//FALg lerirtok 8®. . 41 k RG i.., COUNTY OF ALBEMARLE Department of Community Development Memorandum To: Zoning and Current development From: John Shepherd Date: August 20, 2007 Subject: Letters of Revision On January 7, 1999 procedures for letters of revision(LORs)was established. Those procedures were revised on December 27, 2006. Since LORs were implemented it has become evident that that the original intended scope of LORs has expanded. The purpose of this memorandum is to redefine the policy governing the procedures whereby certain revisions to site plans can be approved by Code Enforcement Officers. The use of LORs shall be limited to the final zoning inspection process. When performing final zoning inspections, code enforcement officers are responsible to note every discrepancy between the approved site plan and the project as built. Generally these discrepancies must be reconciled by corrections to the site or by amendment of the plan. However, code enforcement officers are authorized to approve certain items that are so small as to be considered di minimus. The following list of such discrepancies is illustrative but not exhaustive. • Location of structures off by less than one foot; • Location of entrance off by less than five feet; • Location of drainage structure off by less than five feet,provided the enforcement officer confirms that the drainage plan will function properly; • Trees that have been substituted for a different species from the same list of approved species (e.g. Burford Holly and Schip Laurel are both listed as "screening schrubs")provided that the ARB did not require the species; • Parking spaces meet the requirement,for number but not aligned exactly as shown on the plan; and, • Side walks added or moved subject to the Americans with Disabilities Act. Code Enforcement Officers are expected to use good judgment on what is approved as a LOR. LORs shall be documented by a red-lined plan and letter clearly documenting the revision.
