RE: Parking standard for Park View on Pantops
Dear Ms. Eberwein:
This letter is to confirm what I have discussed with you and JABA representatives
on different occasions. If the proposed Park View apartments for the elderly
meet the definition of "congregate care" in our zoning ordinance section 3.0, they
may use the parking standard for congregate care found in section 4.12.6.
Congregate care definition: A residential facility for persons who are elderly or of
impaired functional ability. Such facilities are characterized by a variety of
elements that include common dining, social and recreational features, special
safety and convenience features designed for the needs of the elderly, such as
emergency call systems, grab bars and handrails, special door hardware,
cabinets, appliances, passageways, and doors designed to accommodate
wheelchairs. A congregate care facility must provide on an appropriate,
regular basis at least two of the following to qualify for the parking
standard: meal services, transportation, housekeeping or organized social
activities. (Emphasis added.)
Facilities that meet this definition may use the following parking standard (which
is less than what is required for other dwellings including "multifamily apartments
for the elderly "):
Congregate care unit: one (1) space per unit plus one (1) space per
employee on the largest shift.
As I understand the plan, Park View will have 90 apartments and 3 employees.
Based on these assumptions, if the facility meets and maintains its qualification
as a congregate care facility, 93 parking spaces will be required. Leonard

Lohman (of JABA) has informed me that JABA will provide transportation
services (including a driver and vehicle) to Park View residents on a regular basis
for medical appointments, shopping, drug stores, at least two days per week.
They will also have regularly scheduled social activities on the site including
some medical (such as podiatrist services or blood pressure checks), bingo,
discussion groups and special event parties for the residents. These two
planned services will qualify the development for use of the congregate care
parking standard.
