Subject: SDP202000031- Boys and Girls Club Northside - Final Site Plan
The Planner for the Planning Services Division of the Albemarle County Department
Community Development will recommend approval of the plan referred to above when
the following items have been satisfactorily addressed. (The following comments are
those that have been identified at this time. Additional comments or conditions may be
added or eliminated based on further review.) [Each comment is preceded by the
applicable reference to the Albemarle County Code.]
Planning (Tori Kanellopoulos)
1. 18-4.2 Critical slopes. Board of Supervisors approval of the critical slopes waiver
(special exception) is required prior to final site plan approval. Compliance with
any conditions will be required on the site plan.
a. An approved resolution from the Board for the special exception must be
added to the site plan. It can be added to an existing sheet or as a new
sheet.
2. 18-4.2 Critical slopes. The following critical slopes do not appear to be shown on
the site plan-

3. 18-10.4 Rural Area setbacks. The front setback requirement is listed twice, while
the side setback is not included on the first sheet.
4. 18-32.5.2 Contents of an initial site plan and 18-32.6.2 Contents of a final site
plan. On Sheet 1, the Owner should be listed as `County of Albemarle, School
Board', while the Developer should be listed as `Boys and Girls Club'. The owner
of the parcel is the County, not Boys and Girls Club, therefore the Owner and
Developer are not the same.
5. 18-4.17 Lighting:
a. Add the required note (must be typed out) that all lights over 3,000 lumens
shall be full -cutoff lights.
b. Add note that light loss factor (LLF) shall be one (1).
c. There is spillover of greater than 0.5 FC onto Lambs Lane, which is a
public street. Spillover must be 0.5 FC or less.
6. 18-32.7.4.2/18-32.7.5.3 Easements:
a. Any new and revised easements must be shown on an easement plat,
which must be approved prior to final site plan approval. Maintenance
documentation must be provided for non-ACSA easements. The public
drainage easement template is attached.
b. The dimensions of the proposed SWM easement are not clear. Provide
arrows on both sides of the proposed easement.
c. Easements should also be shown on the layout/utilities plan.
d. The DB/PG for all new easements will be required on the site plan prior to
approval.
7. 18-32.7.2.3 Sidewalks and other pedestrian ways. Connect sidewalk closer to
Jack Jouett Middle School. Sidewalk could continue along Lambs Lane to edge
of parking lot, providing access to rear of school.
8. 18-32.7.9 Landscape plan:
a. 18-32.7.9.4 Landscape plan/preservation of existing trees. Include the
signed Conservation Checklist.
b. 18-32.7.9.6 Landscaping parking areas. Revise the five percent
calculation — it should be 1,108.5 sq. ft., instead of 1,112.5 sq. ft.
c. 18-32.7.9.4 Plant list. SPO HET does not appear to be on the approved
County plant list for trees and shrubs.
9. Additional applications. The following applications and approvals are required
prior to final site plan approval:
a. 18-32.7.4.2 and 18-32.7.5.3: Easement Plats: All new and adjusted
easements must be shown on an easement plat, which must be approved
prior to final site plan approval, and must match the final site plan.
b. 18-32.7.4.1: Approval of a VSMP Plan is required prior to final site plan
approval. WPO202000005 is under review. See Engineering comments.
Engineering (John Anderson)
1. PENDING. Comments will be sent under separate cover.
VDOT (Max Greene)
1. No objection. See attached letter dated April 1, 2020.
Fire/Rescue (Shawn Maddox)
1. No objection.
ACSA (Richard Nelson)
1. ACSA and applicant are coordinating directly to address review comments.
