Design Focused Engineering April 2, 2020 Mr. Bart Svoboda, Zoning Administrator / Director of Zoning County of Albemarle Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: SDP201900067 (Eco Village Charlottesville — Final) Request for Reduction of Required Parking for Scheduled Use and Request for Alternatives Available to Provide Minimum Number of Parking Spaces Dear Mr. Svoboda, Pursuant to Sections 4.12.8 of the Albemarle County Zoning Ordinance, alternatives are available to provide the minimum number of parking spaces for designated uses. Sections 4.12.10 and 4.12.12 provide mechanisms that allow the zoning administrator to reduce the number of on -site parking spaces required for a site development plan. The Applicant for the above referenced site plan does hereby request a reduction in the required parking for the proposed use and requests the use of alternatives, as provided for in Sections 4.12.10 and 4.12.12 to provide the minimum number of parking spaces. The Eco Village site plan proposes 39 dwelling units consisting of the following: 27 townhome (and attached) units, 11 single-family detached units, and one 3-room guest house. Seventy-nine (79) spaces are required for these uses per section 4.12.6 of the zoning ordinance. The site plan shows 76 spaces: 68 shared parking spaces and 8 driveway spaces. The shared parking spaces include 4 handicap van accessible spaces. The requested reduction in parking is 3 spaces. Please consider the following in the evaluation of this request: 1) The Charlottesville Area Transit provides a bus route (Route 11) running from the downtown mall to Fashion Square Mall, passing the site. An existing bus stop on Rio Road is located within a 5-minute walk from the site. 2) The Rivanna Trail is located within a 5-minute walk from the site. The Rivanna Trail provides pedestrian and bicycle access to parks, school, restaurants and shopping throughout the area. 3) A 10-ft multi -use pedestrian trail is provided on site to expand and encourage use of the Rivanna Trail network. 4) Several outdoor bike storage racks are proposed within the site development plan. 5) Private Roads "B", "C", and "D" are not accessible for parking; however, they do allow loading and unloading of delivery vehicles. Since these delivery vehicles will not be occupying a parking space, the demand for parking spaces is reduced. 6) The sixty-eight shared parking spaces are provided along Road "A" and within two parking lots near the entrance to the site. These spaces will have more frequent turnover as shared parking and can serve multiple owners throughout the day, as opposed to driveway spaces which will always 912 E. This efficiency of shared usage provides supply overlap and reduces the impervious footprint of each dwelling unit. Pursuant to section 4.12.8 of the zoning ordinance, the following provisions are provided for the alternative parking provided with this site development plan: a) Types of alternatives. Perpendicular street parking along Road "A", shared parking, off -site stand-alone parking, access to mass transit (CAT Route 11), access to the Rivanna Trail network, proposed bicycle facilities, and drop-off access to lots fronting on Roads `B", "C", and "D" are all provided with this site development plan. b) Combination of alternatives. The combinations of alternatives mentioned above, along with the eight on -site parking spaces, are provided to meet the minimum number of required spaces. c) Provision of means of safe movement. Please see sheet C4, titled "Circulation Plan", showing the provision for roads, sidewalks, parking, turn -around, trails, and accessibility. d) Parking not to be separated from use by major roads. Please see sheet C4 of site development plan. e) Instrument assuring continuation of off -site parking. The Applicant's attorney will prepare an agreement.
