RE: SDP202000016 — Greenbrier Office — Initial Site Plan
Mr. Meyers:
The Agent for the Board of Supervisors hereby grants administrative conditional approval to the
above referenced site plan.
The approval shall be valid for a period of five (5) years from the date of this letter, provided that
the developer submits a final site plan for all or a portion of the site within one (1) year after the
date of this letter as provided in section 32.4.3.1 of Chapter 19 of the Code of the County of
Albemarle, and thereafter diligently pursues approval of the final site plan.
In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after
the following approvals are received:
1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the
Code of the County of Albemarle.
2. Approval of all easements for facilities for stormwater management and drainage control.
3. Submittal of a tree conservation checklist with areas for tree preservation identified.
The final site plan will not be considered to have been officially submitted until the following
items are received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the
Code.
2. A fee of $1,613 for the final site plan application.
Please submit 9 copies of the final plans to the Community Development Department. The
assigned Lead Reviewer will then distribute the plans to all reviewing agencies (for ACSA,
please submit 3 copies of construction plans directly to them, as stated in their comments).
Once you receive the first set of comments on the final site plan, please work with each
reviewer individually to satisfy their requirements.
The Department of Community Development shall not accept submittal of the final site plan for
signature until tentative approvals for the attached conditions from the following agencies/
reviewers have been obtained:
1. Albemarle County Engineering Services (Engineer)- 2 copies [David James;

Subject: SDP202000016- Greenbriar Office - Initial Site Plan
The Planner for the Planning Services Division of the Albemarle County Department
Community Development will recommend approval of the plan referred to above when
the following items have been satisfactorily addressed. (The following comments are
those that have been identified at this time. Additional comments or conditions may be
added or eliminated based on further review.) [Each comment is preceded by the
applicable reference to the Albemarle County Code.]
Required Prior to Final Site Plan Approval:
Planning (Tori Kanellopoulos)
1. 18-32.5.2(a) and 18-21.7 No construction activity including grading or clearing
of vegetation shall occur closer than 20 feet to any residential or rural areas
district. As depicted retaining wall #3 crosses into the undisturbed buffer. Per
conversations with the applicant this is not the intent; rather, the retaining wall
nor any grading is proposed to disturb the buffer. Mr. Myers has said he will
correct this on the final site plan. If it turns out not to be correctable, the special
exception shall be applied for and acted on prior to final site plan approval.
2. 18-4.12.16 Parking space minimum design standards:
a. Revise some of the parking space lines and CG lines; when zoomed in,
they appear distorted. For example:

3. 18-4.17 Lighting: If there any new outdoor lights, submit a lighting plan with the
final site plan that meets the requirements of 18-4.17. Cutsheets for new lights
are required.
4. 18-32.5.2 Contents of an initial site plan and 18-32.6.2 Contents of a final site
plan:
a. If there are any existing easements (either on the parcel or in the
adjacent/nearby parcels/ROW shown on the plan), show those easements
and include their DB/PG.
b. Include the actual height (in feet) of the proposed building (not just `one
story' and 65' maximum for the C-1 district).
c. Include all required contents of a final site plan with the final site plan
submittal.
d. Page 3 lists the magisterial district as Scottsville; however, it should be
Jack Jouett.
5. 18-32.7.4.2 and 18-32.7.5.3 Easements:
a. Any new and revised easements must be shown on an easement plat,
which must be approved prior to final site plan approval. Engineering,
ACSA, and VDOT may require easements. Maintenance documentation
must be provided for non-ACSA easements.
6. 18-32.7.2.3 Sidewalks and other pedestrian ways.
a. More clearly show the end of the sidewalk abutting the property line; there
appears to be a line missing.
b. Label the stairs shown on the sidewalk adjacent to the building. Include
label for handrail if provided.
c. Indicate if the sidewalk will be in the public ROW. Otherwise an easement
and maintenance agreement are needed.
7. 18-32.7.9 Landscape plan. Submit a landscape plan with the final site plan, that
meets all requirements, including the following:
a. 18-32.7.9.4(b) Landscape plan/preservation of existing trees. Include the
Conservation Checklist. Label where trees are being preserved (including
the undisturbed buffer).
b. 18-32.7.9.5 Street trees. Show how the street tree requirement is being
met. Provide street trees in a 6' landscape strip adjacent to the sidewalks.
c. 18-32.7.9.6 Landscaping parking areas. A minimum of five (5) percent of
the parking area must be landscaped.
d. 18-32.7.9.7 Screening. The following requirement must be met: Parking
areas consisting of four spaces or more shall be screened from adjacent
residential and rural areas districts.
e. 18-32.7.9.8 Tree canopy. A ten percent tree canopy is required for this
use.
8. 18-30.7.5 Managed slopes. Disturbance of managed slopes will need to meet
design standards per County Code 18-30.7.5.
9. Additional applications: The following applications and approvals are required
prior to final site plan approval:
a. 18-32.7.4.2 and 18-32.7.5.3: Easement Plats: All new and adjusted
easements must be shown on an easement plat, which must be approved
prior to final site plan approval, and must match the final site plan.
b. 18-32.7.4.1: Approval of a VSMP Plan is required prior to final site plan
approval. See Engineering comments.
Engineering (David James)
1. See attached comment letter.
VDOT (Adam Moore)
1. See review comments in attached letter dated March 19, 2020.
Fire/Rescue (Shawn Maddox)
1. The travel way on the site is longer than 150', please provide a turn around.
2. Provide the ISO needed fire flow calculations for the site.
3. If the building ends up being sprinklered please show the FDC on the site plan,
located within 100' of the hydrant.
4. A knox box will be required. Please add a note indicating the requirement and
that the location can be coordinated with the fire marshal's office.
5. Provide a current ACSA available fire flow test for the site.
ACSA (Richard Nelson)
I recommend approval for SDP202000016 Greenbrier Office Building — Initial with the
following conditions:
1. Submit a PDF copy to ACSA for review.
2. Provide 40 feet minimum separation between the proposed hydrant and building.
Inspections (Michael Dellinger)
1. Add the following note to the general notes page:
a. Retaining walls greater than 3 feet in height require a separate building
permit. Walls exceeding 4 feet in height require a stamped engineered
design also. Walls require inspections as outlined in the USBC.
2. Add the following note to the general notes page:
a. Accessible features must comply with ICC ANSI A117.1-09. Provide
details and signage on plans.
3. Add the following to the general notes page:
a. All roof drains shall discharge in a manner not to cause a public nuisance
and not over sidewalks.
4. Add the following note to the general notes page:
a. ALL water lines, sewer lines, and fire lines from the main to the structure
MUST have a visual inspection performed by the building department.
Transportation Planning (Kevin McDermott)
1. No Objection.
E911 (Brian Becker)
2. No Objection.

