Approximately 2,842 SF of the buffer zone was disturbed during construction activity. The ordinance provides that the Planning Commission may waive the requirement of a buffer zone provided that a.) Minimum screening requirements are met; and b.) Existing landscaping in excess of niinimum requirements is substantially restored. We are proposing to re-vegetate the disturbed area so that landscaping in excess of the minimum requirements are restored. Please see the attached exhibit entitled "Buffer Zone Mitigation Plan" for the proposed vegetative screening schedule. The following are our responses to those comments: 1. Note the correct total number of sheets. S1 or 4 is noted, but the plan only contains 3 sheets. The sheet number has been corrected. 2. Note the topography. Source of topography has been noted. 3. Note the location and size of existing water and sanitary sewer facilities and easements. This information has been added to the plan and labeled. 4. Label the number of proposed landscaping beside T-1 and S-2 on the plan; for example (4) S-1. The number of each plant has been labeled. 5. Please identify the concrete pad as shown on the western fringe of the property. The concrete pad was shown in error, in actually doesn't exist and has been removed from the plan. The following are our responses to those comments: 1. Plan will be updated to correspond to what was constructed under the previously approved grading permit. A basic as-built survey should suffice showing what was constructed. Many inconsistencies were evident upon a field/site visit (i.e. DI, asphalt Drainage diversion, BMP flow bypass channel, lighting, retaining walls, etc.) We have completed an as-built survey and are showing existing improvements on sheet S2. 2. Please correct all notes on the plan. Many notes refer to new construction that may have been installed with previous amendments. We have corrected all notes on the plan and clarified what is existing to remain and what is new. 3. All new construction including roof drains will flow to BMP. Grading/re-grading may be required in the existing parking area to redirect storm flows to BMP. We evaluated new construction vs. existing conditions and concluded that no re- grading is necessary. The Board unanimously approved the Certificate of Appropriateness for the proposal, pending staff administrative approval of the following conditions: 1. Submit a material/color sample for the roof. 2. Coordinate the cover sheet and site plan drawings regarding the number of existing display spaces and the total number of proposed display spaces. 3. Coordinate the site plan drawings regarding currently existing and previously existing site features and their notations. 4. Specify the size and botanical name of the proposed trees and shrubs in the landscape key.Clarify the trees labeled"S-G." 5. The two columns on the front corner shall be 16' X 24' piers, with brick all the way to the top. 6. Provide an alternative for the Purple Ash. Willow Oak and Zelcova are among the acceptable substitutions. 7. The alternative roof form presented on 10-3-05 is approved with an increased number of modillion blocks (approximately 1/3 more). Please provide: 1. Two copies of revised drawings addressing each of these conditions. 2. A memo indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. 3. The attached "Revised Application Submittal"form. This form must be returned with your revisions to ensure proper tracking and distribution. When staffs review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued.
