Subject: SUB202000040 — Briarwood Ph 6 Lots 126 - 138 — Final Subdivision Plat
The County of Albemarle Planning Division will grant or recommend approval of the
Final Plat referenced above once the following comments have been addressed: [Each
comment is preceded by the applicable reference, which is to the Subdivision/Zoning
Ordinances unless otherwise specified.] If no action is taken within 6 months of
receiving these review comments, the application will be deemed withdrawn.
Planning (Tori Kanellopoulos):
1. [14-302(A)(4)] and [14-317] Private easements. Provide documentation of how
the new private easements (drainage; private sanitary sewer) and the open
space will be maintained, meeting the requirements of 14-317. It appears
previous Briarwood plats have updated/amended the existing covenants and
restrictions. County Attorney Office review and approval of these documents is
required.
2. [14-302(A)(5)] Public easements. Provide maintenance/ownership
documentation for the public easements. Planning recommends using the
attached template for the public drainage easement. Coordinate with Engineering
on the SWM easement. County Attorney Office review and approval of these
documents is required.
3. [14-302(A)(4)(5)] Easements. Include dimensions for all easements. For
example, the dimensions of the new public drainage easement along the front of
lots 131 and 130 are not included (Sheet 6).
4. [14-302(A)(13)] Proposed facilities. Show on the plat the following requirement:
"The location of proposed water and sewer lines and related improvements."
5. [14-302(B)(5)] Zoning: Include on Sheet 1 that the parcels are also in the
Entrance Corridor overlay and Airport Impact Area overlay.
6. [18-30.7] Steep slopes. Include a sheet that shows the proposed lots and road
with the existing preserved and managed slopes labeled, to show where the
slopes are relative to the lots and road.
a. [14-304] Disturbance of steep slopes. Indicate if this request was already
reviewed/approved with the preliminary plat, as there were preserved
slopes shown on the preliminary plat. The County's GIS indicates
preserved and managed slopes in this area, however aerials appear to
show the area was already graded.
7. [14-311] Road Plan approval is required prior to final plat approval.
SUB201800039 is under review.
8. [14-311] WPO approval is required prior to final plat approval.
Engineering (Matt Wentland):
1. The road plans (SUB201800039) will need to be resubmitted and approved and
bonded before final plat approval.
2. The VSMP plan (WPO201600054) will need to be amended and approved before
final plat approval.
3. All areas used as Forest and Open Space in the VSMP submittal on the VRRM
worksheet will need to be shown and labeled as 'SWM Forest & Open Space
Easement'. The following note will need to be placed on the Plat:
a. "The SWM Forest and Open Space Easement is subject to the guidance
set forth by DEQ in the Virginia Stormwater Management Program. The
areas will remain undisturbed in a natural, vegetated state, except for
activities as approved by the local program authority, such as forest
management, control of invasive species, replanting and revegetating,
passive recreation (e.g., trails), and limited bush hogging to maintain
desired vegetative community (but no more than four times a year)."
4. A Deed of Dedication will need to be signed and recorded for the SWM facility
easements and the SWM Forest and Open Space easements. This will be filled
out by the County and forwarded to the applicant when the final plat is nearing
approval.
5. A deed will also be required for the public drainage easements.
6. A drainage easement is missing for the proposed pipes running through Lot 126
(Lot 61 on the road plans referenced above) and the open space and the
stormwater and access easements through the open space do not match the
road plans.
7. Please note that the review and approval of the VSMP amendment and the road
plans may generate additional comments on the plat.
VDOT (Adam Moore):
1. PENDING. Will be sent separately.
ACSA (Richard Nelson):
1. PENDING. Will be sent separately.
Fire/Rescue (Shawn Maddox):
1. Fire Rescue has no objections to the subdivision. The cul-de-sac appears large
enough to accommodate emergency apparatus turn around so during the road
plan process on street parking will be addressed if necessary.
Inspections (Michael Dellinger):
1. Note to developer: Due to required distances from lot lines and structures as
required by the NFPA, underground propane tanks may be prohibited. Plan
accordingly.
2. Retaining walls are referenced on Sheet 1, maintenance agreements may need
to be executed if crossing property lines.
E911 (Brian Becker):
1. No objection.
