Brich, P.E. 1401 East Broad Street Commissioner Richmond, Virginia 23219 March 31, 2020 John Anderson County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SUB-2019-00156 — Rivanna Village, Phase 2 — Road Plan Dear Mr. Anderson: (804) 786-2701 Fax: (804) 786-2940 The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced Rivanna Village, Phase 2 — Road Plan, as submitted by Alan Franklin PE, LLC, dated February 20, 2020 and offer the following comments: 1. Sheet 8 TTC 23.1 will need to be updated to the TTC 23.2 information and detail. 2. Please check program layers for comment stacking as some information is not legible. 3. Terrapin Trace should have type III barricade or better with "End of Road" signs. 4. CG-12's need to perpendicular to roads. The CG-12's at Meander Way, Village Park, and Steamer Drive appear to direct the blind pedestrian into the center of the intersection. 5. Pavement design for new subdivision streets shall be developed using the Pavement Design Guide for Subdivision and Secondary Roads in Virginia and must be based on in place material at the time of construction. 6. Please show bump -outs for parking per AASHTO Green Book 2011 — 4.20 On -Street Parking. 7. On -street parking across from Cattail Court does not appear safe. Drivers do not appear to have any sight distant prior to pulling out due to the curve. (sheet 14) VirginiaDOT.org WE KEEP VIRGINIA MOVING 8. Additional "No Parking" sign should be placed in the Terrapin Trace and Mossy Rock Rd. cul-de-sac. (sheet 11) 9. Sight distance easement plat will be required prior to final road acceptance into the State system. (Lazy Branch Lane) 10. Note that the final plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements. 11. The report indicates that the total scour for the Lazy Branch CONSPAN is below the foundations for the structure and recommends several options to protect the foundations. The foundations must be protected from failure due to scour for the 500 year storm event. A VDOT Land Use Permit will be required prior to any work within the right of way.
