Subject: SUB202000025 Lot 10 & Well Lot Northfields Subdivision — Boundary Line Adjustment Plat
The County of Albemarle Planning Division will grant or recommend approval of the plat referenced above
once the following comments have been addressed: [Each comment is preceded by the applicable reference,
which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [14-302 (A)(2)] Provide a vicinity map at a scale of one (1) inch equal to 2,000 feet showing the subject
properties are their relation with adjoining land and streets. Rev. 1: Comment not fully addressed.
Please add a scale to the vicinity map.
2. [14-302 (A)(3)] Provide the recorded instrument number that created the public right of way of
Northfield Road and Carrsbrook Drive on Sheet 2. Add the word "public" before the right-of-way
width. Rev. 1: Comment addressed.
3. [14-302 (A)(9)] Provide a note regarding building sites on the proposed lots: "Parcel [letter or number]
and the residue of Tax Map/Parcel [numbers] each contain a building site that complies with section
4.2.1 of the Albemarle County Zoning Ordinance." Rev. 1: Comment addressed.
4. 114-302 (A)(10)] Remove the development right note on Sheet 1. These properties are not zoned RA
and therefore development rights do not apply to the lots. Rev. 1: Comment addressed.
5. [14-302 (A)(11)] Please provide a complete listing of previously recorded instruments for each parcel.
This should specifically mention the first recorded instrument that platted each lot. Rev. 1: Comment
addressed.
6. 114-302 (A)(15)] Please show all existing easements on each parcel, or provide a note stating the
holders of any easements on the property and include reference to DB and page numbers of recorded
instruments associated with easements. Rev. 1: Comment addressed.
7. [14-302 (B)(1)] Please add a date of last revision. Rev. 1: Comment stands.
[14-302 (B)(1)] Please clarify the note on sheet 1 regarding TMP 62A2-00-OM-10A being a "recreation
area." Is that parcel subject to any easements or other interests, such as an HOA? Rev. 1: Comment
addressed.
9. [14-302 (B)(5)] Please revise the zoning note on sheet 1. These properties are zoned R2, not RA. State
which zoning overlay districts apply to each TMP. According to Albemarle County GIS, the following
overlay districts apply to each parcel:
a. TMP 62A2-00-OM-10: AIA Airport Impact Area, Managed Steep Slopes. Rev. 1: Please fix the
typo. The word should be "Steed' not "Stee[".
b. TMP 62A2-00-OM-IOA: AIA Airport Impact Area, Managed Steep Slopes. Rev. 1: Comment
addressed.
10. [14-302 (B)(5)] Please revise the setback note on Sheet 2 so that it states the setbacks for residential
infill development. Consult the table in Section 18-4.19 of the Zoning Ordinance for this information.
All setbacks should be listed, including the minimum and maximum front, side, and rear setbacks.
Garage setbacks should also be listed. Rev. 1: Comment not addressed. The setbacks listed on Sheet
2 are for non-infill setbacks. This property is subiect to infill setbacks. Infill setbacks can be
found in the table in Section 18-4.19 of the Zoning Ordinance. Infill setbacks are as follows:
a. Front Minimum: Closest setback of an existing main building within 500 feet in each
direction along the same side of the street fronted.
b. Side minimum: 10' feet.
c. Rear minimum: 20' feet.
d. Garage minimum: Front loading attached or detached garage: Whichever is greater
between the closest setback of an existing main building within 500 feet in each direction
along the same side of the street fronted or 18 feet from the right-of-way or the exterior
edge of the sidewalk if the sidewalk is outside of the right-of-way. Side loading garage:
Closest setback of an existing structure within 500 feet in each direction along street
fronted.
e. Remove the setback lines drawn within TMP 62A2-00-OM-10 on Sheet 2. A note with the
text listed above will suffice.
11. [14-302 (B)(6)] Please revise the TMP numbers where shown on Sheets 1 and 2. The TMP numbers
should be written as "62A2-00-OM-10 and "62A2-00-OM-IOA." Rev. 1: Comment not fullv
addressed. Please add the "00" to the label for TMP 62A2-00-OM-10A on Sheet 2.
12. [14-303 (A)] Please revise the statement of consent to division on Sheet 1 so that it states the correct tax
map parcel numbers of the parcels affected by this plat. Explain that the plat is a boundary line
adjustment. Rev. 1: Comment not fully addressed. Please add the number 110" before the letter M
in the statement.
13. [14-303 (D)] According to Albemarle County GIS, TMP 62A2-00-OM-10 measures 0.4480 acres, not
0.41 acres as stated on Sheet 2. Please verify that the acreage of TMP 62A2-00-OM-10 was identified by
a physical survey, or state the source used to identify the acreage. Revise if necessary. Rev. 1: Based
on telephone conversations with Steve Garrett. the parcel acreages were determined based on a
field survey. Please add a note to Sheet 1 stating the source that determined the parcel acreages.
a. On Sheet 2, revise the callout for the acreage calculation of TMP 62A2-00-OM-10. It currently
states the other TMP number. Rev. 1: Comment addressed.
14. [14-303 (F)] Please identify the section and block numbers of the overall Northfields subdivision for
each parcel. Rev. 1: Comment addressed.
a. TMP 62A2-00-OM-10 was platted as part of Northfields Subdivision, Section 4, Block Min DB
358, page 467. Rev. 1: Comment addressed.
b. TMP 62A2-00-0M-10A was platted as part of Northfields Subdivision, Section 6, Block M per
the plat in DB 376, page 189. Rev. 1: Comment addressed.
