A. Final site plan and drainage computation comments: (Kim)
1. On site plans,provide drainage easements over all drainage ways which convey, or will be expected to convey
water from off-site through the site. It appears that a drainage easement will be required for stormwater
conveyance channels to be constructed outside the property. (TMP 78-73A)
2. The crest elevation for the emergency spillway(482.5)noted on Sheet S2 appears to be in error. Please correct
that note.
3. Detail 6 on Sheet S4 (Biofilter detail)notes a scale of 1"=30'. This appears to be in error. Please correct the
scale denoted.
4. The critical slope waiver is being reviewed. Although there does not appear to be a problem with approving
the critical slope waiver request,we request that you provide the total acreage of critical slopes compared to the
acreage of the site and the acreage disturbed as a percentage of the critical slope areas.[Policy]
B. Stormwater management plan comments: (Mark Chambers,Water Resources Plan Reviewer and
Kim)
5. Sheet S2 does not clearly define contour 444.5 at the bottom of the BMP. Since the biofilter detail on Sheet S4
is not to the 1"=30' scale,it is not possible to accurately determine the area of the BMP. Based on the data
provided,it is estimated that the BMP might not be adequately sized. Please revise the plans so that this can be
determined and increase the size of the BMP if needed.
6. We prefer that spillways not be constructed on fill material. Please adjust the proposed spillway so that it is
located within a cut area.
7. Sheet 11/14 of the calculations indicates a 6"orifice and the plans indicate 2—6"orifices. Please clarify
8. Some of the inputs in the routing program appear to have discrepancies (ex: On Sheet 12/14 the barrel pipe is
listed as 3 different sizes.) Please clarify these discrepancies.
In an effort to minimize additional submittals,we recommend that you call us to schedule a meeting so that the
stormwater management issues may be discussed and rectified in the next submittal.

The following conditions are those that have been identified at this time. Additional conditions may be added or
eliminated based on further review.
Narrative:
1) Sediment trap detail doesn't meet the minimum standard requirements for sediment traps (Std. & Spec.
3.13 pages III-74-III-76).
Plan sheet:
2) The basin can't discharge into the"20' Undisturbed Buffer". (This was discussed in our meeting on
August 30,2002.)
3) Limits of disturbance must be shown on the plan sheet. (Disappeared since last submission.)

4) All outlets for concentrated water flow must have energy dissipation measures shown on the plan sheet in
accordance with Outlet Protection(Std. & Spec 3.18 VESCH). (This was discussed in our meeting on August 30,
2002.)
5) Correct sediment trap detail to match the plan sheet.
6) The existing 30"CPP inlet must have E&SC measures shown on the plan to remove sediment prior to
entering structure. (This was discussed in our meeting on August 30, 2002.)
7) All disturbed areas shall either drain to the sediment trap or otherwise have adequate E&SC protection
shown on the plan sheet.
8) Add the following notes to the plan sheet:
a) "General Erosion and Sediment Control Notes" (table 6-1,page VI-15, VESCH)to the plan sheet. '
b) All entrances except for the approved construction entrance shall be blocked in such a manner as to not
allow access to the site.
The E&SC bond portion of the referenced plan could not be determined at this time.

Engineering Department approval of the construction plans will be given when"all comments have been
addressed"for items A-C above. A grading peiiiut will be issued when approvals have been granted from all
applicable departments and agencies, an erosion control bond has been posted, and a pre-construction conference
held with the contractor, certified responsible land disturber, owner and county staff.

Dear Mr.Tschiderer:
We have reviewed the recently submitted plans dated 12/9/02. The following corrections and additions are
required:
1. Indicate on the plan groundcover for all slopes 3:1 or greater. This includes the area along the west
property line. Periwinkle has been proposed. Include the botanical name, revise the spacing to 8" on
center and adjust the quantity of the groundcover to 33,188 (2.25 plants/SF x 14,750 SF) in the
Landscape Schedule.
2. Submit a landscape easement for off-site planting.
3. Sign the conservation plan checklist on Sheet 4.
4. Correct the common name of Sweetgum to read "Rotundiloba" Sweetgum.
Please provide 2 copies of the landscape easement and 2 sets of the revised drawings addressing each of the
above conditions at your earliest convenience. Include a memo indicating how each condition has been
satisfied. If changes other than those requested have been made, identify those changes in the memo also.
When staffs review of this information indicates that all conditions of approval have been met, a Certificate
of Appropriateness may be issued.

