site but to adjust things for site conditions which may be realized during construction. Safety fence detail is shown in Detail 1 on Sheet C1.1 The security fence will be specified by the Architect to match the ARB package. The overall length of the security fence is called out. See revised plans. 18. It appears that off -site easements will be required for changes proposed in this site plan amendment. Both construction grading and a permanent security fence are shown on the adjoining lot (TMP61-124131) on Sheet C2.0. All off -site easement plats and deeds must be submitted to the county (under separate application and fee) for review, approved, recorded and proof of recordation provided to the reviewer prior to approval of this site plan amendment. For some reason the security fence was inadvertently shown on the adjacent property. That was in error. We have corrected this. L I N E + GRADE CIVIL ENGINEERING 113 4`h STREET NE, STE. 100 CHARLOTTESVILLE, VA 22902 LINE-GRADE.COM 874 Rio Road — Minor Site Plan Amendment Comment Response Letter March 27, 2020 1 Page 8 We have provided proposed contours, though in essence the plan is to replace the ground cover from asphalt to turf, and in doing so the grades will only be adjusted subtly. Nonetheless, we have provided proposed contours. There is no grading activities planned on adjacent properties. 19. See the attached comments from the other reviewers. The site plan will not be approved without the approval of the other reviewers. Comment noted. CDD ARB — Margaret Maliszewski 20. Evergreens are proposed at 6' tall. Taller planting height would further limit visibility of the antennae. Revise planting height to 8-10'. Comment noted. See Sheet C2.3 for revisions. 21. Adding evergreens towards the rear (north) of the site on the west side would help reduce visibility of the antennae. There appears to be some small open areas. Are these available for planting? Confirm if there are proposed changes in fixture counts. Fixture counts have not been increased. See attached documentation from the Architect. 26. RWSA has a water main that runs through this parcel, so they should be included with this review. The main is not shown. But it appears they've only surveyed a portion of this parcel. It appears that the main is not located on this parcel. It is adjacent to the parcel along Rio Road ROW. See revised drawings. RWSA — Victoria Fort SHEET C1.0 27. Please include R6WSA 18" Cl Waterline going through the south side of the parcel It does not appear that this main passes through the parcel. See revised drawing package.
