Bohler is pleased to submit on behalf of Chick-fil-A, Inc., the Minor Site Plan Amendment 2nd
Submission for the Chick-fil-A Store #1856. The following is our comment response letter
addressing comments received from various departments. Each comment is addressed and
responded to as follows:
Planninq Division — Brent W. Nelson
General
Comment 1: [32.5.2b] Information regarding the proposed use. Revise Sheet C-0.2 General
Notes and Legend to include the project description provided via email:
"This project proposes the following: construction of a +/- 370 SF building
addition to the rear of the building as well as a smaller +/- 20 SF addition at the
drive thru window; adding a second drive thru lane to the north of the building;
construction of two canopies in the drive thru for employee protection; relocation
of the accessible spaces to the east side of the building; and minor location of the
service laterals and equipment for the proposed addition. A letter of
determination (LOD201900033) in support of a modification to the minimum
parking requirement from 60 to 52 spaces was granted on 12/16/19"
Response 1: Sheet C-0.2 has been revised to include the requested information under
Project Description.
Comment 2: [32.6.2(h)] Contents of final site plan. Revise Sheet C-0 to include a signature
panel for signature by each member of the site review committee.
Response 2: Sheet C-0.0 has been updated to include a signature panel.

Landscape
Comment 3: [32.7.8.4] Provide a signed Tree Conservation Checklist on the landscape
drawing.
Response 3: Tree Conservation Checklist provided on Sheet C-7.0.
Comment 4: [32.7.9.4] Revise Sheet C1.0 Boundary & Partial Topographic Survey and
Demolition Plan to show all required landscaping shown on the approved
SDP2006-90 Site Plan Amendment. Ensure species of all planting are specified.
A number of plantings are no longer on site, show as existing in this proposed
minor amendment. If approved plantings are no longer on site, show them as
proposed with this site plan. Shrubs on the east and south sides of the building
along with six trees (three along Rt 29 and three along Woodbrook Drive) are not
shown as existing.
Response 4: Sheet C1.1 has been updated to include landscaping from approved plan
that exists in current conditions. Additional plantings have been proposed
with this site plan to include any landscaping from SDP2006-90 no longer
existing, see Sheet C7.0 for additional landscaping.
Lighting
Comment 5: [32.6.2(k)] Provide a photometric plan (including manufacturer's cutsheets)
showing all light fixtures (existing and proposed) including fixtures under the
canopies.
Response 5: Photometric plan has been included as Sheet E1.5.
Comment 6: Add the following note "Each outdoor luminaire equipped with a lamp emitting
3,000or more initial lumens shall be a full cutoff laminate and shall be arranged
or shielded to reflect light away from residential districts and away from adjacent
roadways. The spillover of lighting from luminaires onto public roads and property
in residential or rural area zoning districts shall not exceed one half foot-candle."
Response 6: Note added to Albemarle County General Notes on Sheet C-0.1.
Comment 7: Address all comments provided by other members of the Site Review
Committee.

Comment 3: Provide tree protection fencing for existing landscaping that is to remain and
show the tree protection fencing for the landscaping adjacent to the area of the
proposed improvements on sheets showing landscaping, proposed grading and
erosion and sediment control.
Response 3: Tree protection now shown on Sheets C-3.0, C-3.1, and C-7.0.
Comment 4: Provide the conservation checklist in the site plan.
Response 4: Tree Conservation Checklist provided on Sheet C-7.0.
Comment 5: Add the following note to the plans: "All site planting of trees and shrubs be
allowed to reach and be maintained at mature height; the topping of trees is
prohibited. Shrubs and trees shall be pruned minimally and only to support the
overall health of the plant."
Response 5: Note has been added as note #3 to Sheet C-7.0.
Comment 6: Provide a photometric plan and manufacturer's cut sheet for the site plan
showing all light fixtures (existing and proposed), including fixtures under the
canopies.
Response 6: Photometric plan has been included as Sheet E1.5, cut sheets are to be
provided as part of submission package.
Comment 7: Add a general note that states "Each outdoor luminaire equipped with a lamp that

