RE: Conditional Approval of SDP201900030 Proffit Road Townhomes North — Initial Site Plan
Dear Mr. Shimp:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced site
plan.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final site plan for all or a portion of the site within one (1) year after the date of this
letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter
diligently pursues approval of the final site plan.
In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the
following approvals are received:
1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the
County of Albemarle.
2. Approval of all easements for facilities for stormwater management and drainage control.
The final site plan will not be considered to have been officially submitted until the following items are
received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. Applicable fee. See Sec. 35.1.
Please submit 13 copies of the final plans to the Community Development Department. The assigned
Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of
comments on the final site plan, please work with each reviewer individually to satisfy their requirements.
The Department of Community Development shall not accept submittal of the final site plan for signature
until tentative approvals for the attached conditions from the following agencies/reviewers have been
obtained:

1. [Comment] Process.
a. Road plans will need to be submitted and approved before the final site plan can be approved. Street trees
should be included in the road plans.
b. The ROW area proposed for dedication along State Route 649 will need to be dedicated prior to approval of
the final site plan.
2. [32.5.2(a)] Name of development. The plans demonstrate multiple names for the development. Please align all instances of
the development name to "Proffit Road Townhomes, North" as agreed via phone on May 23, 2019.
3. [32.5.2(a)] Zoning.
a. Note that this site is subject to the following zoning overlays: Airport Impact Area and Managed Steep Slopes.
b. Note that the site is subject to ZMA201800006 and include a description of all proffers associated with this
zoning map amendment
4. [32.5.2(d)] Steep Slopes. Show the location of Managed Steep Slope areas on the plan.
5. [32.5.1(c), ZMA201800006] Dimensions. Show setback lines on the plans and ensure that proposed buildings comply with
setbacks.
6. [14-401] Double Frontage. The proposed lots in Block A, Area 1 are creating double frontage lots which are prohibited by
the subdivision ordinances. Please submit a Special Exception application for approval of double frontage lots. Consult 14-
401 and 14-419 for standards.
7. [32.5.2(a)] ROW dedication. Provide distance and bearing measurements to demarcate the area intended for future ROW
Dedication.
8. [32.5.2(i)] Streets and travelways.
a. Work with E911 to identify and finalize street names for the proposed roadways
b. There appear to be two rights -of -way lines shown on Lots 8-17. Was this intentional?
c. Provide rights -of -way widths
9. [ZMA201800006] Street and travelway alignment. The 2018 ZMA required inter -parcel connections. Adjust the upper
east -west rights -of -way connection to avoid the existing grave site. (Note: Any curve in the road will need to have a
minimum radius of 200ft to be accepted by VDOT.)
10. [32.5.2(m)] Ingress and egress. Show the distance to the centerline of the nearest existing street intersection from the
proposed ingress and egress.
11. [Albemarle County Engineering Policy] Indicate the available sight distance for entrances and left turn lanes.
12. [32.5.2(b)] Parking schedule. Provide a parking schedule noting both the maximum amount of parking required and what is
being supplied.
13. [32.5.2(n)] Parking dimensions. Provide dimensions for on -street parking spaces and typical driveways.
14. [32.5.2(n)] Paving materials. Indicate the proposed paving materials for all walks, parking lots, and driveways.
15. [32.5.2(n)] Buildings. Note the maximum footprint of the proposed buildings.
16. [32.5.2(b)] Proposed uses. Note the number of bedrooms to be provided in each townhome.
17. [32.5.2(b), 32.5.2(n)] Recreation areas and facilities. Show the dimensions and square footage of the proposed recreation
areas. Minimum facilities are specified in 18-4.16 must be provided.
18. [32.5.2(s)] Residual. Label the residual parcel area and acreage.
19. [32.5.2(1)] Existing utilities. Note the deed book and page number(s) for any existing utilities shown on the plan.
20. [32.5.2(1)] Overhead power lines. Work with Dominion power to ensure that proposed building locations do not conflict
with current overhead power line locations. There may be existing easements associated with those utilities.
21. [32.5.2(k)] Proposed sewer and drainage facilities An approved easement plat will be needed for the proposed sanitary lines
and stormwater facilities. Once recorded, the deed book and page number(s) for the new easements will need to be noted on
the plan before final approval can be granted.
22. [32.5.2(f)] Watercourses. Label and/or name all bodies of water depicted on the plan. Particular since the current symbology
for the stream is very close to that used for the property boundary.
23. [32.5.2(e), 32.7.9.4(c)] Existing landscape features. Provide the common name and approximate caliper of the three (3)
individual trees depicted on sheet 2. (*Note: The final site plan will need to include a landscape plan that complies with
section 32.7.9)
24. [32.5.2(n)] Lighting. Provide an outdoor lighting plan that complies with 32.6.2(k) or note that no outdoor luminaire will
exceed 3,000 lumens.
25. [Albemarle County Engineering Policy] Reference the benchmarks used for surveys.
26. [32.5.2(r)] Labels and symbology.
a. Label or provide a table to denote all symbology used throughout the plan, especially on sheet 3.
b. Add a label to the structure outline on sheet 2.
27. [32.5.2(a)] Abutting parcel information. Provide names of the owners, zoning district, tax map and parcel numbers and
present uses of abutting parcels. Make sure to include this information for T.M.P.s 32A-3-B-2 and 32-20A3 as well, since
they will be abutting the development proposed by this plan.
28. [32.5.2(a)] Sheets.
a. Both plan sheets in this set are labeled "C2". Revise.
b. Include a total for the number of sheets within the plan.
29. [Code of Virginia 57-27.1] Access to cemeteries on private property. Provide a note on the Cover Sheet that owners of lots
with grave sites will comply with Code of Virginia Section 27-27.1 regarding access to graves.
30. [Comment] Mailboxes. USPS is now requiring new residential developments to provide centralized delivery. Please work
with the post master on an acceptable location and depict this location on the plan. (see attached letter)

3. There are steep slopes on the property. Please show them on all applicable sheets.
4. Cover sheet shows 8 sheets, however only 3 were submitted. Also, those 3 submitted do not match the sheets labeled
in the index.
5. Is there a proposed fence around the property? (that linetype not in legend, but similar to fence linetype).
6. No CG-12 (handicap ramps) are shown.
7. Driveways will need an entrance.

2. No parking shall be marked throughout the development.
3. What will the building heights be? Based on comment on first page they could greatly exceed 30' requiring aerial fire
apparatus access.
4. Show the turn radius for the intersections throughout the plan.

4. Marked crosswalks are not warranted and will not be maintained, please remove.

6. Provide distances to nearest entrances or intersections on Route 649..
7. Has the entrance location for the proposed development across the street been determined? As previously noted,
these entrances should be in line with each other.
8. [NEW] Extend the stubout to the property line, similar to what they're showing on the western end of this street.
In accordance with the provisions of Section 32.4.3.5 of Chapter 18 of the Code, if the applicant fails to submit a revised
site plan to address all of the requirements within six (6) months after the date of this letter, the application shall be
deemed to have been voluntarily withdrawn by the applicant.