Engineering comments (David James):
1. Disturbance appears to be over 10,000sf. Please submit a VSMP application & plan for
approval.
2. Approval of VSMP plan will be necessary prior to FSP approval.
3. Show existing easements & deed ref. for sewer line.
4. Show sight distance easements.
5. Show any off -site work in an easement.
6. Move sidewalk alongside road into the ROW or Show sidewalk in an easement (outside of
ROW). Public sidewalk located outside of ROW will need a deed & agreement with the
County.
7. Loading spaces are 12'x25' (with a minimum aisle width of 2L4D.
8. Will need structural design plans for retaining walls next to parking lot, and for any over 4'
high.
9. Safety railing needed for walls over 30" high.
10. Guardrail needed along parking lot before any slope 3:1, wall, or drop-off greater than 4',
with start & end section labeled and VDOT designations (GR-2, GR-2a, etc.).
11. Show SWM facility easement over UD pipe.
12. Retaining wall must be located outside of SWM facility easement. Provide design where
outfall from detention pipe won't cross wall.
13. Will need a deed and agreement for retaining wall near entrance that is within ROW and
adjacent property TMP 61W2--0A-L
14. Show accurate retaining wall width & batter and provide typ. section detail for each.
15. Provide sidewalk & pavement cross-section details.
16. Provide landscaping plan. Slopes steeper than 3:1 have low maintenance (not grass) ground
cover specified on the plan.
17. Multiple stepped walls; separation. A minimum horizontal distance of three feet shall be
maintained between each individual wall in a stepped wall system, and shall be landscaped
with screening shrubs planted on ten foot centers. 118-30.7.5 a.21
18. Cuts and fills. Any cut or fill shall meet or exceed the following minimum standards:
1. Rounding off. Any cut or fall shall be rounded off to eliminate sharp angles at the
top, bottom and side of regraded slopes.
2. Location of toe of the fill slope. The toe of any fall slope shall not be located within
ten feet horizontally of the top of an existing or proposed cut slope.
3. Tops and bottoms. Tops and bottoms of cut and fall slopes shall be located either: (i)
a distance from existing and proposed property lines at least equal to the lesser of three
feet plus one -fifth of the height of the cut or fill, or ten feet; (ii) any lesser distance
than provided in subsection (b)(3)(i) the zoning administrator determines would not
adversely impact the abutting parcel based on information provided by the owner of the
abutting parcel; or (iii) on the abutting parcel if the owner obtains an easement
authorizing the slope on the abutting owner's parcel.
4. Steepness. Cut and fall slopes shall not be steeper than a 2: I (50 percent) slope. If the
slope is to be mowed, the slope shall be no steeper than a 3:1 (33 percent) slope.

Dear Mr. Perez:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by 30 Scale Engineering, dated 20
February 2020, and offer the following comments:
1. The existing CG-12 at the intersection of Greenbrier Drive and Commonwealth Drive do
not meet ADA requirements and should be perpendicular to the intersection. They can be
in the radii, but should direct pedestrians across both Greenbrier Drive and
Commonwealth Drive, not towards center of the intersection.
2. This project is on the corner of two major Collector routes and does not appear to meet
access management functional minimum requirements per RDM pg. F-26. An AM-E
exception/waiver to the spacing standards/access management requirements may be
required. See RDM pg. F-32 for guidance.
3. Please show minimum intersection sight distances on the plan per RDM pg. F-40.
4. Please note that the final site plan must show conformance with the VDOT Road Design
Manual Appendices B(1) and F, as well as any other applicable standards, regulations, or
other requirements.
