Design Focused Engineering April 2, 2020 Ms. Jodie Filardo, Director of Community Development Mr. Charles Rapp, Director of Planning County of Albemarle Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: SDP201900067 (Eco Village Charlottesville — Final) Substitution of Equipment or Facilities Request Dear Ms. Filardo and Mr. Rapp; Pursuant to Section 4.16.2 of the Albemarle County Zoning Ordinance, substitutions of equipment or facilities may be approved by the director of planning and community development, "provided they offer a recreational amenity equivalent to the facilities listed above, and are appropriate to the needs of the occupants. " The Applicant for the above referenced site development plan does hereby request a substitution of the required facilities listed in section 4.16.2.1. The Eco Village site plan proposes 39 dwelling units on 6.53 acres for a gross density of 6.0 units per acre. Section 4.16.2.1 requires, as a minimum for this development, a 2,000 sf fenced tot lot containing: 2 benches, one swing (four seats), one slide, two climbers, and one buckabout or whirl. As a substitution for these items, the Applicant is proposing a 1,900 sf indoor, conditioned, event space along with approximately 10,000 sf of adjoining lawn area graded for recreational use. The outdoor recreational uses may include many family -related activities such as bocce, soccer, Frisbee, picnicking, and gardening. In addition, numerous sidewalks and trails are proposed which provide potential connections to the Stonehenge neighborhood, the Rivanna Trail, McIntire Park, and Penn Park.