Comment 8: Show all moved and relocated mechanical equipment on the site plan and label
them in the elevations. Show how visibility of all mechanical equipment will be
eliminated from the EC.
Response 8: Please see response provided by Hill Foley Rossi, attached with this
submission package.
Comment 9: Provide the mechanical equipment visibility note that states "Visibility of all
mechanical equipment from the Entrance Corridor shall be eliminated."
Response 9: Note added to Albemarle County General Notes on Sheet C-0.1.
Comment 10: Revise the building elevations to address the following:
a. Note #2 should specify that the color of any replacement coping is "To Match
Existing"
b. Note #3 does not appear to be utilized in the elevations and should be
removed.
c. In Notes #9 & 10 specify that the color are "To match existing brick".
d. In the elevations label which items Notes #16,20,21, & 25 apply to.
e. In note #23 gutters and deck panels are specified as white, but no white is
shown on the rendering. Please clarify if these components of the canopies
will not be visible.
f. In the Exterior Finish Schedule address the following:
i. In "BR-2" the color specified in "Tan", but the approved color is
Tan Velour". Either revise BR-2 to state "Tan Velour" or remove
the specified color of "Tan" and in its place include "To Match
Existing Brick".
ii. In "EC-1" Add "To Match Existing"
iii. For PT-T' provide a color sample.
iv. In "PT-9" specify the color of the paint and provide a color sample.
V. In "PT-21" two different colors are specified. Which color will be
utilized for the canopies? Of both colors will be utilized them
specify which components will be which color. Provide color
samples.
vi. Revise the elevations to show the location of "LHT-Y light
fixture(s).
vii. Provide a color sample for "PT-23B" and note comment #115
below.
g. Show all existing and proposed lighting fixtures and label those that are
proposed. The color of light fixtures should be provided in the manufacturer's
cut sheets included in the photometric plan.

Comment 11: The south elevations show two proposed doors. However, no information is
provided on the proposed doors. Either state in a note or the "Exterior Finish
Schedule" that they are "To match existing" or specify the material and provide a
color sample.

Comment 12: Provide information on the VLT and VLR ratings for the proposed window and
door glass. Ensure that the glass meets the required limits. Add a note stating
that the new doors and windows meet the following criteria: "Visible lighting
transmittance (VLT) shall not drop below 40% Visible light reflectance (VRL) shall
not exceed 30. "

Comment 13: Provide photos of the proposed heating/mechanical equipment that is mounted to
the underside of the canopies.

Comment 14: Ensure all exhibits include the date of the exhibit, and any revision dates, in the
title block.

Comment 15: Note that a separate sign application is required for all proposed signage. Signs
are not reviewed as part of the site plan process.
Response 15: Acknowledged.
Albemarle County Service Authority (ACSA) — Richard Nelson
Comment 1: There is a second water meter, used for irrigation, not shown on the existing
conditions page. This meter is located in the same area as the domestic meter.
Show the irrigation meter to be relocated as well.
Response 1: Per previous site plan (SDP2006-90) and field survey, irrigation meter is
located in landscape island not being demolished. See keynote 13 on Sheet
PS-1.0 for irrigation meter location.
Comment 2: Confirm if the proposed grade change is cut of fill and how much.
Response 2: Please see Sheet C-3.0 for proposed grading shown over existing.
Generally, grading shown east of ADA accessible entrance is cut varying in
depth, but not exceeding about 0.7' in drive aisle. Grading near the rear
entrance of the building is fill, not exceeding 0.5'

Comment 3: Water meter locations may not be in cocreate sidewalks.
Response 3: Water meter has been relocated to landscaped area adjacent to building,
see Sheet PS-1.0.
Albemarle County Building Inspections — Michael Dellinger
Comment 1: Add the following note to the general note page: All accessible features including
parking spaced and access isles must conform to ICC A117.1-2009
Response 1: Note added to Albemarle County General Notes on Sheet C-0.1
Comment 2: Add the following note to the general notes page: ALL water lines, sewer lines,
and fire lines from the main to the structure MUST have a visual inspection
performed by the building department.
Response 2: Note added to Albemarle County General Notes on Sheet C-0.1.
Comment 3: Add the following to the general notes page: All roof drains shall discharge in a
manner not to cause a public nuisance and not over sidewalks.
