We have reviewed the above referenced plans and have the following comments:
Engineering (Emily Cox)
1. Professional seal should be signed and dated. Rev. 1: Comment addressed.
2. Provide detail for driveway entrances in the alley with the roll-top curbing: Figure B-22

3. Provide transitioning detail for roll top curbing in front of inlets. Rev. 1: Comment addressed.
4. Topography should be at least visually field verified within the last year. Cover sheet says Aug
2018. Rev. 1: Comment addressed.
5. Ensure all sheets provide a North arrow (one example, Sheet 8 is missing). Rev. 1: It
appears Sheet 4 is still missing one. Please double check all sheets.
6. Provide horizontal curve information (start points, end points) on plan view. Radii were shown.

7. Ensure all necessary pavement markings are shown. Rev. 1: Comment addressed.
8. Street trees should be placed as far away from storm sewer as possible and should not be
touching. Trees in front of lots 69-70 are too close. There may be others. Rev. 1: Tree in front of
lot 60 is still too close to a structure. Also, please review the tree at the southern end of
Berwyn Lane, it appears to be in a storm easement and close to a pipe.
9. Show existing managed slopes on all applicable sheets, not just existing conditions. Rev. 1:

10. Double check all contour labels. One in the open space should be 550 and is labeled 540. Rev. 1:

11. Show the SWM facility easement (and any other easements). Rev. 1: Comment addressed.
12. Ensure ADA requirements are met. All necessary crossings do not appear to be shown. Rev. 1:
Comment addressed.
13. Provide signed and sealed retaining wall plans, especially for the alley, where the walls are
very close to adjacent property. Please note that retaining walls will need building permits.

14. The minimum drainage easement width is 20ft. Some loft are shown on this plan. Rev. 1:

Comment addressed. This will be further evaluated with WPO or site plan, since this does
not apply to the roads.
15. Will the 5ft pathway throughout the site have an easement/deed? Provide a type and thickness on
the detail for the asphalt. (Sheet 10). Rev. 1: Comment addressed.
16. Sight distance lines cannot go through parking spaces. Also, ensure the correct required sight
distances are shown for all intersections. Rev. 1: A small portion of one parking space on
Berwyn lane appears to conflict with the sight distance line from Loyola Way.
17. Sidewalk detail should specify concrete that is 3000 psi at 28 days or stronger. Rev. 1: Comment
addressed.
18. YD4A-YD4 has a velocity over the 15 ft/s maximum allowed by the County. Rev. 1: Comment
addressed.
19. Ensure all proffers and conditions associated with the ZMA are addressed. These are outlined in
planning comments from Chris Perez. Rev. 1: Comment addressed. These are reviewed by
planning.
20. Rev. 1: WPO plan (WPO201900042) must be amended to match this plan and must be
approved before road plan can be approved.
21. Rev. 1: Please provide signs or traffic calming measures on Berwyn Lane.
22. Rev. 1: There are sanitary lines in the middle of private roads. Ensure that manholes are
not located within vehicular wheel paths and that tops are flush (or slightly lower) than the
top of the asphalt.
Planning (Daniel Butch)
1. Based on a current corridor study of Avon St Extended, the draft plan identifies a 10 foot asphalt
shared -use path on Avon St Extended. The Development Concept Plan identifies a 8 foot
concrete sidewalk. Recommendation is for a 10 foot asphalt shared -use path on Avon St
Extended.
Requested Changes:
1. Extend all sidewalks/shared-use paths on Avon St Extended and Scottsville Rd to
property line.
2. Sidewalk on Scottsville Rd on both sides of entrance to be 8 foot concrete sidewalk.

1. The applicant should contact this office with a list of three (3) proposed road names to replace
"Warkwick Court". There is an existing road named "Warwick Court" and the similarities

between these road names could cause problems for emergency response. Rev. 1: No objection.
ARB (Margaret Maliszewski)
1. Landscaping must be consistent with ARB approved landscaping. A final ARB site plan submittal

The following are Planning comments for Road Plan submittal SUB201900158:
Planning (Tori Kanellopoulos):
1. Advisory comment. Planning review of this Road Plan is for comments specific
to Road Plan requirements only. Planning approval of the Road Plan does not
constitute subdivision plat or site plan approval; Planning has not reviewed this
Road Plan for other requirements such as setbacks, minimum lot size, open
space, etc.
2. Advisory comment. The final plat will need to meet the requirements of 14-235
and will need a maintenance agreement meeting the requirements of 14-317.
3. ZMA201300017 Application Plan. Board of Supervisors approval of a special
exception for road design/layout is required prior to road plan approval. The road
plan will need to match the special exception and meet any conditions with the
special exception. The applicant submitted the special exception request on
March 9, 2020, and review is in progress.
4. ZMA201300017 Application Plan. Show the required landscaping/fence buffer,
per the ZMA application plan, with the adjacent properties.
5. ZMA201300017, Proffer #4, SR 742 (Avon St Ext). The applicant is responsible
to design, bond, and construct the improvements shown on the County -approved
engineering drawings titled Development Concept Plan, Sheet 4, dated 10-21-13
and last revised on 8-29-14, as prepared by Alan Franklin PE, for both SR 20
(Scottsville Road) and SR 742 (Avon St Ext). The following proffer requirements
are still not met or shown on the Road Plan-
a. Show the proposed landscaping (street trees) in the planting strips along
SR 742.
b. The southern portion of the multi -use path adjacent to Dauphin Drive does
not have the required planting strip.
c. Show the proposed multi -use path going all the way to the property line
with TMP 90-27B.
d. Indicate if the required ROW has been dedicated to VDOT.
6. ZMA201300017, Proffer #4, SR 20 (Scottsville Road). The applicant is
responsible to design, bond, and construct the improvements shown on the
County -approved engineering drawings titled Development Concept Plan, Sheet
4, dated 10-21-13 and last revised on 8-29-14, as prepared by Alan Franklin PE,
for both SR 20 (Scottsville Road) and SR 742 (Avon St Ext). The following proffer
requirements are still not met or shown on the Road Plan:
a. Show the proposed landscaping (street trees) in the planting strips along
SR 20.
b. The northern portion of the sidewalk adjacent to Dauphin Drive does not
have the required planting strip.
c. Show the extension of the 8" SAN SL to TMP 91-16A1 and along frontage
to TMP 90-27. Send a PDF copy of off -site SAN SL plans if separate
document.
7. 18-32.7.9 Landscaping and utilities. Some trees appear to conflict with utilities
and be closer than the 5' as stated on the Road Plan. See Lot 34 as an example.
8. 18-32.7.9.5 Street trees. Include the street tree information/requirement for
Sheridan Street on Sheet 29. It may also be that Warwick Court is a previous
street name and therefore the Sheridan Street requirement is included, and just
the label needs to be changed.
9. 18-32.7 Required easements. Approval of application SUB201800082, easement
plat for required offsite easements, is needed prior to road plan approval.
SUB201900079, also for required offsite easements, has been approved. The
DB and PG for the recorded easements need to be on the road plan.
10.18-32.7 Required easements. Is there an approved easement for the
improvements shown on adjacent parcel TMP 90-35V?

Dear Ms. Cox:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 4
October 2019, revised 18 February 2020, and offer the following comment:
1. Due to the special exception request#2, this change will require an update to the turn
lane warrant analysis on the road plans.
If further information is desired, please contact Adam Moore at 434-422-9782.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
