HomeMy WebLinkAboutSUB202000009 Review Comments Easement Plat 2020-04-06County of Albemarle Department of Community Development Memorandum To: Will White — Roudabush, Gale & Associates From: Tori Kanellopoulos — Senior Planner Division: Planning Services Date: April 6, 2020 REV 2 Subject: SUB202000009 — Timberwood Square — Easement Plat The County of Albemarle Planning Division will grant or recommend approval of the Easement Plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified. Planning (Tori Kanellopoulos): 1. [14-302(A)(5)] Public easements: The proposed 20' public drainage easement, as shown on Sheet SP5 of SDP2018-87 along Lois Lane, must be completed with the easement plat. A template for the deed of dedication is attached. a. The County Attorney's Office must review and approve of this instrument. b. REV 2: This document has not yet been received. 2. [14-303(E)] Easement information and dimensions. The ivew Access Easement' should be labeled `New Private Street and Parking Access Easement'. a. REV 2: Addressed. 3. [14-303(E)] Easement information and dimensions. Full dimensions of `Area X are not included. See Engineering comments for more details. a. REV 2: Addressed. 4. [14-303(E)] Easement information and dimensions. Include full dimensions of the New Private Street/Parking Access easement. Dimensions along A-B and at the top of the trail area adjacent to Worth Crossing are not provided. a. Consider revising the area of this easement. Dimensions do not need to be the same as the previously approved SWM easement. For example, the hatched area extending to the SWM facility is not needed for a private street/parking access easement. Access to the SWM facilities has been established with the prior plat. The dimensions must include the street ROW and all shared parking. b. REV 2: Addressed. Maintenance documents will need to cover private streets/parking/access. 5. [14-303(E)] Easement information and dimensions. It does not appear that all waterline easements have been included. There are several waterline easements (presumably ACSA) shown in the northeast corner on Sheet SP6 of SDP2018-87, near lots 11-14. These easements must be included on this easement plat. See below: a. REV 2: Addressed. 6. [14-303(E)] Easement information and dimensions. A portion of the ACSA waterline easement is shown on the final site plan as existing with a DB/PG but is shown as new on the easement plat. a. REV 2: Addressed. 7. [14-303(E)] Easement information and dimensions. Ensure that all ACSA easements are included on the easement plat. SDP2018-87 sometimes refers to ACSA easements as `private' and some as `ACSA', therefore confirm that all ACSA easements for both townhouses and office uses are included on this easement plat. a. REV 2: Addressed per ACSA comments. 8. [14-303(E)] Easement information and dimensions. The new ACSA sanitary sewer easement (shown below) needs to be more clearly marked on the site plan. On the final site plan, it is difficult to tell there the existing easement is vs. the new proposed section. Update the final site plan accordingly. a Rl=%/ 7- Cifn nlan leiill hn linrlafnrl 9. [14-317] Instrument to ensure maintenance of private easements. A maintenance document meeting all criteria outlined in 14-317 is required for all private easements. This includes the proposed access easement. The recommended maintenance document template is attached, as is a checklist for the requirements. a. Please coordinate with ACSA for instructions on the instrument for their easements. Applicants have combined instruments for ACSA and other easements in the past. ACSA must approve of this instrument. b. The County Attorney's Office must review and approve of this instrument. c. REV 2: Maintenance documents have not yet been received. 10. [18-4.12.8(e)] Instrument assuring continuation of off -site parking. An instrument for off - site parking is required for the office uses prior to final site plan approval. This can be done in the form of an access easement and shared parking agreement for the two office uses. This instrument must be reviewed by the County Attorney's Office for compliance with 18-4.12.8(e). Confirm whether the shared parking agreement will be provided with this easement plat or with final site plan SDP201800087. It is recommended to submit the parking agreement with the easement plat. a. REV 2: This instrument has not yet been received. 11. The Sheet Index section on Sheet V1 lis , as `Existing Boundary Conditions and New Access Easement', however Sheet V2 shuws existing easements, not the new proposed access easement. Sheet V4 should be labeled `New Private Street and Parking Access Easement'. a. REV 2: Addressed. 12. Ensure that the next submittal of the final site plan (SDP201800087) exactly matches the final approved version of this easement plat. The Deed Book/Page of each easement must also be shown on the final site plan. a. REV 2: This advisory comment will be addressed with final site plan review. This easement plat must be approved prior to plan approval. ACSA (Richard Nelson): 1. REV 2: Sheet V3: Change "Easement hereby vacated" to "Portion of sewer easement to be vacated." 2. REV 2: [per email sent to applicant 04/03/20] Would the owner be willing to dedicate additional easement in the attached PDF, sheet V3? We anticipate there being sewer upgrades in the future and think the proposed sewer would take a similar alignment. Engineering (John Anderson): 1. REV 2: All previous comments addressed.