Dear Mr.Tschiderer:
The Albemarle County Architectural Review Board, at its meeting on October 7, 2002, completed a
preliminary review of a site development plan associated with a request for outdoor storage/sales/display
in the Entrance Corridor. The Board offered no objection to the special use permit for ARB-2002-99
outdoor storage, sales, and display with the following conditions:
1. Vehicles shall not be elevated.
2. Vehicles shall be displayed only in the areas indicated for display shown on the plan.
3. The use shall not commence until a Certificate of Appropriateness is issued by the ARB, including
landscape and lighting plans.
4. Provide screening trees to the east, south and west of the proposed parking area to reduce the impact
of the loss of trees and to soften the appearance of the expanse of proposed pavement. Provide a
mixture of screening trees, ornamental trees and shrubs throughout the slope of the grading easement to
the east of the site. A landscape easement will be required for off-site planting.
5. Remove the first row of 11 spaces and replace the spaces in the asphalt with screening trees.A wider
swath of planting bed to be a minimum width of 15 feet shall be provided. Parallel parking can be
provided if there is appropriate width.
6. Rather than alternate the screening trees along the eastern property line, cluster the same species in
groups and alternate groups of screening trees to create a more informal and naturalistic landscape.
7. Submit a landscape easement for off-site planting.
8. Provide screening trees that will grow to a height that will sufficiently screen the proposed parking
area. This will require a wider planting area, which will necessitate the removal of most, if not all, of the
11 display parking spaces in the first row.
The board, by a vote of 4:0, approved a Certificate of Appropriateness for the site plan, pending staff
administrative approval of the following conditions:
1. Indicate on the plan that groundcover will be provided on all slopes 3:1 or greater. Include the
groundcover in the Landscape Schedule.
2. Replace 6 Eastern Redbud with a tree that has greater urban tolerance and is drought tolerant.
Indicate a 2W caliper for the proposed tree in the Landscape Schedule.
3. Rather than alternate the screening trees along the eastern property line, cluster the same species in
groups and alternate groups of screening trees to create a more informal and
naturalistic landscape. Provide additional screening trees around the south and west of the perimeter of
the parking area.

cars.
15. Proposed mounting height of the lights shall match the 20' height of the existing pole
lights. Provide a pole detail that matches the existing poles.

We have reviewed the recently submitted plans dated 11/4/02. The following corrections and additions
are required:
1. Show on the plan specifically where the groundcover will be provided. Include the botanical name,
spacing and quantity of the groundcover in the Landscape Schedule.
2. Submit a landscape easement for off-site planting.
3. Incorporate a signed tree conservation checklist into the landscape or erosion and sediment control
plan. Include the information on the plan as required by the checklist, specifically the location and a detail
of the tree protection fence.
4. Label existing vegetation to remain on the plan.
5. Remove caliper from Ilex opaca and Juniperus virginiana. Indicate height rather than caliper. 6-7' is
appropriate.
6. Correct the name of Sweetgum to read "Liquidambar styraciflua"Rotundiloba"as the botanical name
and "Rotundiloba"Sweetgum as the common name.
7. The repositioning of the T-1 (between the T-4's) along the east property line is too close to the T-4.
Remove the T-1 and adjust the Landscape Schedule accordingly.
8.To reduce the impact of the loss of trees, add back to the plan and the Landscape Schedule, the 3
proposed shade trees west of the bmp.
9. Provide a light pole detail that matches the existing poles.
10. Revise the note on the site plan to read "new display parking" rather than "new storage parking"total

The Minor Amendment for Dennis Enterprises, received on 19 April 2002 has been reviewed. The
Engineering Department can recommend approval when the following conditions are satisfactorily
addressed:
1. The site plan amendment cannot be approved until the proposed offsite BMP/stormwater facility is
approved or an onsite facility is shown.
2. Perhaps we could get the southern most section of the proposed parking flagged at the site and make
a site visit to see what water is draining to that section now. It appears two drainage channels meet at
the southernmost point of the parking area and do not have adequate channels to carry the water at that
location. The site plan amendment along with drainage computations must show that any adequate
channel is maintained for the existing drainage along the southwestern property line.
3. The shading of the site plan has eliminated some stormwater pipe detail. Please darken the line for
these stormwater pipes.
The following items must reviewed and approved by the Engineering Department along with the site plan
amendment. A completed submittal form and application, available at the Engineering Department, must
accompany all submittals. The required number of copies and the required fees are indicated on the
form and application.
a. An erosion control plan, narrative and computations. [17-203]
b. A completed application and fee for erosion control and stormwater management. [17-203, 17-303]
c.A stormwater management/BMP plan and computations. The site plan amendment must show the
proposed offsite BMP/stormwater facility. Computations must include water quality, and detention routing
for the 2yr and 10yr storms. The proposed offsite basin must include detention and water quality for both
existing and proposed stormwater removal rates and detention.[17-304]
d. A completed stormwater management facilities maintenance agreement and fee. [17.323]
e. Drainage computations and spread computations for the new drop inlets. [Policy]
f. Retaining wall plans and computations certified by a professional engineer for walls over 5 feet in
height. [Policy]
g. Temporary off-site grading easements for TMP 78-73A and TMP 78-14 are required.

It being recognized that with the Planning Commission hearing date of December 17, 2002 for the Special
Use Permit and Minor Site Plan Amendment staff is not able to recommend approval at this time for these
items. For the report to go out with a recommendation of approval the outstanding comments from
Engineering, Zoning,Planning, and the Service Authority need to be addressed. Staff recommends that the
applicant request deferral of action until all Special Use and Site Plan Amendment issues are taken care of. It
should also be noted that ZMA-02-008 needs to be approved before the Special Use Permit and then Site Plan
Amendment can be approved. Attached are the most recent comments staff has available.

The Albemarle County Architectural Review Board, at its meeting on April 15, 2002, completed a
preliminary review of an amended site plan to expand the parking area an additional 134 parking
spaces for the storage of cars. The Board offered the following comments for the benefit of the
applicant's final submission. Please note that the following comments are those that have been

details have been added such as the plantings and the photometric plan. They agreed with the
following recommendations made by staff:

spaces. There is also an error that was overlooked in the rear portion of the property where 7 spaces

information they contain must show existing as well as proposed conditions for the site. Please transfer

feet. Minimum standards for such screening are as follows:Vegetative screening shall consist of a
double staggered row of evergreen trees planted fifteen (15)feet on center. This shall be done in
addition to the proposed fence and shall traverse the entire width of the property as to screen the
parking entirely from the rear property.
5. By recommendation of the Landscape Planner, please choose a different tree species to replace the
Eastern Redbud. A more urban tolerant tree would be acceptable. Also, the Pin Oak is not an ideal
tree for its location, since Pin Oaks branch to the ground. Please choose an alternative tree species.

water at that location. The site plan amendment along with drainage computations must show that any
adequate channel is maintained for the existing drainage along the southwestern property line.
3. The shading of the site plan has eliminated some stormwater pipe detail. Please darken the line for
these stormwater pipes.

As you know, this special use permit is in a commercial district and is along a designated County
Entrance corridor where any outdoor storage and display must obtain a special use permit in order
to be in conformance with the Zoning Ordinance and the Comprehensive Plan. The Planning
Department and the Site Review Committee has reviewed this special use permit application and
is reviewing the submitted minor amendment(comments will be available on April 9, 2002 for
the amendment). If changes are made to the amendment, an additional review will identify any
deficiencies or needed changes. The Planning Commission public hearing for the special use
permit and site plan is set for June 4,2002. Response to the provided comments are due on
April 15, 2002. It is acknowledged that the Architectural Review Board will be reviewing this
application on the same date. Since the purpose of this permit is to bring the site into
conformance with the Entrance Corridor sections of the Ordinance,ARB comments are crucial to
this permit being approved. Please be advised that all major issues will need to be resolved by
May 7th in order for staff to complete its staff report for action on this proposal. The Board of
Supervisors meeting is scheduled for June 19, 2002. For the special use permit,I offer the
following comments:
Outdoor Display of Vehicles are allowed by-right in HC districts as 'Motor vehicle sales, service and
rental',but require a Special Use Permit if the display would be visible from an Entrance Corridor.
Since this site would be visible from the Entrance Corridor,Route 250 East, it requires an SP. SPs for
outdoor displays typically are contingent on comments provided by the Architectural Review Board.
Please refer to the ARB comments for this SP.
Please note that this SP is bound to the Minor Site Plan Amendment entitled "Dennis Enterprises"
submitted on March 12, 2002 and designated SDP-02-34. Site Plan comments will be available on April
9, 2002.
